Police confiscated Assorted Firearms during the Service of Search Warrant

On or about 2:15 PM of April 30, 2018, Joint operation on service of search warrant was conducted by Detectives of CIDG-Zamboanga Del Norte, and personnel from Roxas MPS successfully served and executed the Search Warrant with SW# 002-2018 & 003-2018 dated April 27, 2018 for Violation of RA 10591.

The WA issued by Jose Rene G. Dondoyano, Presiding Judge RTC 9TH Judicial Region, Branch 6, Dipolog City at Purok 3, Barangay Minang and Purok 4, Barangay Nabilid, all of Pres. Manuel A. Roxas, Zamboanga Norte particularly at the house/premises of Marcial Candilasa Reganion which resulted to his arrest and confiscation of the following:

-Three (3) units homemade 12-gauge shotgun w/o serial number, -----Three (3) unit cal .38 (Bearing serial # 57569 and the other 2 have no serial number),

-One (1) unit upper receiver of cal .30 Garand riffle, One (1) unit magnum cal .22 revolver w/o serial number,

-Four (4) pcs cal .22 revolver housing assembly,

-Four (4) pcs cal .38 revolver housing assembly,

-Two (2) pcs homemade pistol single shot with unknown caliber without serial number,

-One (1) Unit Daishin Drill Press electric machine and Assorted tools for gun repair and manufacture.

Arrested person is a member of “Coplan Ponot” unlisted Criminal Gang involved in gun running in the 2nd District of Zamboanga del Norte.

Arrested suspect is now under the temporary custody of CIDG Zamboanga Del Norte for documentation and proper disposition.

INCIDENT REPORTS - April 30, 2018

Arrested Person against Illegal Drugs in Sibuco

Be informed that at about 10:15 PM of April 28, 2018, personnel of Sibuco MPS led by PI JONATHAN TAPALLA LAGANG – OIC, while conducting patrol at Sitio Sapa Bungol, Brgy Lintangan, Sibuco, Zamboanga del Norte, arrested one MOBIN ONTONG TUTUAN, 31 years old, (Date of Birth: August 10, 1986) Grade 2,  male, married, Filipino, Jobless and a resident of Brgy. Jatian, Sibuco, Zamboanga del Norte.

He was caught on the act using illegal drugs (Shabu).

Recovered from the possession and control from the suspect were the following:

-Three (3) pcs cut aluminum foil;

-Two (2) pcs disposable lighters;--

-One (1) pc improvised tooter; and

-Two (2) small sachet of white crystalline granules (shabu).

Arrested suspect was brought to Sibuco MPS and temporarily detained pending filing of appropriate charges in court. For Information.

Report on Hacking Incident in Piñan

Be informed that on or about 10:30 PM of April 29, 2018, a concerned citizen reported to Pinan MPS that a victim of hacking incident was confined at Pinan District Hospital.

Immediately, PNP personnel of Pinan MPS proceeded to the said hospital to conduct investigation. Initial investigation disclosed that the victim was identified as one Arnulfo Irot y Sambulan, 43 years old, married, farmer and a resident of Pob. North, Pinan, ZN. He who was hacked using a bolo by one Ricky Gumanad y Lapadan, 29 years old, married, farmer and a resident of the same, brother-in law of the victim.

Investigation further disclosed that prior to the incident that both victim and suspect were having a drinking spree and a heated argument ensued between the duo resulted to the said incident.

At about 10:50PM of April 28, 2018, PNP personnel of Pinan MPS along with together with CPL. Al Kaisar D. Omar – 10th IB ID in Phil. Army went to the place of incident and successfully arrested the suspect.

Suspect now detained at Pinan MPS pending filing of appropriate charges in court.  For information.

Clubbing Incident in Dipolog City

Be informed that  on or about 3:00 PM of April 29, 2018, a clubbing incident transpired along the National Highway at Purok Sampagita, Olingan, Dipolog City.

Investigation conducted disclosed that the victim was identified as one NOLI GODINEZ y MORADILLA, 41 years old, single and a resident of Purok Central Olingan who was clubbed using a wooden stick by the one RAMIL DIMASUHID y CARAHASAN, 38 years old and a resident of New Tambo, Katipunan, Zamboanga del Norte without sufficient reason.

During the interview of the available witness at around 2:39 P.M. of same date he saw the victim walking along the National Highway of Olingan, Dipolog City.

The suspect arrived on board on his driven four-wheeled vehicle [easy ride] color orange.

Afterwards, suspect disembarked from his driven service four-wheeled and clubbed the victim several times using the wooden stick.

After the incident the suspect fled at unknown direction on board on his driven vehicle.

The Victim sustain injuries on different parts of the body and was brought to Zamboanga del Norte Medical Center, Sicayab, Dipolog City for medical treatment.

The wooden stick uses on the incident was recovered by the responding PNP of Dipolog CPS.  For information.

INCIDENT REPORTS - April 29, 2018

Hacking Incident in Piñan

Hacking incident occurred at Poblacion, North, Pinan, Zamboanga Del Norte at about 10:30 PM of April 29, 2018.

The victim was identified as one Arnulfo Irot y Sambulan, 43 years old, married, farmer and a resident of Poblacion, North, Pinan, Zamboanga Del Norte.

He was hacked using a bolo by suspect identified as Ricky Gumanad y Lapadan, 29 years old, married, farmer and also a resident of the same, brother-in law of the victim.

Investigation further disclosed that prior to the incident that both victim and suspect were having a drinking spree and an intense argument ensued between the duos resulted to the said incident.

At about 10:50 PM of same date, PNP personnel of Pinan MPS went to the place of incident and successfully arrested the suspect.

Suspect now detained at Pinan MPS pending filing of appropriate charges in court. Investigator on case is PO1 Eduardo L. Flores with CP no.09123667490.

Stabbing Incident in Sibutad

Stabbing incident took place at Purok 1, Sibuloc, Sibutad, Zamboanga Del Norte at about early morning of April 29, 2018.  

Victim was identified as one Joey Santiala y Gumilos, 14 years old, male, single, Filipino and a resident said place who was stabbed by unidentified person hitting on lower part of the right side of his armpit.

Investigation further revealed that on the evening of April 28, 2018 the victim was attending Disco at said barangay.

On the early morning of April 29, 2018 his grandmother named Rosalinda Santiala y Gumilos notice that his grandson Joey Santiala failed to return home and she ask for assistance from their neighborhood to the whereabouts of her grandson and minutes later Joey Santiala was discovered near their house with stabbed wounds below the armpit.

Immediately victim was brought to Sibutad Municipal Hospital, Sibutad, Zamboanga Del Norte.

Sibutad MPS now conducting follow-up investigation for possible identification and arrest of the suspect. Investigator on Case is PO3 Rey A. Quimiguing-09504235152.

Robbery Incident in Sindangan

Robbery incident transpired at the house of PO2 Harold Serquiña-PNP personnel of Sindangan MPS located at Brgy  Disud, Sindangan, Zamboanga del Norte at about 2:22 AM of  April 29, 2018, perpetrated by a one (1) unidentified male person and took his issued short firearms, magazines with ammunitions, cash money and assorted ID’s and ATM Cards.

Initial investigation disclosed that on the early evening of April 28, 2018, the daughter of PO2 Serquiña named Helarie June Serquiña suffered stomach ache and that they decided to sleep together with their children in their children’s room.

On that time they also experience Block–out and he used portable generator set and the connection wire was passed through  the window of their bedroom and remain open while they were sleeping At about 2:18 AM of April 29, 2018.

The master bedroom of PO2 Serquiña was entered by unidentified person gaining entrance at the open window and once inside broke the glass of their cabinet and took carted away his issued FA 9MM (Taurus), (1) unit F3 OPPO cellular phone, cash money amounting to ten thousand pesos (P10,000.00) and assorted ID’s like: PNP, Pag-ibig, Phil health, PSMBFI, BIR, PSSLAI and AFPSLAI ID’s, Driver’s license and also Landbank and RCBC ATM Cards.

When PO2 Serquiña noticed that the glass of his bedroom was broken he went to the bedroom and he found the unidentified person jumped on the open window and when he shouted the suspect, he was shot once but luckily he was not hit with the bullet.

Spearing Incident in Jose Dalman

A spearing incident transpired at Brgy. Manawan, Jose Dalman, Zamboanga Del Norte at about 2:45 AM of April 29, 2018.

Initial investigation conducted disclosed, that one Lorgie Balucan Butalid (suspect), 35 years old, married, Noel Saldon Suwa (victim) Alias “pawpaw” 31 years old, single, Julito Butalid and their neighbors all residents of said place, were attended vigil at the house of late Estiban Dagayloan of said place.

Lorgie Butalid and alias Victor were drinking hard liquor (Kulafu) then, Noel Suwa, Julito Butalid and their other friends drinking hard liquor (Tanduay), while drinking, Noel Suwa and Julito Butalid came into an intense argument, when Lorgie Butalid tried to intervened and pacify them, Noel Suwa got angry to him.

Thereafter, Lorgie Butalid went home and moment later came back to the place armed with one spear (Pana’), then Lorgie said “Ay Naa Diay Ka Diha Paw? Dali Diri Isug Man Kaha Ka”, when Noel Suwa approached him, Lorgie Butalid strikes the victim using spear (PANA’).

Victim sustained spear wound on his stomach and brought by the neighbor to ZANORTE Medical Center, Dipolog City while suspect voluntarily surrender to Hon Jose Voltaire Piñero – Brgy Chairman of said place and turned over to Jose Dalman MPS.   

Suspect now detained at Jose Dalman MPS pending filing of appropriate charges in court. Case Investigator: PO3 Wynner T Siling (0938-306-4671).

REPORTED INCIDENT - April 29, 2018

Service of Search Warrant in Dipolog City

On April 28, 2018 at about 11:15 AM, Personnel of PIB, Zamboanga Del Norte PPO together with Regional Mobile Force Battalion 9 in coordination with Dipolog CPS, Jointly served Search Warrant at the house of Michael Buagas Buniel, 37 years old, married, located at Purok Bougainvilla, Barangay Turno, Dipolog City.

Said operation resulted in the arrest of the above mentioned person who is categorized as high value target-level 2 under Kevin Lim drug Group. Seizure was done in the presence of Rosevelt Mondinido (Media), James Cyril Ruiz III (Barangay Chairman) and Merlinda Tenorio (DOJ Representative) as witnesses.

Recovered during the conduct of search were:

-1 unit Electric Sealer (Blue),

-1 revolver cal. 38 without serial number,

-1 roll of Aluminum foil,

-1 roll of Tissue Paper,

-1 pill box (Pink),

-14 pcs Syringe needles inside a container,

-3 pcs disposable scalpels,

-3 pcs surgical blades,

-5 pcs Disposable lighters (asstd colors),

-1 pc Brown wallet, 4 pcs Glass tubes, l)

-1 unit Cherry Mobile Phone (black),

-1 pc Aluminum foil with residue,

-1 pc crumpled aluminum foil,

-2 pcs rolled aluminum foil,

-16 pcs blank Palawan Express Forms,

-2 pcs plastic toothpicks,

-1 pc improvised needle,

-1 bundle of cellophane of different sizes,

-1 pc brown diary planner,

-86 pcs one thousand peso bills,

-110 pcs five hundred peso bills,

-21 pcs two hundred peso bills,

-119 pcs one hundred peso bills,

-12 pcs fifty peso bills,

-20 pcs twenty peso bills,

-1 pc wooden box and

-2 pcs heat sealed plastic transparent containing white crystalline granules believed to be Shabu.

All recovered items were now in custody of PIB, Zamboanga Del Norte PPO for documentation and for proper disposition.

Subject person was immediately brought to ZANORTE Medical Center for Physical Examination and was brought to Provincial Crime Laboratory for Urine Drug Testing, and properly turned over to Dipolog CPS for safekeeping pending filling of appropriate charges in court.

Woman Arrested for the Crime of Bigamy in Katipunan

PNP personnel of Katipunan MPS conducted law enforcement operation (Service of Warrant) at Purok 1, Barangay Tuburan, Katipunan, Zamboanga Del Norte At about 6:00 PM of April 28, 2018.

This resulted in the arrest of Elma Butalid Busadre A.K.A. Elma, female, 59 years old, born on July 3, 1958, married, a resident of Purok 1, Barangay Tuburan, Katipunan, Zamboanga Del Norte.

This is by virtue of Warrant of Arrest for the crime of Bigamy docketed under Criminal Case number 14620 issued by Hon. Rogelio D. Laquihon, Presiding Judge, RTC, Ninth Judicial Region, Branch 7, Dipolog City dated April 20, 2018 with no bail bond recommended.

The Arrested accused is now temporary detained at Katipunan MPS detention cell.

Rescue of Escaped of Prisoner and Recovery of Stolen Motorcycle in Polanco

On April 28, 2018 at about 10:00 PM, the person of Marinilo Laput, DSWD-Regional Rehabilitation Center for Youth based in Polanco, Zamboanga Del Norte coordinated to Dapitan CPS for the rescue of Dharryl Portes Obordo, 15 years old, male and a resident of Brgy Potol, Dapitan City who reportedly escaped from the-above mentioned facility on April 27, 2018.

The said minor was successfully rescued at Brgy Dawo, Dapitan City riding a motorcycle and upon verification, it was found out that the said motorcycle was the same as the one stolen in the Municipality of Polanco described as Honda XRM, bearing plate number 6782 SA, chassis no. KPY00003864, engine no. KPY00E003822 and CR no. 299181816 which was owned by Harry Vicen Letrada as shown on the Certificate of Registration of said motorcycle but the plate number and other accessories was already detached.

The said minor was brought to Dapitan CPS for documentation and was further turned-over to DSWD while the recovered motorcycle was temporarily deposited at Dapitan CPS for proper disposition.

Zamboanga Del Norte Policewoman among the 2017 bar Passer

ZAMBOANGA CITY (April 28, 2018) - A Policewoman assigned at Investigation and Detective Management Branch of Zamboanga Del Norte Provincial Police Office (ZNPPO) was among the 1, 724 passers in the 2017 Bar examination.      

The Police Regional Office 9 (PRO-9) headed by PCSUPT Billy B Beltran, Regional Director congratulated PO1 Mary Jane Cabral-Balindan for a job well done.

PO1 Mary Jane Cabral-Balindan, who is the wife of PINSP Jefferson L Balindan, the Chief of Police of Sibutad MPS, Zamboanga Del Norte PPO, was among the Seventeen (17) uniformed and non-uniformed personnel of the PNP who passed the recent bar exam given last year.     

The bar passers may become commissioned officers through lateral entry by joining the PNP's Legal Service. Personnel from Legal Service as assigned to various PNP units.

On April 26, 2018, the Supreme Court release the results of the 2017 bar examination. The 2017 Bar Exams registered a low passing rate of 25.55 % wherein a total of 1,724 examinees passed, out of the 6,748 law graduates who took one of the hardest licensure exams in the Philippines. REPORTED INCIDENT - April 28, 2018

Suicide Incident in Dipolog City

Personnel of BJMP, Dipolog City Jail located at Lower Dicayas, Dipolog City reported to Dipolog CPS that one of their inmates committed a suicide. Initial investigation conducted disclosed that the victim was identified as Nilo Culanag Elumbaring, 60, and a resident of Velasco St., Brgy Miputak, Dipolog City and presently detained at Cell No. 11 of Male Dormitory for the case of Murder in rel. to RA 7610 with criminal case number 22347. Further investigation conducted disclosed that the victim used the clothesline made of nylon rope at the comfort room. Accordingly, during the interview of his co-inmates identified as Ronel Sason, Ginito Gunsal and Lordilito Tinguban, they revealed that prior to the incident at around 10:27 AM of April 27, 2018; they heard the victim saying in visayan dialect to wit: “Wala Nay Mogamit Sa Cr? Mag-Cr Sa Ko!” After few minutes, Ronel Sason was worried for the victim stay longer in the comfort room that made him to verify the victim and he saw the victim hanging with the rope tied on his neck connected to the steel grill which prompted Ronel Sason to shout for help. Immediately, personnel of Dipolog City Jail brought the victim to ZANORTE Medical Center, Sicayab, Dipolog City for medical treatment but was pronounced dead on arrival by the attending physician Dr. Genisis Realiza.  The cause of death is Linear Abrasion on the Neck.  The cadaver of the victim was turned-over to his relatives for proper disposition. Hacking Incident in Dipolog City

Hacking incident transpired at Purok Daang-Lawas Circle, Dicayas, Dipolog City at about 8:30 PM of April 27, 2018, wherein the victim identified as Ronel Pacquiao Patangan, 31, single was hacked by suspect identified as Tomas Supat Jr Alias “Noni”, 29, single, both residents of said place. Initial investigation conducted disclosed that prior to the incident; the victim and the suspect were having a drinking session at the house of the suspect. afterwards, the duo had a heated arguments due to misunderstanding and later on the victim went outside the house to go home, but he was followed by the suspect and hacked by the latter several times but the victim manage to fight back. As a result, the victim sustained hack wounds on the different parts of his body while the suspect also sustained injury on his face. Both victim and the suspect were brought to Zanorte Medical Center, Sicayab, Dipolog City for medical treatment. The investigator is Po1 Nelvin Mangan 097202201804.

REPORTED INCIDENT - April 27, 2018

Stoning Incident in Katipunan

Stoning incident transpired at Brgy Road, Brgy. Niginan, Katipunan, Zamboanga Del Norte at about 7:00AM of April 27, 2018 perpetrated by suspect identified as Roldan Cosil Taata, 47, a resident of said place. The victim was identified as Viludence Benong Baguio, 22, and a resident of Brgy Pinamar, Roxas. Investigation conducted disclosed that the victim was driving his motorcycle wherein upon arrival at the place of incident; he was stoned by the suspect hitting his right wrist down through the back portion of his right shoulder which caused him to lose his strength and control over his motorcycle toppling him off on the rocky road. As the victim fell on the ground the suspect immediately ran towards the victim to stab him with a sharpened bamboo stem, that prompted the victim to ran towards the neighboring residences for safety and shouting for help. Fortunately, concerned neighbors rescued the victim and the suspect was arrested by Brgy Tanods led by Cepriano Prejoles Abada and further turned-over to the responding PNP team. Recovered from the possession and control of the suspect were two (2) well-sharpened bamboo stem made of “bagakay” customized to look like a sharp knife. Motor Vehicle Traffic Accident in Polanco

On or about 7:25 AM of April 27, 2018, a traffic accident transpired along the National Highway of Sitio Maralag, Brgy Guinles, Polanco, Zamboanga Del Norte, involving two (2) vehicles described as follows:

a. Veh1-Black/white Honda 125 Click, bearing temporary plate no. 90103 owned and driven by Jozel A. Pague, 42 yo, married, teacher and a resident of Brgy Sta. Isabel, Dipolog City, with back rider Delia Engoc Sy, 53, married, teacher and a resident of Brgy Talisay, Dapitan City; and

b. Veh2 - Mini dump truck, bearing plate no. FHZ787, driven by Joel Tadoc Antog, 41 yo, married and a resident of Brgy Poblacion, Pinan. Initial investigation conducted disclosed that while veh2 was traveling from Pinan bound to Dipolog City, and upon reaching the place of accident, the driver lost control of his driven vehicle and crashed on the road and subsequently bumped veh1 which was teavelling from opposite direction. As a result, both riders of Veh1 sustained serious physical injuries in their bodies and were brought to Zamboanga Del Norte Medical Center, Dipolog City for medication but the attending physician pronounced the driver DOA, while Veh2 and its driver were in custody of Polanco MPS for proper disposition. INCIDENT REPORTS – April 26, 2018

Vehicular Accident in Liloy

On or about 11:50 AM of April 26, 2018, a vehicular accident occurred particularly inside the warehouse of Mr. Alfred Chan at Purok Sta Cruz Barangay Baybay, Liloy, Zamboanga Del Norte. Initial investigation conducted disclosed that about 10:50AM of same date, two victims identified as Jobert Lopez Adino, male, Filipino, married, 39 years old, for hire mechanic from Cagayan De Oro City and Marvin Landasan Suklatan, male, single, Filipino, 23 years old and a resident of Baybay, Liloy, Zamboanga del Norte were accidentally bumped by a ten wheeler truck. The truck owned by Mr. Alfred Chan, businessman and a resident of Barangay Baybay, Liloy, Zamboanga del Norte and was driven by Jovencio Rabon Malapangue, male, Filipino, 46 years old and a residence of Lawagan Labason, Zamboanga del Norte. The said victims were fixing the gear box of a thriller truck which was also owned by the said businessman while the other ten wheeler truck described as Isuzu color white bearing Plate Nr JBX 328 which was parked in reverse position was also fixed by the abovementioned driver was lost its barrier (kalso) that run towards the direction of the victims which resulted them to sustained serious injuries. Victims were brought to Liloy Integrated Health District Hospital for medical treatment but Mr  Jobert Lopez Adino was declared dead on arrival by the attending physician Dra. Juvy Asentista while Mr. Suklatan was confined at the abovementioned hospital.  The driver was also brought to Liloy Integrated Health District Hospital for medical treatment and subsequently brought to said police station for proper disposition. The ten wheeler truck is now also under the custody of Liloy MPS. Investigator on case is PO2 Jo-an Utong with CP No. 09355036630.

Vehicular Traffic Accident in Dapitan City

On April 25, 208 at about 4:25 PM, a vehicular traffic accident occurred along the National highway particularly in front of Brgy San Pedro, Dapitan City. The accident involving three passenger vehicle described as follows:

-Vehicle-1 was a white Nissan series NV350 Urvan bearing Plate Nr. AEC9960, driven by Lynrose L. Laluna, 29 yo, female, married and a resident of Brgy Sta. Cruz, this City;

-Vehicle-2 was a white Isuzu Crosswind bearing Plate Nr. KDC-358 and driven by Marilyn Carreon Sarabia, 44 yo, female, married, a resident of Brgy Bucana Sicayab, Dapitan City;

-Vehicle-3 was a yellow, red, white combination Isuzo passenger jeepney bearing plate Nr. JVJ814 registered and driven by Wilson Castillon Silva, 73, male, married, a resident of Brgy Ilaya, Dapitan City and with more or less nineteen (19) passengers. Initial investigation conducted by PO3 Julius Pelusas-Traffic Investigator with contact number 09082573993 disclosed that vehicle-1 was running from Brgy Larayan National Highway going to Dapitan City proper while vehicle-2 and vehicle-3 were running in opposite direction from Brgy. Polo National highway going to Brgy. Larayan, Dapitan City. Upon reaching the aforementioned place of accident, vehicle-2 stopped and yield to pass by vehicle-1 along the bridge while vehicle-3 experienced defective acceleration running in speed motion accidentally bumped to the vehicle-1 then to the vehicle-2 and then fell down on the middle of the road. Vehicle-1 incurred damage on the left portion of front bumper and injury to the driver’s right hand. Vehicle-2 incurred damage on the left side portion of a vehicle’s body while vehicle-3 incurred multiple damage and physical injury to the driver and some passenger. The responding CDRRMC Ambulance for medical treatment rushed the drivers of vehicle-1 and vehicle-3 including some of the passengers to the nearest hospital while vehicle-1 and vehicle-2 were impounded to Dapitan MPS for proper disposition.

Murder Suspect Arrested

Operatives of Mutia MPS conducted operation at Brgy. Buenasuerte, Mutia, Zamboanga Del Norte at about 5:00 AM of April 25, 2018. Arrested was Mark Rey P. Pañosa, 20 years old, single and a resident of Bgry. Buenasuerte, Mutia. This is by virtue of warrant of arrest issued by Hon. Ric S. Bastasa, Presiding Judge, RTC 9th Judicial Region, Branch 8, Dipolog City Dated March 09, 2018 for the crime of murder docketed in Criminal Case Number 22310 with no bail recommended. Subject person was arrested at his residence and temporarily detained at Mutia MPS for proper disposition.

Shooting Incident

Shooting incident transpired at Brgy. Causwagan, Liloy, Zamboanga Del Norte at about 9:05 PM of April 25, 2018. The victim identified as Bernabe M. Quines, male, 52 yrs old, married, casual employee of LGU Liloy and resident of Brgy. Causwagan, Liloy was shot by undefined suspect. Initial investigation conducted disclosed that while the victim driving alone of his single motorcycle from the Municipality Of Salug, Zamboanga Del Norte going to his residence unidentified suspect suddenly shot the victim two times with the use of caliber .45 pistol hitting on the right back portion of his body and right arms. Motive of the incident believed to be a third parties/love triangle considering that the girlfriend of the victims is married. The responding personnel of Liloy Emergency Response Unit (LERU) immediately brought the victim to Liloy Integrated Health District Hospital for medical treatment. Suspect fled to unknown direction. PNP personnel conducted follow up investigation for possible arrest of the suspect. Recovered from the crime scene are two pieces of empty shell of caliber .45 pistols. Theft Incident and Arrest of Suspect in Dipolog City

The person of Melanie Esplana y Uy, 32 years old, married and a resident of 726 South Proper, Galas, Dipolog City reported to Dipolog CPS that at 6:00 PM of April 23, 2018, she discovered the missing in their room with the following:

a. Thirteen inches (13 Inches) MacBook Air Laptop colored red;

b. One [1] piece white gold necklace full of diamonds;

c. One [1] pair ear rings with diamond,

d. One [1] piece Canon Mark 5D Camera,

e. One [1] piece gray Luggage Samsonite,

f. One [1] box Pedi sure 1.8 kilo

g. One [1] piece Sky Travel Stroller colored gray,

h. One [1] piece Tokyo Tower Athletic Watch (Japan),

i. Assorted clothes and underwear; and

j. Two [2] pairs of Shoes.

Further, that upon reviewed the CCTV recordings, find out that at around 12:23 P.M. of April 18, 2018, the house-helper identified as Genalyn Omon, hurriedly left her house carrying a heavy luggage bag and back pack. Immediately, personnel of Dipolog CPS responded the report and as per instruction of the responding police officer, the victim Melanie U. Esplana called the suspect through her cellular phone to ask the whereabouts of the suspect. The suspect was arrested at Brgy Punta Highway near Petron Gasoline Station waiting for passenger bus. Recovered from the suspect the stroller bag contained one [1] piece thirteen inches (13 Inches) MacBook Air Laptop colored red and one [1] piece Tokyo Tower Athletic Watch (Japan) assorted clothes and underwear and two [2] pairs of Shoes which were also identified by the victim as the same and among of her reported missing items. The suspect was arrested and was informed of her constitutional rights and was subsequently brought to Dipolog CPS for further investigation and temporarily detained at Dipolog CPS pending filing of appropriate charges in court while the recovered stolen items were deposited at said police station for court exhibit.

Stabbing Incident in Sindangan

Stabbing incident occurred at about 1:30 AM of April 23, 2018, at Barangay Calubian Sindangan, Zamboanga Del Norte. The victim identified as Arnel M. Bulandre, was stabbed by suspect identified as Rene M. Siares. Initial investigation conducted  disclosed that while the victim has an argument with his wife Liza Bulandres y Siares, 29 years old, Filipino, inside their house, suddenly the suspect enter the house and confront the victim saying in visayan dialect to wit; “Paghulat Diha Kay Balikan Taka, Magkuha Ko Ug Sundang”. That when the victim and his wife was settled down, the suspect went back armed with bolo and went inside the house and stabbed the victim hitting on his left hips. After the incident the suspect walked away while the victim was brought to the hospital for medical treatment. At about 2:00 PM of April 23, 2018, personnel of Sindangan MPS arrested the suspect. Rape Suspect Arrested in Katipunan

PNP personnel of Katipunan MPS arrested a rape suspect at Purok 1, Barangay Miatan, Katipunan, Zamboanga Del Norte about 11:30 PM of April 24, 2018. Katipunan MPS identified the arrested as  Isabelo Bañalan y Nuang a.k.a. Deloy Beñalan, 62 years old, of Barangay Sinuyak, Katipunan, Zamboanga Del Norte, farmer and a resident of  aforementioned place. This is by virtue of Warrant of Arrest duly signed and issued by Hon. Rogelio D. Laquihon, Presiding Judge, Branch 7, RTC 9, 9th Judicial Region, Dipolog City, Zamboanga Del Norte for the crimes of Seven (7) counts of “ Rape” docketed under Criminal Case No.: 22367, 22368, 22369, 22370, 22371, 22372 and 22373 on April 10, 2018 with no recommended Bail. The arrested temporarily detained at Katipunan MPS for proper disposition.

Vehicular Traffic Accident

Vehicular traffic accident transpired along the national highway of Brgy Poblacion, Tampilisan Zamboanga Del Norte. The accident happened at about 7:34pm of April 22, 2018. The accident involving motorcycle and a pedestrian described as mc-black Honda click 150i, driven by Eyevs Ronie Cajocon, 21 years old, with back rider Vinz Walter Villanosa Rigor, 19 years old, both residents of Brgy Znac, Tampilisan and a pedestrian identified as Nelwin Hulagno Gumiran, 38 years old, married, resident of Poblacion, Tampilisan. Investigation conducted disclosed, that while said mc was travelling in high speedy motion from Brgy Camul bound to Brgy Poblacion, and upon reaching the place of accident, the driver lost control of his driven mc and accidentally bumped the pedestrian, which was walking along the side of the road. As a result, the pedestrian was dragged by the said mc for a distance and both fell down in the road that caused serious injuries on both driver and the pedestrian. The responding team brought both victims to Titay Sibud County Hospital, Titay, Sibugay Province for immediate medication while vehicle involved was brought to Tampilisan MPS for proper disposition.

Lumbers Confiscated in Checkpoint

On or about 4:00pm of April 22, 2018, personnel of Sindangan MPS while conducting checkpoint along National Highway of Barangay Magsaysay, Sindangan, Zamboanga del Norte and intercepted one (1) unit white Kia Bongo Frontier, with temporary plate number 120103. The vehicle driven by Rodel Amado Ocamia, 34 years old, single, male, Filipino and a resident at Barangay Mibang, Dipolog City loaded with Bundles of Gemelina in different denominations Bundles without legal documents. After the DENR office was inform, Forest Rangers Nelson Sumangcay, Eugene Doller and Armen Occeñola arrived at the place and subsequently conducted inventory of the items with the following: 1X2X8, fifty five bundles with 733.33 board feet of Gemelina. Confiscated lumbers and the Kia Bongo Frontier were turned over and properly received by the personnel from DENR for proper disposition.

Top 5 Most Wanted Arrested

Operatives of Godod MPS arrested a wanted person at Brgy Raba, Godod, Zamboanga Del Norte at about 1:00 PM of April 23, 2018. Arrested was Antonio Duran Lumimas Jr. aka Tata, list as Top 5 Most Wanted Person in the municipality of Kalawit. Said wanted person was arrested by virtue of warrant of arrest issued by Hon. Oscar D. Tomarong, presiding Judge, RTC Branch 28, 9th Judicial Region, Liloy, Zamboanga del Norte dated May 25, 2006 docketed under criminal case number L-001162 for Homicide. Bail fixed at Forty Thousand Pesos (Php 40,000.000) for his temporary liberty. Arrested now temporary detained at Kalawit MPS for proper disposition.

High Value Target Drug Personality Arrested in Sibuco

PNP personnel of Sibuco MPS together with the AFP Counterpart conducted buy bust operation at Brgy. Poblacion, Sibuco, Zamboanga del Norte at about 8:30PM of April 21, 2018 particularly at the coastal area and at about 10:00PM of same date, the team successfully arrested one Hamar Mutuh Bantala, a HVT Level2, 28 years old, Fisherman by occupation, married and a resident of SitioTungawan, BrgyPoblacion, Sibuco, Zamboanga del Norte. Recovered and confiscated from the possession and control of the suspect were the following: One (1) small plastic sachet containing white crystalline substances believed to be shabu as buy bust evidence; Three (3) small plastic sachet containing white crystalline substances believed to be shabu; Five (5) pcs. One Hundred peso bill as marked money; and Three (3) pcs. Rolled foil. Recovered also one (1) piece medium size transparent plastic sachet containing dried leaves believed to be marijuana which was bought by the Poseur Buyer during the actual transaction as buy-bust evidence. Estimated street value of marijuana amounting to Five Thousand Pesos (P3,000.00). Arrested suspect was brought to Sibuco MPS for documentation and detained thereat for proper disposition.

Drug Suspect Arrested in Dipolog City

The Dipolog CPS Intelligence Operatives/City Drug Enforcement Team (CDET) in coordination with PDEA IX, conducted drug buy-bust operation against Jermaine Romero Y Lear, 24 years old, single, a resident of PurokBougainvilla, Barra, Dipolog City. Suspect was arrested at the abovementioned place particularly in front of Party & Balloons Gift Shop at about 8:50 PM of April 21, 2018. Recovered and confiscated from the possession and control of the suspect were the following; Five (5) pieces medium size transparent plastic sachet containing dried leaves believed to be marijuana, One (1) piece Five Hundred Peso (500) bill bearing serial number JW385878 as marked money, One (1) piece Samsung Cellular phone color black w/ battery and SIM, and One (1) piece paper bag used as container of the marijuana. Recovered also were one (1) piece medium size transparent plastic sachet containing dried leaves believed to be marijuana, which was bought by the Poseur Buyer during the actual transaction as buy-bust evidence. Estimated street value of marijuana is amounting to Five Thousand Pesos (P3, 000.00). Initial marking was done at the place of arrest while proper documentation, markings and body search was done at Intelligence Office of Dipolog CPS and were witnessed by Jamila T. Bandrang - Elected Public Official and Mr. Samuel Amatong- Media Representative. Suspect is now detained at Dipolog CPS for proper disposition.

RA 9165 Violator Arrested in Sirawai

PNP personnel of Godod MPS conducted law enforcement operation at Sirawai, Zamboanga del Norte at around 5:10 AM of April 21, 2018, purposely to serve the warrant of arrest of PO2 Virgilio A. Ragual, Jr., 38 years old, married, Active Member of Philippine National Police (PNP) currently assigned at Sirawai Municipal Police Station, Sirawai, Zamboanga del Norte.  This is by virtue of warrant of arrest issued by Presiding Judge Oscar D. Tomarong of RTC9, Branch 28, 2018 dated April 6, 2018 for Violation of Section 11 of RA 9165 docketed undeCriminal Case No. L-003362 with bail bond recommended fixed at Two Hundred Thousand Pesos (P200, 000.00). The suspect was Brought to Godod Rural Health Unit, Poblacion, Godod, Zamboanga Del Norte for medical examination and further detained at Godod MPS for proper disposition while his issued FA Glock 17, 9MM, with SN PNP18313 and one (1) magazine loaded with sixteen ammunition was deposited at Godod MPS. Active Member of the New People’s Army (NPA) Arrested for Murder in Leon B. Postigo

On April 21, 2018 at about 11:00 AM, PNP personnel of Leon B Postigo MPS Conducted Police operation at SitioLilic, Tinuyop, Leon B. Postigo, Zamboanga Del Norte purposely to serve/effect the Warrant of Arrest against LeonidoNabong aka “Baste”, et. Al. This led to the arrest of Dominador Samson Gumabat aka Tamsi, 54 years old, male, married, farmer, resident of SitioLilic, Tinuyop, Leon B. Postigo, Zamboanga Del Norte. The said wanted person was arrested at the above-mentioned place by virtue of warrant of arrest issued by Presiding Judge Reymar L. Lacaya, RTC9, Sindangan, Zamboanga Del Norte dated January 10, 2014  for the crime of Murder, docketed under CC No. S-4888, without bail bond recommended. The arrested wanted person was an active member of the New People’s Army under the command of LeonidoNabong aka Baste. He is is now detained at the said police station for proper disposition.

Man Arrested for Homicide in Dipolog City

Combined operatives of Sibutad MPS and Bacolod MPS in coordination with Dipolog CPS conducted manhunt operation at Brgy Turno, Dipolog City about 10:45AM of April 22, 2018 and arrested Jhun Mark “Mac Mak” Quinonez, 30 years old, male, married and a resident of Purok 2, Libay, Sibutad, Zamboanga Del Norte. Subject was arrested by virtue of WOA issued by Judge Alberto P. Quinto of 12th RTC of Lanao del Norte, Iligan City, dated December 26, 2013, for the crime of Frustrated Homicide docketed under criminal case no. 17087, with bail bond anounting to (Php 24,000.00). Arrested wanted person is now detained at Sibutad MPS for proper disposition.

Progress Report dated April 20, 2018 on the shooting incident transpired at Barangay Tinaplan, Sindangan, Zamboanga Del Norte at about 8:00 PM of April 18, 2018. The dead victim was identified as Garry Mandawan Andayan, 27 years old, male, married, Filipino, civilian while the other unharmed victim also identified as Bernabe Banugon Agom, 37 years old, male, filipino, married and both residents of Sitio Lingkunan, Tinaplan, Sindangan, Zamboanga Del Norte. Suspects were identified as Rufino Banugon Agom, 47 years old, married, male, filipino, Consil Malig-On Agom, 67 years old, male, married, Rudy Mandawan Agom, 20 years old, male, single, Jessie Mandawan Agom, 16 years old, male, single, all farmer and a resident of Sitio Lingkunan, Tinaplan, Sindangan, Zamboanga Del Norte. Please be informed that case of Attempted Parricide with criminal case no. S-5740 (for Consil M. Agom only); Murder with criminal case no. S-5741 (for Consil M. Agom, Jessie M. Agom, Rufino B. Agom & Rudy M. Agom) and Attempted Murder with criminal case no. S-5742 (for Jessie M. Agom, Rufino B. Agom & Rudy M. Agom). All cases were already filed in court at RTC Branch 11, Ninth Judicial Region, Sindangan, Zamboanga del Norte on April 18, 2018.

Physical Injury and Illegal Possession of   Deadly   Weapon (Violation of Omnibus Election Code)

Dipolog City – On or about 4:00PM of April 20, 2018, PO3 Joseph Cuenca y Fernandez and PO1 Algie Tamparong y Mahusay both assigned at Mutia MPS, while on board the Mutia MPS patrol car chanced upon seeing two (2) male persons at the national highway of Purok Central, Olingan, Dipolog City. The later identified as Carlito Zamoras y Catelosa, 43 years old, married resident of Purok Farmer, Olingan, Dipolog City was still being choked by Pedro Bulaan y Ebol, 53 years old, married and a resident of Purok Central, Olingan, Dipolog City while the former is still on board his driven passenger tricycle. The responding police officers pacified the incident, arrested Pedro Bulaan y Ebol, and confiscated from his possession a bolo measuring more or less 19 inches including the scabbard. The two persons involved were brought to Dipolog City Police Station by the arresting police officers for further investigation and the suspects bolo and driven RS 110f motorcycle bearing plate number JA 71238, engine number 2jc1052969, chassis number pa02jc000e0049196 was turned over to this office for proper disposition. Arrested suspect is now detained at Dipolog CPS.

Arrest of Top 7 Most Wanted Person of Siocon

Siocon, Zamboanga Del Norte - On April 20, 2018 at about 2:30 PM, personnel of Siocon MPS conducted manhunt operation at Barangay Suhaile Arabi, Siocon, Zamboanga Del Norte. This resulted to the arrest of one Benhar Salahuddin y Ontong, 29 years old, male, single, laborer, and resident of Brgy. Suhaile Arabi of said municipality, listed as Top 7 wanted person on illegal drugs of Siocon. He voluntarily surrendered to Siocon MPS last July 8, 2016 categorized as drug user during the conduct of “Oplan Tokhang”. Subject person was arrested by virtue of Order of Arrest issued by Hon. Judge Laarni N Dajao of RTC Branch 27 affecting Criminal Case No. 2018-01-05(1603) for Viol. Of Sec. 5 of R.A. 9165 with no bail recommended dated 24th of January 2018. Arrested wanted person was duly apprised of his constitutional rights and thereafter was brought to Siocon District Hospital for medical/physical check-up. He is now detained at Siocon MPS while waiting for the commitment order from the Honorable Issuing Court to transfer him in the custody of Siocon District Jail (BJMP).

FIREFIGHT INCIDENT IN SIBUCO

ZAMBOANGA CITY - AT ABOUT 4:30 AM OF APRIL 19, 2018 PERSONNEL OF ZAMBOANGA CITY POLICE STATION 2 TOGETHER 6TH SPECIAL FORCES BATTALION  CONDUCTED POLICE OPERATION AGAINST LAWLESS ELEMENTS (GROUP OF ISABELO Z TARROZA AKA SONNY BOY TARROZA) AT SITIO GULIT, BRGY LAKIKI, SIBUCO, ZAMBO NORTE WHICH RESULTED TO A FIREFIGHT UPON SENSING THE PRESENCE OF GOVT. TROOPS. AS A RESULT 2 WERE KILLED ON ENEMY SIDE IDENTIFIED AS ISABELO TARROZA AND ALEXANDRO R DELOS REYES, AND 1 ARRESTED- WOUNDED IDENTIFIED AS NASER DE LEON. RECOVERED FROM THEIR POSSESSION WERE ONE (1) UNIT M1 GARAND RIFLE, TWO (2)  IMPROVISED SHOTGUN, ONE (1) UNIT KG9, TWO (2) RIFLE GRENADE AND DIFF. KINDS OF MAGAZINE AND AMMUNITION. HIS WIFE CLAIMED THE CADAVER OF ALEXANDRO DELOS REYES, WHILE THE CADAVER OF SONNY BOY TAROZA WAS BROUGHT TO QUINIPUT HOSPITAL TOGETHER WITH NASER DE LEON (WOUNDED). TROOPS RETURNED TO ZAMBOANGA CITY POLICE STATION 2 AT AROUND 4:30 PM OF SAME DATE.

ZAMBOANGA DEL NORTE - AT ABOUT 5:30 AM OF APRIL 19, 2018, SALUG MPS WAS RECEIVED A CELL PHONE CALL FROM MR. EFREN DAWAL, 32 YEARS OLD, A RESIDENT OF BRGY. POBLACION, SALUG, ZAMBOANGA DEL NORTE AND REPORTED THAT A FIRE BROKE OUT AT PABES PENSION HOUSE OWNED BY MR. AND MRS. ALVIN R. PABES LOCATED AT POBLACION, SALUG, ZAMBOANGA DEL NORTE NEAR SALUG PUBLIC MARKET. SAID INFORMANT SUBSEQUENTLY CALLED THE SALUG BFP SUPPRESSION TEAM HEADED BY F/INSP ELPEDIO C BACHILLER, FIRE GROUND COMMANDER TOGETHER WITH PNP PERSONNEL OF SALUG MPS IMMEDIATELY WENT TO THE PLACE OF INCIDENT. UPON ARRIVAL AT THE SCENE, FIRE IS IN PROGRESS, AND CONFINEMENT OPERATION WAS INSTITUTED TO AVOID THE SPREAD OF FIRE TO OTHER ADJACENT AREA.AT AROUND 6:00 AM OF THE SAME DATE, THE FIRE GROUND COMMANDER DECLARED FIRE OUT. ARREST OF WANTED PERSON IN DIPOLOG CITY

ZAMBOANGA DEL NORTE - AT ABOUT 11:25 AM OF APRIL 19, 2018, JOINT PNP PERSONNEL OF DIPOLOG CPS CONDUCTED MANHUNT OPERATION AT SOUTH CURVADA, GALAS, DIPOLOG CITY, ZAMBOANGA DEL NORTE. THE OPERATION RESULTED TO THE ARREST OF VAL DUGENIA BASTASA, 55 YEARS OLD, MARRIED, A DRIVER AND A RESIDENT OF SOUTH CURVADA, GALAS, DIPOLOG CITY, ZDN. BY VIRTUE OF WARRANT OF ARREST FOR THE OFFENSE OF RAPE (TWO COUNTS) DOCKETED UNDER CRIMINAL CASE NUMBER 22350-22351 WITH NO BAIL BOND RECOMMENDED. THE WARRANT OF ARREST ISSUED AND SIGNED BY HONORABLE JUDGE ROGELIO D. LAQUIHON, PRESIDING JUDGE OF RTC BRANCH 7, 9TH JUDICIAL REGION, DIPOLOG CITY DATED APRIL 10, 2018. TAPICAN, LILOY, ZAMBOANGA DEL NORTE. IMMEDIATELY MDET PERSONNEL OF LILOY MPS LED BY PO3 MICHAEL EMPERIO SU LEFT SAID STATION ON BOARD THEIR OWN MOTORCYCLE PURPOSELY TO CONDUCT BUY BUST OPERATION AT THE AFOREMENTIONED PLACE. AT ABOUT 2:00 PM OF SAME DATE SAID OPERATION GAINED POSITIVE RESULT WHICH LED TO THE ARREST OF REY CHICO HANIO, (PUSHER), SINGLE, 19 YEARS OLD AND RESIDENT OF PUROK 1, BARANGAY TAPICAN, LILOY, ZAMBOANGA DEL NORTE. BANDICO BARANGAY CAPTAIN OF SAID BARANGAY AND HON. NESTOR C. INSONG BARANGAY COUNCILOR OF SAID BARANGAY WITNESSED THE INVENTORY OF SEIZED ILLEGAL DRUGS ITEMS. ARRESTED SUSPECT WAS DULY INFORMED OF HIS CONSTITUTIONAL RIGHTS AND THE ANTI-TORTURE LAW AND WAS BROUGHT TO LILOY INTEGRATED HEALTH DISTRICT HOSPITAL FOR MEDICAL EXAMINATION.
