INCIDENT REPORTS - March 31, 2018

Rape Suspect Arrested Sirawai

On March 30, 2018 at about 3:15 PM, PNP personnel of Sirawai MPS together with Intel personnel from Siocon MPS conducted joint manhunt operation at Sitio Post 5 Barangay Sirawai Proper, Sirawai Zamboanga Del Norte. The joint PNP operatives successfully arrested the suspect Alex Salahuddin aka atang, 47 years old, married and a resident of Brgy S. Arabi, Siocon, ZN by virtue of Warrant of Arrest  issued by Judge Laarni Dajao of  RTC9 Branch 27, Siocon, Zamboanga Del Norte for the crime of Rape docketed under  Criminal Case Nr 2017-11-08[1588] without bail bond recommended. Said accused is now under the custody of Siocon MPS for proper disposition.

Hacking Incident in Labason

On March 30, 2018 at about 05:45 PM,. Hacking incident occurred at Brgy Osukan, Labason, Zamboanga Del Norte wherein victim identified as Bebot Detoyato Auditor, 55 years old, male, married, farmer and a resident of said place was hached by Retchel Suminggit Salcedo, 28 years old, of said place. Initial investigation disclosed that the suspect having an arguments with his live-in partner victim intervened on their quarrel suspect hacked the victim hitting on his left wrist and was brought to Labason District Hospital for medication. Suspect fled to unknown direction. PNP personnel of labason MPS conducted follow up investigation for possible arrest of the suspect.

Report on Motor Vehicle Traffic Accident

Sindangan, ZDN - Be informed that at about 10:45PM of March 27, 2018, a Motor Vehicle Traffic Accident transpired along the National Highway of Sitio Horshoe, Pangalalan, Sindangan, ZDN involving two (2) vehicles described as follows;

a.    Veh1-Aluminum FUSO prime mover Truck, bearing temporary plate no. 120109, registered in the name of Usman J Pingli a resident of Brgy Talabaan, Zamboanga City and driven by Marcelino Auditor y Buen, 48 years old, Filipino, male, married and a resident of Lower Taway, Ipil, Zamboanga Sibugay holder of PDL no. JO5-91-001205 and will expire on February 20, 2022, with passenger Jerome Siasico y Salondagit, 28 yo, and a resident of San Francisco, Liloy, ZDN; while

b.    Veh2- red Toyota Corolla, bearing plate no. PMR 640 and driven by PO3 Carlo Ledesma Ramos, 23 years old, Filipino, male, single and a resident of Poblacion, Sindangan, ZDN, holder of NPDL no. JO1-15-003624 will expire on May 12,2018, with passenger PO2 Roel Sarita Sagario, 34 years old, Filipino, male, married, and a resident of Goleo, Sindangan, ZDN, both active member of Philippine Coastguard assigned at Sindangan Sub-station.

Initial investigation conducted disclosed that while veh2 was travelling from Dipolog City towards Sindangan Proper in speedy motion and upon reaching the place of accident particularly at the curve road, the driver lost control of his driven vehicle and encroached to the other lane and suddenly bumped veh1 which was also travelling from opposite direction.

As a result, both riders of veh2 sustained physical injuries and incurred damages of both vehicles. Injured personalities were brought to Sindangan District Hospital by the concerned citizen for immediate medical attention and further forwarded to ZANORTE Medical Center, Dipolog City for continue medication while both vehicles were under custody of Sindangan MPS for proper disposition. INCIDENT REPORTS – March 25, 2018

1 Dead in Implementation of Search Warrant            

Sirawai - On or about 4:30 AM of March 25, 2018, personnel of Sirawai MPS together with personnel of Zamboanga Del Norte Provincial Mobile Force Company and 905th Regional Mobile Force Battalion in coordination with 42nd IB PA Implemented Search Warrant No. 2018-03-20 (02) for Violation of  RA 10591 and RA 9165 Section 11 Art II of the Comprehensive Dangerous Drugs. The SW was issued by Judge Laarni Dajao, dated March 20, 2018 at the residence of the subject identified as Julhadi A. Amil, 49 years old and a resident of the Brgy. Doña Cecilla, Sirawai, Zamboanga Del Norte. However, during the conduct of search warrant, subject Julhadi Abang Amil, took his firearm (KG9mm automatic Rifle) in his room and aimed to the raiding policemen that prompted the police officers to shot to death the suspect. The raiding team did not finish their search due to high tension of the relatives and that imminent danger on the part of searching team exists. Sirawai MPS Investigation Section conducted crime scene processing and recovered six (6) heat sealed white crystalline white substance believed to be shabu place inside one ) transparent small plastic container and twenty (20) cut rolled foil place inside white one (1) cellphone box (Samsung Galaxy J7 Prime) with markings Amil’s Family. One (1) KG 9 machine gun with chamber loaded one (1) 9mm Live Ammunition and with Magazine inserted loaded with seven (7) 9mm caliber Live ammunitions, one (1) Caliber 45 (Colt) with serial number 641973 with Magazine inserted loaded with two (2) Cal .45 caliber Live ammunitions and one (1) Fragmentation Grenade place at Black Shoulder Bag, one (1) Holster, one (1) wallet with ID’s of the subject and one (1) white Samsung Analog Celphone. That the two personalities namely: Marudji Bujul Tuwa, 70 years old, married, farmer and resident of Brgy. Libucon, Sirawai Zamboanga Del Norte and Faisal Iscondes Magura, 47 years, farmer, married and a resident of Poblacion, Sibuco, Zamboanga Del Norte were brought to Sirawai MPS for they were present in the premises during the implementation of Search Warrant. Recovered evidences will be properly turned-over to Provincial Crime Lab Office for proper disposition while the cadaver was properly turned over to the relatives after the conduct of Post mortem examination by the RHU. INCIDENT REPORT - March 24, 2018

Stabbing Incident

LILOY - A Stabbing Incident transpired at Barangay Malila, Liloy, Zamboanga del Norte, At about 7:50 PM of March 23, 2018, wherein victim identified as Quiliano Supapo Templado, male, Filipino, married, 48 years old, Brgy Tanod and a resident of Barangay Malila, Liloy, Zamboanga del Norte, which was stab by the suspect identified as Randy Hergen Alvarico, male, Filipino, single, 28 to 30 years old and a resident of Barangay Malila, Liloy, Zamboanga del Norte. Initial investigation conducted by responding team of Liloy MPS disclosed that prior to the incident, at about 7:50 PM of March 23, 2018, both the victim and the suspect have a heated argument and suddenly, the suspect drew his knife and stabbed the victim several times. Victim sustained multiple stabbed wounds on the different parts of his body and was immediately brought to Liloy Integrated Health District Hospital for medical treatment but the attending Physician Dra Juvylisa Asentitista declared the victim dead after a few minutes of medical treatment. After the incident, the suspect immediately fled to unknown direction. Personnel of Liloy MPS still conducting follow-up investigation for the immediate arrest of the suspect while appropriate charges now being prepared for filing in court. Missing Person

PIÑAN - On or about 9:10 AM of March 23, 2018, Hon. Roland Icao, a Barangay Councilor of Poblacion North Piñan, Zamboanga Del Norte reported to Piñan MPS that a minor identified as Jessa Amodia Ineldas, 13 years old, female, wearing red T-shirt and maong pants, a resident of Poblacion North, Piñan, Zamboanga Del Norte was missing. Initial investigation conducted by personnel of Piñan MPS disclosed that said minor left from their house without permission of her parents on March 22, 2018 and until this report failed to return home. According to the witnesses subject person was last seen at about 8:00 P.M. of March 22, 2018 at the Public Plaza of Poblacion North, Piñan, Zamboanga Del Norte. Personnel of Piñan MPS still conducting follow-up investigation for possible location of the victim. Investigator is PO1 Eduardo L Flores with CP # 0912-366-7490..

        

Drowning Incident

SINDANGAN - On or about 12:00noon of March 23, 2018, Victim identified as Oneil Ataca Balladares, 21 years old, fisherman, single, male, Filipino and a resident of Barangay Lapero, Sindangan, Zamboanga del Norte while swimming in the Sea of Sitio Rizalian, Motibot, Sindangan, Zamboanga Del Norte, suddenly flapped and asked for helped to Johnrey Lido Tagapan, 14 years old, male, Filipino and a resident of Madalag, Jose Dalaman, Zamboanga Del Norte but the victim carried by a strong current of water. The victim was recovered 15 meters away from the place of incident at about 3:00PM of same date by a diver name Jenel Jumalon Fernandez, 21 years old, single, male, Filipino and a resident of Sinunuc, Dapitan City. The cadaver of the victim was turned-over to Barangay Kagawad Rovic C. Molate waiting for the parents of the victim to arrive. Caused of the death victim is drowning.

Arrest of Wanted Persons

SIOCON - PNP Personnel of Siocon MPS conducted manhunt operation at Sitio Bliss, Barangay Poblacion, Siocon, Zamboanga Del Norte at about 12:00 PM of March 21, 2018, that resulted in the arrest of Abujal Isnain Ladjabulan, 32 years old (August 06, 1985), male, Filipino, married, construction worker and a resident of Brgy. Sta. Maria, Siocon, Zamboanga Del Norte, Nanot Conding Isnain, 39 years old (March 24, 1979) male, Filipino, married, farmer and a resident of Brgy. Matiag, Siocon, Zamboanga Del Norte, Harijin Isnain Mamatol, 39 years old (March 18, 1979), male, Filipino, married, farmer and a resident of Brgy. Matiag, Siocon, Zamboanga Del Norte and Espaldon Conding Isnain, 40 years old (January 18, 1978), male, Filipino, married, farmer and a resident of Brgy. Matiag, Siocon, Zamboanga Del Norte by virtue of Warrant of Arrest issued by Hon. Laarni N. Dajao- Executive Judge of 9th RTC Branch 27-Siocon for the crime of Homicide In Relation to R.A. 7610 docketed under criminal case number 2017-06-15(1507) dated January 31, 2018 with bail bond recommended fixed to the amount of ₱40,000.00 each respectively. Arrested suspects were now temporary detained of Siocon MPS for proper disposition.

INCIDENT REPORT - March 21, 2018

Suicide Incident

DIPOLOG CITY - On March 20, 2018 at about 6:40 A.M, a suicide incident transpired at Purok Bougainvilla 1, Brgy. Gulayon, Dipolog City. Duty investigator led by SPO1 Lemuel Poracan responded to the said report and found the lifeless body of a male person still hanged infront of the house. Initial investigation disclosed that on or about 6;00 AM of March 20, 2018 Loreto Japana y Alberto, 36 years old, male, married, construction laborer, resident of San Francisco, Sergio Osmena, ZN arrived at the construction site where he is working at Purok Bougainvilla 1, Gulayon Dipolog City and he unexpectedly saw his co-worker Leonard Acas, alias Tata, 22 years old, male, single a resident of Aseniero, Dapitan City hanged lifeless with rope tied on the neck in front of the house. Investigator on case has already coordinated with SOCO and City Health Office for the processing of the scene of incident and determination of cause of death.

Accidental Death of Student

SINDANGAN - On March 20, 2018 at about 2:00 PM, The person of Jerry Cumayas Dalagan, 27 years old, married, male, a school staff of Philippine Advent College, Sindangan, Zamboanga del Norte, and a resident of Barangay Ramon Magsaysay Sindangan, came and reported to Sindangan MPS on the accident transpired in their school wherein Lofrey Niñal Ordialez, 20 years, old, male, a resident of Bantayan, Sindangan, Zamboanga Del Norte accidentally hit into the fence which caused his accidental death. Initial investigation conducted by personnel of Sindangan MPS disclosed that the victim went out from his classroom and escape on his schedule class from 8:30AM-9:30AM because the school will not permit the students to go home prior to their class has over. Eventually, the victim climbed at the concrete fence in front of the school with a distance away from the entrance gate and was about to escape from the class purposely to go home of which accordingly, the victim planning to turn off his cook rice in which he left in flame at home. When he was about to jump outside the fence, his long pants accidentally snagged at the protruding metal that resulted him to reversely supine back inside that caused him to hit his head at the walling of the fence and eventually fell down into the ground in prone position. The victim was discovered at the ground by one (1) Sweetheart Unsing y Rabanal, 14 years old, male, single, grade eight student of Philippine Advent College, a resident of Bago, Sindangan, at about 9:00AM of the same date. Immediately, Sweetheart Unsing called up his friend Ernesto Balawig y Sumaray and they hurriedly went to the school staff to report the incident. Jerry Dalagan and Arlene Verago- PAC (Philippine Advent College) Staff immediately went to the place of the incident and they immediately evacuate the victim’s body and rushed to the nearest hospital but pronounced dead on arrival (DOA) by the attending physician. The cadaver was properly turned-over to his immediate families. Investigator on case is PO2 Roland Dolotallas with contact number 0926-136-0590.

Report on Violation of Anti Photo and Video Voyeurism Act of 2009

KATIPUNAN - On March 20, 2018 at about 9:42 AM, The person of Lylanie Cudas Tomas, 22 years old, single, DOLE Assistant Secretary by occupation, and a resident of Barangay Bulawan, Katipunan, Zamboanga del Norte, together with her mother, came and reported to Katipunan MPS that a Jessie Cabigas Para, male, 27 years old, single, security guard of Jepce Sales under the employment of Golden Sun Investigation and Security Agency or GSISA and a resident of Brgy Barra, Dipolog City Zamboanga del Norte n and Arnel Ontoy Indong, male, 23 years old, single, security guard of Sebio Educational Supply under the employment of Black Arrow Agency and a resident of Brgy. Seres, Katipunan, Zamboanga del Norte suspects in the act of illegally spreading the nude photo of the afore-mentioned victim to numerous people without her knowledge and consent. At about 10:00 AM of March 20, 2018, PNP personnel of Katipunan MPS proceeded to the Municipal Plaza of Katipunan for an entrapment operation of the subject person, for the violation of Sec. 4 of RA. 9995 (Anti-Photo and Video Voyeurism Act of 2009). The subject person were successfully arrested and was brought to Katipunan MPS for filing of appropriate charges in court.

INCIENT REPORT - March 19, 2018

Fire Incident

POLANCO - On March 18, 2018 at about 11:20 AM, a fire transpired at Sitio Maras, Brgy. Magangon, Polanco, Zamboanga del Norte. PNP personnel of Polanco MPS together with the firefighting team Shift “A” of Polanco Municipal Fire Station immediately responded at the fire scene. Upon arrival of the responding personnel, the involved single dwelling owned by Ernesto Atab, 43 years old, single was made of light materials resulting to the total damage and one (1) fatality Jaskevin Atab, 8 months old and one (1) injured Angelo Dalagan. Initial inquiry conducted by FO2 Eric L. Barrios-with contact number 09481596954, BFP, Fire Investigator of Polanco Municipal Fire Station reveals that the owner of the house is not around when the fire brought out and only left his one (1) step-daughter Jasmine Dumdumano five (5) years old, one (1) step-son Justine Dumdumano two (2) years old and his son Jaskevin Atab eight (8) months old to buy milk for his son without knowing that his step-daughter Jasmine Dumdumano and step-son Justine Dumdumano play a lighter that is left at their house prior to the fire incident. Later on this Macrelita Iso saw a huge fire that brought out at the bedroom part of their house so she immediately shout for help to rescue the eight (8) months old Jaskevin Atab who is left inside the house, so this certain Angelo Dalagan and Salimar Bicoy immediately responded to the fire scene. They successfully removed Jaskevin Atab from the burning house and immediately brought Jaskevin Atab at the hospital but unfortunately Jaskevin Atab died after forty-five (45) minutes in the ZANORTE Medical hospital due to cardio respiratory arrest secondary to forty-one percent (41%) peripheral burns as diagnose by the attending physician, and resulting also to the injury of Angelo Dalagan as they were trying to remove the victim from there burning house. During scene examination conducted by the responding investigator, it is revealed that the fire started at the bedroom of the house. The cost estimated damage to property is no less than Six Thousand Pesos (₱6,000.00).

Service of Arrest Warrant

DIPOLOG CITY - On March 17, 2018 at about 3:00 PM, joint PNP personnel of Zamboanga Del Norte Provincial Mobile Force Company (ZNPMFC) conducted police operation (Service of Arrest Warrant) at Purok Mauswagon, Barangay Galas, Dipolog, Zamboanga del Norte. The operation resulted to the arrest of Wilma Delos Reyes Gabao, 38 years old, married, vendor and resident of Purok Sampaguita, Brgy Mahayahay, Aurora, Zamboanga Del Sur. The accused was arrested by virtue of Warrant of Arrest for the crime of Malversation Thru Falsification of Public Document, issued by Hon. Analyn F Ramas Costanilla, Presiding Judge, RTC, 9th Judicial Region, Branch 30, Aurora, Zamboanga del Sur, under Criminal Case # 18-10, 1491, 18-10, 1493, 18-10, 1490, 18-10, 1488 dated February 1, 2018 with recommended bail bond amounting to P40, 000.00 each case. Subject person is now temporarily detained at Aurora MPS awaiting court disposition.

Drug Dealer Arrested

DIPOLOG CITY - On March 18, 2018 at about 3:35 PM, Operatives of Dipolog City Police Station together with Highway Patrol Group in coordination with PDEA9 conducted drug buy-bust operation at Magsaysay St., Miputak, Dipolog City, particularly in front of Dipolog City Ice Plant the resulted in the arrest of Edcel Realiza Tormis, 35 years old, married, Newly Identified Street Level Drug Personality, and a resident of Miputak, Dipolog City. Confiscated/recovered from the possession and control were three (3) pieces medium size heat-sealed transparent plastic sachet containing white crystalline granules believed to be shabu; one (1) piece Five Hundred Peso bill bearing serial number CC671946 as buy-bust money; and one (1) piece medium size heat-sealed transparent plastic sachet containing white crystalline granules believed to be shabu. Proper inventory and markings of all confiscated/seized items was done at Intelligence Section of this station in the presence of the witnesses, MR. Rey J. Garcia – Media representative and Miss Liza S. Jarmin – Barangay Chairman of Sta. Isabel, Dipolog City. Suspect is now temporarily detained at Dipolog CPS pending filing of appropriate charges in court while the confiscated drug items was turned-over to Provincial Crime Laboratory for laboratory examination/weighing and the non-drug items were deposited at Dipolog CPS for proper disposition.

INCIDENT REPORT - March 14, 2018

Stabbing Incident

DIPOLOG CITY - The person of Raymond Ruiz Tortal, 44 years old, male, married, a resident of Looc, Estaka, Dipolog City came and reported to Dipolog City Police Station that he was stabbed by his neighbor. Initial investigation revealed that at around 11:50 PM of March 13, 2014 while he was having a heated argument with his wife, he noticed that the main door of his house was smashed. When he opened the door he saw the suspect identified as Rico Salamero of legal age, married, also a resident of Looc, Estaka, Dipolog City Zamboanga Del Norte, and unexpectedly stabbed him in the chest with undetermined sharp object. After the incident, the suspect fled away from the crime scene. The victim was brought to Corazon C. Aquino hospital for medical treatment. PNP personnel Dipolog CPS conducted hot pursuit operation for possible identification and arrest of the said suspect.

Arrest of Wanted Person

LILOY - PNP personnel of Liloy MPS conducted manhunt operation at Brgy Banigan, Liloy, Zamboanga Del Norte at about 4:50PM of March 13, 2018. This resulted in the arrest of Teresita Neri, married, jobless and a resident of Brgy Banigan, Liloy, Zamboanga Del Norte. This is by virtue of warrant of arrest, issued by Presiding Judge Kathia C. Adasa-Santiago of 7th MCTC -Liloy-Tampilisan, 9th Judicial Region, Liloy, Zamboanga Del Norte for Grave Oral Defamation docketed under CC No. 3033 with bail bond recommended fixed at P6, 000.00. The arrested accused is now temporary detained at Liloy MPS for proper disposition.

Operation against Illegal Logging   

TAMPILISAN - PNP personnel of Tampilisan MPS together with personnel from DENR CENRO Liloy and PENRO Provincial Governors Office conducted Anti-Illegal Logging Operation at Barangay New Dapitan, Tampilisan, Zamboanga Del Norte At about 2:30 PM of March 13, 2018wherein a concerned citizen reported that there were several suspected illegal flitches of logging seen along the road of the aforesaid place. Wherein at about 3:30 PM of same date, the team arrived at the said place and were able to recover One Hundred Thirty Six (136) assorted pieces of “Bakan” and “Lauan” with estimated volume of Seven Hundred Twenty Seven (727) board feet and with a total estimated amount of Forty Three Thousand Six Hundred Twenty (P43,620.00). Initial investigation conducted disclosed that the apprehended forest product was allegedly owned by certain Winston Delatado Ochia, a resident of Barangay Baybay, Liloy, Zamboanga Del Norte. Recovered forest products were brought to Tampilisan MPS for proper disposition.

Arrest of Wanted Person

ROXAS - PNP personnel of Roxas MPS conducted   manhunt   operation   at   Purok   Humay,   Barangay   Upper   Irasan,   Roxas,Zamboanga Del Norte at about 11:00 AM of March 13, 2018. This resulted in the arrest of Rogelio Bulat-Ag Guindoy, 66 years old, single and a resident of Purok Humay, barangay Upper Irasan, Roxas, Zamboanga Del Norte. This is by virtue of warrant of arrest issued by Presiding Judge Cherry Joy C. Concha-Ageas   of   RTC9,   Branch   10,   Dipolog   City   dated   March   6,   2018   for   the   crime   of Frustrated Homicide, docketed under CC No. 21639. The said arrested accused is now temporary detained at Roxas MPS for proper disposition.

INCIDENT REPORT - March 13, 2018

Stabbing Incident

SIAYAN - On March 11, 2018 at about 7:00 PM, a stabbing incident transpired at Brgy Balunukan, Siayan, Zamboanga Del Norte wherein victim identified as Nilo Angie Canlas, 45 years old, married, and a resident of Brgy Seriac, Siayan, was stabbed by Cito Anding Gandipon, 25 years old, single a resident of Brgy Gunyan, Siayan, Investigation conducted disclosed that the victim attended a birthday party at the house of his cousin Dodon Hastiba y Bangcal, 33 years old at the aforementioned place and had drinking a spree thereat. Thereafter, the suspect suddenly appeared and stabs the victim hitting the lower left portion of the stomach and fled immediately after the incident. Victim was brought to Siayan diagnostic Center for medical treatment. Personnel of Siayan MPS are now conducting follow-up operation for possible arrest of the suspect.

Turned-Over of Missing Persons in Sirawai

SIRAWAI - On March 12, 2018 at about 2:37 PM, Barangay Captain of Brgy. Libucon, Sirawai, Zamboanga Del Norte, Hon. Mahari Abdulla immediately, safely turned-over the remaining four (4) missing persons identified as Roger Amomondon Jung-an, 36 years old, married; Jemar Maglangit Duque, 26 years old, single; Reymond Maglangit Purisima, 14 years old, single; and Jomar Despe Mantangan, 25 years old, married all residents of Barangay San Nicolas, Sirawai, Zamboanga Del Norte and properly received by the Municipal Crisis Management headed by Mayor Gamar A. Janihim. Victims were given proper medical attention by the Sirawai RHU and was properly turned over to the Sirawai Police Station for tactical interrogation and investigation.

Dead Body Recovered

DIPOLOG CITY - On March 12, 2018 at about 10:45 AM, the person of Jessie Elam Anhag, 35 years old, single and a resident of Sta. Felomina, Dipolog City reported to Dipolog City Police Station that his uncle Jacinto Anhag Cagas, 57 years old, single and a resident of Quezon Avenue, Dipolog city was found dead inside his shanty house. Elements of Dipolog CPS proceeded to the reported place. Investigation conducted disclosed according to his brother the victim is suffering from diabetes and has been living alone inside the Shanty house. SOCO, PCLO processed the crime scene and DR. Chu from Corazon C. Aquino Hospital examined the body of the victim but no foul play found out.

Fishing Boat Held for Illegal Fishing

JOSE DALMAN - On March 12, 2018 at about 3:00 PM, PNP personnel of Jose Dalman MPS together with Mr. Rex Moncada-Municipal Fish Coordinator conducted seaborne patrol along the municipal seawater of Jose Dalman, Zamboanga Del Norte. Said team successfully apprehended one fishing boat, color Green, owned by Noriel Calunod Beldaka, 38 years old, and married, a resident of Brgy. Poblacion, Jose Dalman, for violation of Municipal Fishery Ordinance No. 005-008-2015. Said fishing boat was turned-over/referred to Mr Rex L Moncada-Municipal Fish Coordinator for determination of penalties and for proper disposition.

Shooting Incident

SIAYAN - Shooting incident transpired at Brgy Seriac, Siayan, Zamboanga Del Norte At about 5:00 PM of March 11, 2018 wherein the victim identified as Rio Bongulan Alburo, 32 years old, married, farmer and the suspects identified as Donat Ladiagonong, Edoy Dalangon, Edwin Amayac, Tutob Gandipon, Marcelo Mendoza and one identified only in his family name as Amayac all of legal age and residents of said place. Investigation conducted disclosed that the victim and the suspects had a drinking spree at the store of Rodelia Taata, which resulted into a heated argument that was later pacified by Ronie Elanan Jorigue, brgy tanod and Rolly Jorigue, brgy councilor, Thereat, the responding Barangay officials noticed that two of the suspects namely Donat Ladiagonong and Edoy Dalangon drew their short homemade firearms but they were talked and advised to go home. Thereafter, while the suspects were walking heading towards their residence, the victim followed riding his motorcycle. A few moments later the Barangay officials heard a burst of gunfire from the direction where both parties went that prompted the Brgy officials to verify and ran towards the crime scene. Thereat, they saw the suspects surrounded the victim which was lying in the middle of the road. The suspects upon sensing that they were being approached immediately ran towards the direction of Sitio Mauswagon and left the victim lifeless. Victim sustained one (1) gunshot wound on his left eye and four (4) stabbed wounds in the body was brought to Siayan Diagnostic Center for medical treatment but was pronounced Dead on arrival by the attending physician. Personnel of Siayan MPS are now conducting follow-up operation for the possible arrest of the suspects. Investigator is P02 Armando L. Pelayo Jr, with CP # 09352180247.

Violation of RA 9165   

DIPOLOG CITY - Personnel from Dipolog City Police Station in coordination with PDEA IX conducted drug buy-bust operation at Purok 3, Sta. Isabel, Dipolog City At about 9:50 PM of March 11, 2018 that resulted in the arrest of Charlie Vallecer Vidal, 47 years old, (surrendered) and Mary Jane Elnas Sumampon, 37 years old, (surrendered) both live-in partners and residents of Purok Buli Minaog, Dipolog City. Confiscated from their possession and control were Five [5] pcs. Small heat-sealed transparent plastic sachet containing white crystalline granules believed to be “shabu”, one [1] unit Nokia cellular phone, One [1] pc. wallet, One [1] pc. disposable lighter, Cash money amounted to two hundred fifty pesos [P250.00] in different denomination believed to be proceed money, and Five hundred peso bill bearing SN AS284370 [P500.00] as marked money. Proper documentation and markings were done at the place of arrest and were witnessed by Elected Public Offical Hon. Joseph Ryan Vergara and MEDIA representative Mr. Rey Garcia. Man Hit by Gaff’s Blade, Died

GUTALAC - On or about 7:20 PM of March 10, 2018, a certain Dante Alumbro Apique, 40 years old, male, married, farmer and a resident of Brgy. Lux, Gutalac Zamboanga Del Norte and has a role of “Koyme” at Gutalac Super Sport Arena situated at Brgy. Lux, Gutalac, Zamboanga del Norte, wherein a four (4) cock derby in relation to the celebration of Araw Ng Gutalac, who was accidentally wounded by a gaff’s blade which resulted to his untimely death. Initial investigation disclosed that when the two fighting cocks had been unhand and it was being observed for a lengthy of time for a fight, the “Koyme” (Victim) approached one of the fighting cocks purposely to have a second peck but suddenly, one of the fighting cocks became aggressive and dashed towards him with its sharp blade hitting at his left leg which resulted to a strong flow of blood from the fitted wound of his leg. Victim was immediately rushed to Liloy Disrict Hospital but pronounced Dead on Arrival (DOA) by attending physician.

RA 9262 Violator Arrested

JOSE P. DALMAN - Personnel of Jose Dalman MPS conducted manhunt operation at Brgy Dinasan, J. Dalman, Zamboanga Del Norte At about 6:00 PM of March 11, 2018 that resulted in the arrest of Estelito Pagente Geromo Jr, 44 years old, married and a resident of said place, by virtue of warrant of arrest issued by Judge Reymar Lacaya of RTC Br11, Sindangan, Zamboanga Del Norte dated March 6, 2018 for the crime of “Violation of R.A. 9262, docketed under CC no. S-5728 with bail bond recommended amounting to Twenty Four Thousand Pesos (Php24, 000.00). Arrested wanted person is now temporary detained at J. Dalman MPS for proper disposition.

Stabbing Incident

DIPOLOG CITY - Stabbing incident transpired at Purok Dos, Brgy Diwan, Dipolog City at about 2:45 PM of March 11, 2018. Initial investigation conducted disclosed that the victim identified as Jasun Malague Dagpin, 34 years old and the suspect identified as Allan Almirol Racelis, 48 years old, both residents of said place. Accordingly, at about 2:30 PM of same date, a group of men decided to have a cockfight at Diwan Elementary School, Diwan, Dipolog City wherein the victim is one of the owners of the fighting cocks and the suspect is the referee (sentensyador) of the cockfight. Thereat, the duo had a heated argument when the victim accused the suspect of not giving the right call in the cockfight. The victim then approached the suspect and unexpectedly, the suspect stabbed the victim by the use of the gaff which was still in the legs of the fighting cock that he was holding. The victim sustained stabbed wounds in his right upper limbs and was then rushed to ZANORTE Medical Center, Sicayab, Dipolog City for medical treatment while the suspect was arrested and now temporary detained at Dipolog CPS for proper disposition. Stabbing Incident

DIPOLOG CITY - On March 10, 2018 at about 11:10 AM, a stabbing incident transpired at Purok 7, Sta. Isabel, Dipolog City wherein victim Alina T. Emoy, 17 years old of Brgy. Balok, Katipunan, Zamboanga del Norte was stabbed by Nilo Culanag Elumbaring 64 years old, married, a resident of Velasco St., Miputak, Dipolog City. Investigation conducted disclosed that the victim were inside the boarding, suspect get inside and stabbed the victim for several times that resulted to her instantaneous death. The victim was brought to Zamboanga den Norte Hospital for post-mortem examination. The suspect was arrested by the responding PNP personnel of Dipolog CPS. Violation of RA 9165

SIOCON - On March 10, 2018 at about 2:00 PM, Operatives of Siocon MPS conducted anti-illegal drug buy-bust operation at Brgy. Bucana, Siocon, Zambonaga Del Norte particularly at the house of Sadak Bolacon Sakilan at large during operation successfully arrested Ali Haron Saudi alias PaLali, 62 years old, male, married, of Brgy. Bucana, Siocon, ZDN, Jun-Jun Musaddin Bantala, 36 years old, male, married, fisherman and a resident of Brgy. Panganuran, Sibuco, ZN and Alsed Asta Sahi, 26 years old, male, married, fisherman and a resident of Brgy. Balagonan, Siocon, Zamboanga del Norte not a DI watchlist nor surrenderee of Siocon MPS. After the consummated buying of illegal drug transaction to the aforementioned suspects, seen in plain view were the following to wit;  two (2) pc small heat sealed transparent plastic sachet containing white crystalline granules believed to be SHABU; Other drug paraphernalia’s. Recovered from the possession and control of Ali H. Saudi alias PaLali; one (1) piece dark brown wallet containing inside of it two (2) ID’s, two (2) pieces CEDULA and three (3) pieces cut/ rolled aluminum tin foils; One (1) piece green disposable lighter; and one (1) piece improvised tooter; from Jun-Jun Musaddin Bantala, One (1) piece Black wallet inside of it are two (2) pieces of different ID’s; One (1) Blue disposable lighter and three hundred peso bill in different denominations and from Alsed Asta Sahi, who is tag in 2017 Kidnapping of Duterte Couple with I.S. No. IX-07-INV-17D-00368 and resolution dated July 31, 2017 with handling Investigating Prosecutor Ian O. Campiseño-Prosecutor-I waiting for the WOA and Confiscated from the possession and control; One (1) Black wallet inside of it are; six (6) pieces ID’s, sixty (₱60.00) peso bill in different denominations; Two (2) pieces cut/ rolled aluminum tin/strip foils;  One (1) Unit color blue cellular phone “NOKIA” 313 with “SIM” and battery inserted; and Three (3) pieces disposable lighter in different colors. Inventories, markings of seized items were conducted in the presence of Brgy. Kagawad Hamjan T. Abdurahman and Brgy Kagawad AminKandra M. Arabi and set their signatures on the seizure receipt. Confiscated heat-sealed transparent plastic sachets containing white crystalline substance believed to be “Shabu, will be turned over to Zamboanga del Norte Police Crime Laboratory for examination. Arrested subject person is presently detained at Siocon MPS for filing of appropriate charges in court.

Arrest of Wanted Person    

PIÑAN - PNP personnel of Piñan MPS led by  PO2 Randy Bulay-og Asuncion conducted manhunt operation at Barangay Poblacion North Piñan Zamboanga Norte At about 1:00 PM of March 9, 2018which resulted in the arrest of VERINO MUNGGAL PULA, 39 years old, single, a resident of Barangay Calican, Piñan Zamboanga Norte  by virtue of warrant of arrest for   violation  of  Sec. 6 Of  R.A. 8485 Animal Welfare Act docketed in Criminal case number P-3154 issued on  March 7, 2018 issued by Acting  Presiding Judge Vittorio Dante D. Dalman  of 2nd MCTC of Piñan - La libertad , 9th Judicial Region Branch 001,Pinan, Zamboanga del Norte. Arrested suspect is now temporary detained at Piñan MPS for proper disposition.

Vehicular Traffic Accident

SINDANGAN - Vehicular Traffic accident transpired along National Highway of Doña Josefa, Sindangan, Zamboanga Del Norte At about 3:00 PM of March 7, 2018. Acting on the said report, PNP personnel of Sindangan MPS immediately proceeded to the area purposely to verify the veracity of the report. Upon arrival at the said place, the responding team did not reached any traffic accident related thereat, as both parties involved were immediately rushed to Sindangan District Hospital by a concerned citizen. Initial investigation conducted by the responding PNP elements of Sindangan MPS disclosed that, the driver was identified as Elmer Omandam Arcadio, 49 years old, Filipino, male, married and his back rider Artemio Quinga Mabisa, 48 years old, Filipino, male, married, both member of CAFGU/CAA of Special Forces, PA and a resident of Barangay Saluyong, Manukan, Zamboanga del Norte. Accordingly, while the Honda Wave 110 MC, color red and driven by victim was travelling from Barangay Saluyong, Manukan (North) heading towards Barangay Maras, Sindangan Zamboanga del Norte and upon reaching at the place of accident particularly at the curve road of the above-mentioned place, accidentally the driver losses control of his driven motorcycle that causes them to stumble down and dragged into the road while his back rider was thrown into the mahogany tree near the road that causes several injuries on their different part of their bodies. The back rider was pronounced dead on arrival (DOA) by the attending physician Dra. Nida Ramos, while the driver was confined for further medication.

Arrest of Wanted Person

POLANCO - On March 06, 2018 at about 11:50 AM, PNP personnel of Polanco MPS conducted manhunt operation of wanted person at Barangay Santo Niἦo, Polanco, Zamboanga Del Norte. This resulted in the arrest of Erica Cataan Rusiana, 49 years old, single, businesswomen, a resident of Barangay Santo Nino, Polanco, Zamboanga Del Norte by virtue of warrant of arrest issued by Hon. Deborah P. Garcia-Nazario-Presiding Judge of MTC of Polanco 9th Judicial Region, Polanco, Zamboanga Del Norte dated January 18, 2018 for the crime of Grave Oral Defamation docketed under criminal case number 2293 with no bail bond recommended for Non-appearance in court. Arrested person temporarily detained at Polanco MPS for proper disposition.

Hacking Incident

SIBUCO - On March 4, 2018 at about 7:45PM, a hacking incident transpired at Sitio Dapitan, Poblacion, Sibuco, Zamboanga Del Norte. Wherein victim identified as Alvin Igasan Samlani, 22 years old, male, single, Farmer and a resident of Poblacion,Sibuco was hacked by Jordam Baguinda Atani,50 years old, male, married, farmer, also a resident of same place. Investigation conducted disclosed that while the victim was sitting alone at the long chair beside the house of  Manandi Dacon, the suspect who was under influence of liquor approached the victim and without any argument, directly hacked the victim using a bolo. The victim sustained hacked wounds on the left side of his face and back portion of his head and was brought to Sibuco Municipal Hospital for treatment. Suspect fled to unknown direction. Elements of Siocon MPS conducted follow up operation for the possible arrest of the suspect.

Missing Persons

SIRAWAI - Five (5) persons were namely: Roger Jung-an, 36 years old, married; Jomar Maglangit, 26 years old, single; Reymond Purisima, 14 years old, single; Jomar Mantangan 25 years old, married; and  Mario Rosales, 46 years old, single, all residents of Barangay San Nicolas, Sirawai, Zamboanga del Norte and a laborer by occupation were missing. Accordingly, at about 6:00AM of March 3, 2018, the five missing persons went to Sitio Maasum, Brgy San Nicolas, Sirawai, Zamboanga Del Norte purposely to cut timber thereat but until this time, they were not able to return home. PNP personnel of Sirawai MPS are now conducting hot pursuit operation for the possible recovery of the missing persons. Investigator is PO2 Rashid Paniorotan with contact number 09759797593.

Arrest of Suspects and Recovery of Theft Motorcycle

SALUG - On March 4, 2018 at about 12:22 PM, an abandoned black Honda Wave MC at the National Highway of Brgy Mucas, Salug, Zamboanga Del Norte. Accordingly, said motorcycle was left behind by the two persons, the driver and the back rider (with the same descriptions of Alyas Boknoy and Alyas Monsor after met an accident of the said place, when they incidentally bumped the stock file of boulders for the repair of said road.  Due to the incident, the engine of said motorcycle was damage and both driver and back rider sustained injuries on their bodies the fled away from the said place. The responding team brought the said motorcycle to Salug MPS for verification and positively identified by the owner (Ma. Blanca S Urongan) that it was her stolen motorcycle. Meanwhile, at about 5:10PM of same date, Salug MPS received information thru established BIN of Brgy Caracol, Salug, that said Alyas Boknoy and Alyas Monsor were sighted in the house of Alyas Tonton Campasas of Sitio Carbon Brgy Caracol, Salug Zamboanga del Norte. Acted on the report, responding team proceeded to the said place to verify the said report. Upon reaching on the said place, at around 5:25 PM of same date, said team successfully arrested the two suspects identified as Jayboy Lagrama Mariano Alyas Boknoy, 21 years old, single, male, under probation for violation of R.A 9165 and Rey Mangubat Tampon Alyas Monsor, male, minor, 15 years old, single and both a resident of Brgy Sarawagan, Godod, Zamboanga del Norte. Further, both suspects were brought to Liloy Integrated District Hospital for medical examination and now in Salug MPS for further investigation and proper disposition.

Arrest of Wanted Person

SINDANGAN - On March 4, 2018 at about 6:15 PM, PNP elements of Sindangan MPS conducted manhunt operation at Barangay Balok, Sindangan, Zamboanga Del Norte. This resulted in the arrest of Jerwin Ferolino Echavia, 28 years old, male, married and a resident of Barangay Balok, Sindangan, ZN, by virtue of WOA issued by Presiding Judge Nimfa B. Carreon-Padao of the Third Municipal Circuit Trial Court of Sindangan, ZN dated November 6, 2017 for the crime of Attempted Homicide docketed under Criminal Case Nr 12884 with bail bond recommended fixed at P12, 000.00. The arrested subject person is presently detained at Sindangan MPS for proper disposition.

Alleged Illegal Logging

SIOCON - On March 4, 2018 at about 9:00PM, an alleged illegal logging activity was transpired at Sitio Sicanan, Brgy. Latabon, Siocon, Zamboanga Del Norte. Immediately alert team of Siocon MPS together with personnel from CENRO-Siocon, DENR-IX led by Rosaliano Sta. Teresa y Acuña-Forest Ranger, troops from 13th SF Coy and 42nd Phil. Army proceeded to the area to verify the veracity of report. That at about 09:00PM of same date, upon reaching at the said place, the team saw and witness abandoned sixteen (16) pieces illegally cut lumber of endangered species of “Lauan” conveyed on a steel cart (karo) with dimension of 2X2X20, estimated volume of 106.6 board feet with estimated total local market value of One Thousand Nine Hundred Eighteen (P1, 918.00) (P18.00 for each board foot). The confiscated items were properly turned over to the DENR CENRO-Siocon for proper disposition. Elements of Siocon MPS still conducting investigation to possibly identify the responsible of said illegal cutting of endangered species.

Fire Incident

DIPOLOG CITY - On March 4, 2018 at about 4:28 AM, a fire incident transpired at Convention Center situated at Estaka Dipolog City. Immediately, PNP personnel of Dipolog CPS responded to the report. Initial investigation conducted disclosed that the fire had started at more or less 4:00AM as what had observed by the duty Security Guard Archil Maglangit y Napao, 42 years old, married a resident of Miputak Dipolog City of the said building and it started at the Human Resource and Development section and Accounting Section situated at the Ground Floor of the said building. As determined by the fire investigator Fire Officer 2 Alchester Progoso the cause of the incident is linked to the electrical mishaps. There were lots of unplugged electrical gadgets like computer voltage regulator and (UPS) (uninterrupted power supply) in the crime scene. The cost of damaged of the incident as to the structure of the building and as estimated by the fire investigator is more or less Twenty Thousand Pesos (P20, 000.00) and several paper documents which were burned by the fire. The fire was declared fire-out at about 5:10AM of same date. No declared casualty/injury during the said incident.

INCIDENT REPORT - March 3, 2018

Stabbing Incident

DAPITAN CITY - On March 1, 2018 at about 10:35 PM,  a stabbing incident transpired at Brgy San Pedro, Dapitan City wherein the victim identified as Arthoro A. Navales, 73 years old, married, a resident of Purok Piyape, Brgy San Pedro, Dapitan City was stabbed by his son Leonard Jumao-as Navales, 42 years old, single and a resident of same place. Initial investigation conducted disclosed that the victim was sleeping in the shanty beside his house, the suspect believed to be under the influence of liquor, suddenly went inside and stabbed him with a bolo measuring more or less Twenty (20) inches including the handle aiming his chest but luckily, he was able to evade and hit his left hand. They then scuffle and finally recover the bolo from the suspect. The victim was brought to Jose Rizal Memorial Hospital for medical attention. Suspect was arrest by the responding PNP personnel of Dapitan CPS. The arrested subject person is presently detained at Dapitan CPS for filing of appropriate charges in court. Vehicular Traffic Accident

SALUG - Vehicular traffic accident transpired along Borromeo St., Brgy. Poblacion, Salug, Zamboanga Del Norte At about 12:45 PM of March 1, 2018. Initial investigation conducted disclosed that the driver identified as Cris Velasquez Cababat, 15 years old, minor, together with his back rider identified as Elioterio Velasquez Cababat, 14 years old, minor, both residents of Pucay, Salug, Zamboanga del Norte was driving a Yamaha Mio Sporty with Plate Number 5241 WZ, engine number 40C-105218 and chassis number PA040C000D0147021, while travelling from Salug Public Market along Borromeo St. Poblacion, Salug, Zamboanga del Norte accidentally bumped the victim identified as Jermalyn Legarte Cabardo, 50 years old, married and a resident of Poblacion, Salug, who was walking across the right side to the opposite side of the road that resulted in the several body injuries (lacerations on her left and right head) of the victim, while the driver obtain abrasions on his right arm, knees, right leg and head while the back rider has only minor injuries on his knee. Both the victim and the driver were rushed to Liloy Integrated District Health Hospital for immediate medication and the victim was subsequently forwarded to Zamboanga Del Norte Medical Center, Sicayab, Dipolog City. Further, be informed that after medication, at around 2:30 PM of same date, the driver of the said MC was turned-over to Mrs. Irish S. Abradilla of Salug MSWD Social Worker while the subject vehicle was in custody of Salug MPS for proper disposition. Investigator is PO2 Russell L. Evangelista with CP # 0926-970-9455

INCIDENT REPORT - March 1, 2018

Hacking Incident

SINDANGAN - On February 27, 2018 at about 11:10 PM, a hacking incident occurred at Benigno Aquino, Sindangan, Zamboanga Del Norte. Investigation conducted disclosed that, the victim was identified as Mariano Labusan Balamban, 50 years old, male, married, farmer and a resident of Benigno Aquino, Sindangan, Zamboanga Del Norte. Accordingly, prior to the incident while the wife of the victim Robelita Insang Balamban, 49 years old, female, married and a resident of same place, Mariano arrived and observed to be under the influence of intoxicating liquor then got berserk that caused them engaged in grappling each other. However, while on the process, Mariano struck a bottle of Tanduay to Robelita for several times but hit only once on her head that cause the latter sustained injuries and that prompted Robelita to get a bolo and Mariano hacked several times hitting in the different parts of his body. Victim was rushed to Sindangan District Hospital. Suspect surrendered to the responding Barangay Tanods and upon arrival of the responding PNP elements, Robelita Balamban was immediately turned-over by Barangay Captain Georgette Ramirez. Subject person is presently detained at Sindangan MPS for proper disposition.
