PRESS RELEASE - May 18, 2018

Subject: Accomplishment Report on Illegal Possession of Firearms & Ammunitions
Be informed that at about 5:00 AM of May 17, 2018, information received from PFC Arsenio Fernandez, team leader from Sas Detachment (SF) through their civilian informant that unidentified person at Sitio Tulaksaw, Brgy. Sas, Gutalac, Zamboanga del Norte was suspicious and allegedly carrying from his possession an unidentified firearm.

Immediately, Alert team of Gutalac MPS led by SPO3 Leonel Somosa Palacay, Admin PNCO left Gutalac MPS on board with PNP marked vehicle (Mahindra) and proceeded to the area to verify the veracity of said report.

There and then, Joint operations from Sas detachment led by PFC Arsenio Fernandez and 13th SF Company led by CPT JAIME V. ABIBAS based at Siocon, Zamboanga del Norte was conducted for verification and possible arrest of the suspect.

At around 6:00 AM of same date, operating teams arrived at the area and reached the house of the reported person.

PFC Arsenio Fernandez together with SCAA Hilario Tubalado approached the house of the suspect and knocked his door in a lenient manner.

Then later a male person came out from his house and identified himself as one JOVANI CAMSAIN y Topang, 44 years old (April 11, 1974), male, married, farmer, elementary level (Grade 2) and a resident of Sitio Tulaksaw, Brgy. Sas, Gutalac, Zamboanga del Norte.

There and then PFC Arsenio Fernandez in a plain view that something protruding from the waist of Jovani Camsain which resulted to check and arrest of the subject person.

Confiscated from the possession and control of the suspect one (1) unit of 38 caliber revolver with serial number 756667, four (4) live ammunitions and a pair of combat boots.

Subject person was immediately brought to Gutalac MPS for proper disposition and filing of appropriate charges against him. For information.

Subject: Spot Report on Conflagration Incident

Initial investigation conducted by FO2 Jeserel S. Escototo investigator of BFP Dipolog City, fire started at 11:46 AM at Grand Stand A particularly at the office supply of Zamboanga del Norte Division Office stock room and was declared fire out at around 1:35 PM of same date.

The estimated cost of damaged was Four Hundred Fifty Thousand Pesos (₱450,000). No casualty or injured has been reported during the incident. The cause of the fire is still under investigation by the BFP Dipolog City. For information.

Subject: Spot Report on Fire Incident
Be informed that on or about 4:15 P.M. of May 17, 2018 a concerned citizen informed Siocon MPS through cellular phone that a fire incident transpired at Brgy. J.P. Brillantes, Siocon ZDN.

Immediately, elements from Siocon MPS led by SPO3 Eduardo P. Calasang responded at the place of incident and upon reaching there at the responding fire fighters from Bureau of Fire Protection of Siocon was already at the place and tried to stop the fire.

PNP personnel immediately deployed to secure the area in order not to disturb the ongoing firefighting operation.

Initial investigation conducted by the responding team disclosed that the fire has started at the second floor of the house of Lolita Manalo made of semi concrete materials that inflected with damage at the second floor, which is made of light materials.

The fire spreads out to the two adjacent houses in which one is owned by WINIE TUMABAN y Hibaya, 48 yrs old whose house is made of light materials was razed into the ground.

The third house that made of concrete materials has inflicted with only slight damage for it has a fire wall. That at around 4:50 PM of the same date, the responding team from Bureau of Fire Personnel of Siocon declared total fire out with no injuries and casualty.

The Fire Arson Investigator of BFP still conducting investigation as to the cause of fire and its estimated cost of damage. For information.

Subject: Spot report on Hacking Incident
Be informed that at around 5:45 PM of May 17, 2018, Siayan MPS received a phone call from a concern citizen that a commotion transpired at Brgy. Soguilon, Siayan, ZN.

Immediately PNP personnel of Siayan MPS led by PSI REY QUINTANO TOLOSA JR-OIC, responded the said report.

Upon the arrival at the aforesaid place, the victim WILSON BONGCAT y Lirong, 45 years old, married, Farmer, Filipino, a resident of Brgy., Soguilon, Siayan, ZN has sustained hacked wound on his right cheek and immediately brought to the diagnostic center,

The suspect identified as JUNIOR ULAY y Libay, 43 years old, married, Farmer, Filipino a resident of Brgy. Soguilon, Siayan, ZN with bolo from his possession was arrested and brought to Siayan MPS.

Initial investigation conducted disclosed that the suspect and the victim were having a drinking spree and later on, came up with the intense argument, which resulted, to the worst scenario.

The said suspect drew a bolo and hacked once hitting on the right cheek of the victim.Suspect JUNIOR ULAY y Libay was apprised of his constitutional rights, and now detained at Siayan MPS for filing of complaint. For
