INCIDENT REPORT - May 14, 2018



Rape Suspect Arrested in Pres MA Roxas
On May 14, 2018 at about 3:30PM at Sebod Elementary School, Barangay Sabod, Pres MA Roxas Zamboanga del Norte, personnel of Roxas MPS through the aid of BIN’s of said barangay, arrested Bryan B. Pad, 25 years old, single and a resident of same place.

The accused was arrested by virtue of Warrant of Arrest issued by Hon. Rogelio D. Laquihon, Presiding Judge, RTC9 Branch 7, Dipolog City dated April 10, 2018 for the crime of Rape docketed under Criminal Case Nr. 22354 with no bail bond recommended.

Accused now temporarily detained at Roxas MPS detention cell for proper disposition.

Vehicular Traffic Accident in Sergio Osmena
Zamboanga City - On May 13, 2018 at about 2:20 PM, Sergio Osmena MPS received a report that a traffic accident transpired along the National highway of Sitio Talaban, Brgy. Biayon, S. OsmeƱa, Zamboanga Del Norte.

Wherein a Fuso dropside truck, bearing plate no 090104, driven by Jun Lucidos Gado, 33 y/o and a resident of Libertad, Aurora, Zambo Sur, accidentally bumped the sari-sari store owned by Jocelyn Lumayao and the house of Mr and Mrs Romeo Dalogdog Maligro.

Initial investigation conducted disclosed that while said truck was traveling from Municipality of Aurora bound to Dipolog City loaded with 488 sacks of rice and upon reaching the place of accident, the driver lost control of his driven vehicle due to mechanical problem.

As a result, said truck fell on the road and subsequently bumped the sari-sari store and the house of Mr. and Mrs. Maligro that caused total damage of the said sari-sari store and the owner (Jocelyn Lumayao) and Richard Tumogdon were injured and immediately brought to Zanorte Medical Center, Dipolog city for medication.

The driver together with his truck man also suffered minor injuries are now in custody of S. Osmena MPS for proper disposition.

Election Related Incident (ERI) in Sibuco     
On May 14, 2018 at about 6:50 AM, a commotion occurred outside the Nonoyan Elementary School at Brgy Nonoyan, Sibuco, Zamboanga Del Norte.

Personnel of Baliguian MPS and elements of 42nd IB, PA assigned in the area based on request and instruction from Election Board (EB) responded and pacified the two (2) opposing groups.

Initial investigation conducted revealed that one of the supporter of the candidate for barangay captain as Sakili Barang was assaulted by supporters of AlSaudi Kiran who are both aspiring for barangay captain.

Both parties in the presence of the EB agreed to settle their disputes amicably and would abuse the rules and guidance given by EB and signed a document prepared by the EB to that effect.

Alarm and Scandal in Dipolog City
Dipolog City - On May 14, 2018 at about 10:00 AM,   a cellular phone call received by Dipolog CPS Hotline from a Barangay Tanod of Barra, Dipolog City informing that a male person went wild at Purok Riverside, Mabini  Street, Barangay Barra, Dipolog City.

Acted on the said report, Dipolog CPS responded to the above-mentioned place. Upon arrival thereat, the responding police officers caught the suspect that identified later as Mark Quisel Cambi, 26 years old, male, single and a resident of above-mentioned place still in the act of causing alarm and scandal in the neighborhood and believed to be under the influence of Liquor.

Immediately thereafter, the responding police officer arrested the suspect for causing alarm and scandal and violation of COMELEC Resolution No. 10246, Omnibus Election Code BP Blg. 881 and other Election Laws and further informed his constitutional rights as an arrested person.

Subject person was then brought and is now temporarily detained at Dipolog CPS detention cell pending filing of appropriate charges in court.

Violation of COMELEC Liquor Ban in Dapitan City 
Dapitan City - On May 14, 2018 at about 2:15 AM, Personnel of Dapitan CPS conducted mobile patrol along Sunset Blvd, Brgy Dawo, Dapitan City and caught in the act the person identified as Bryan Ontowa Calibod, 30 years old, single, and a resident of Davao City drinking intoxicating liquor on the bay walk of said place.

Confiscated from his possession was an empty bottle of 1000 ML Redhorse Beer, pitcher and three (3) pcs drinking glasses.

Arrested suspect was brought to Jose Rizal Memorial District Hospital for medical examination and liquor test.

Arrested person was brought to Dapitan CPS for further investigation

Violation of Omnibus Election Code in Baliguian
A violation of Omnibus Election Code transpired at Barangay Nonoyan, Baliguian, Zamboanga Del Norte on May 14, 2018 at about 2:40 PM.

The suspect identified as Said Bassuh Jamil, 21 years old, married, jobless, a resident of Barangay Catuyan, Sirawai, Zamboanga Del Norte.

Initial investigation disclosed that at about 2:40 PM of May 14, 2018, while PSI Clark G Bacolod-OIC with personnel from 42nd IB, PA was at the vicinity of the said polling precinct. A person named Illean Haron Maid, 46 years old, fisherman and a resident of Brgy Nonoyan attempted to enter the polling precinct for his reason that he will assist his companion named Polalon Said Daud.

The said person was noticed that his right index finger already contained an indelible ink, an indication that he already voted.

PSI Clark G Bacolod then requested for an ID and found out that his real identity is Said Bassuh Jamil with the event that transpired, the latter gave the idea that the said person is a flying voter.

was immediately arrested for violation of Omnibus Election Code of the Philippines and appraised of his constitutional rights in dialect he was conversant.

The arrested person was immediately brought to Baliguian MPS for proper disposition.


That due to the incident, the Election Board requested for the counting of votes to be transferred at Baliguian Central School to pre-empt further untoward incident.
