April 30, 2019 Reported Incidents in the munucupalities of Zamboanga del Norte

Fisherman died in Hacking Incident
DIPOLOG CITY – A fisherman was killed in Hacking incident transpired at Purok Fisherman, Olingan, Dipolog City, Zamboanga del Norte at about 5:45 AM of April 30, 2019.

Police Brigadier Gen. Emmanuel Luis D Licup, PRO9 Director identified the victim as Joseph Abing Igot, 38 years old, male, single and a resident of said place. He was lying lifeless at the ground with multiple hack wounds at different parts of his body when the responding Dipolog City Police Station arrived.

Meanwhile a hot pursuit was conducted that resulted to the arrest of the suspect identified as Jimmy Octobre Bayonas, legal age, married, male and a resident of Purok Fisherman, Olingan, Dipolog City who surrendered himself while hiding inside his residence.

Investigator of Dipolog CPS conducted interview to the witness identified as Lydia Columnas Undang, 36 years old, female, single and a resident of Purok Fisherman, Olingan, Dipolog City, revealed that the incident transpired at around 5:45 in the morning of April 30, 2019 outside the residence of the suspect who is the co-worker of his live-in partner while they were having coffee break after their work as fisherman.

The victim was hacked several times without sufficient reason by the suspect Jimmy Bayonas and was restrained by his co-workers who was present at the area and recovered from his possession and control the Bolo knife which was later turned-over to the responding personnel of Dipolog CPS but the suspect managed to flee.

The body of the victim was brought to Gumalinda Funeral Homes Service while the suspect is now temporarily detained at Dipolog City Police Station for further investigation and prior pending of case in court.

1 person arrested for COMELEC Gun Ban violation
RIZAL, Zamboanga del Norte) - Police operatives of Rizal Municipal Police Station led Police Lieutenant Jonnel D Velasco has arrested a quack doctor for carrying firearm at Brgy Birayan, Rizal, Zamboanga del Norte at about 4:20 PM of May 1, 2019.

Police Brigadier Gen. Emmanuel Luis D Licup, PRO9 Director identified the arrested person as Roslito Balangitao y Ronquillo, 56 yrs old, married, Quack Doctor (Albularyo) and resident of Brgy Salimpuno, Sapang Dalaga, Mis Occ.

Confiscated from his possession and control were the following:
one (1) cal .45 pistol homemade, no Serial Number,
one (1) magazine and six (6) ammos of Cal .45.

Initial investigation conducted by responding PNP personnel disclosed that the suspect who was under the influence of liquor engaged in a heated argument with one Wenceslao dela Torre y Cuevas, 62 years old, married and resident of Brgy Birayan, Rizal and after their argument, the suspect drew his Cal .45 pistol which was tucked on his waist and attempted to shoot Wenceslao dela Torre.

Fortunately, the firearm jammed/malfunctioned prompting Wenceslao dela Torre to grab and confiscate the said firearm.

Confiscated item is now deposited at Rizal MPS for exhibit while suspect is presently detained for filing of formal complaint in court.

2 Wanted Person Nabbed in Siocon
SIOCON, Zamboanga del Norte - Two wanted persons were arrested by police operatives of Siocon Municipal Police Station led by Police Major Manolo Echem and Phil Air force at Brgy. Sta Maria, Siocon, Zamboanga del Norte at about 6:40AM of May 1, 2019.

Police Brigadier Gen. Emmanuel Luis D Licup, PRO9 Director identified the arrested persons as Saddam Ismael, 27, married and Abdulbad Ismael, 29, married, both resident of Brgy. Nonoyan, Baliguian, Zamboanga del Norte. 

Both arrested for the crime of Kidnapping & Serious Illegal Detention with Criminal Case nr 2018-02-10 (1618) sign by Judge Laarni Dajao dated Sept. 28, 2018 with no bail recommended.

Accused were detained at Siocon MPS for proper disposition.

2 Fishing Boats Held for Illegal Fishing
MANUKAN, Zamboanaga del Norte - Police personnel of Manukan Municipal Police Station have apprehended two (2) fishing boats at the municipal sanctuary along the shores of Sitio Dequis, Poblacion, Manukan, Zambonaga del Norte at about 6:00PM of April 30, 2019.

Manukan Municipal Police Station was patrolling in the area when they noticed two (2) fishing boats at the municipal sanctuary. Upon verification, they confirmed that the said fishing boats were illegally fishing within the area declared as municipal fish sanctuary.

Said fishing boats and three boxes of assorted fish with estimated amount of five thousand pesos (₱5,000.00) were confiscated and turned-over to Bantay Dagat.

Citation tickets for violation of fishing ordinance “fishing within the perimeter of fish sanctuary” were also issued to both fishermen identified as Gregorio Buhian, 42 years old, male and Claudio Saldia, 37 years old, male of Sitio Dequis, Poblacion, Manukan.
