REPORTED INCIDENTS - October 17, 2016

Report on Robbery Incident (Ransack)
DIPOLOG CITY - at about 6:00 AM of October 16, 2016, the Dipolog City Police Station received a telephone call informing that ENCARL Shell Gas Station office located at Highway Sta. Isabel, Dipolog City and owned by Engr. Franklin Yu Lim was entered/ ransacked by a culprit. Acted on the report, elements of Dipolog CPS led by PO3 Allan S Tapales proceeded to the above-mentioned establishment to verify the veracity of the report. Upon arrival thereat, one Rogelio Bustillo Jr Y Alferez, 26 years old, single, temporarily residing at Purok 5, Sta. Isabel, Dipolog City and with permanent address at Sepacong, Manukan, Zamboanga del Norte, a pump attendant of the said gas station was turned-over to the responding police officers by the employees of ENCARL Shell Gas Station. Accordingly, subject person was caught in the act inside the cashier’s office of the said establishment.  Initial investigation conducted disclosed that the suspect gained entrance to the said establishment by destroying the steel window grill using a hard pointed object, utilized as a lever and then destroyed the padlock of the sliding window directly to the cashier’s office. Once inside, took the bags of coins in different denominations amounting Six Thousand Six Hundred Twenty Two Pesos (P6, 622.00) and put outside the establishment. The suspect tried to open the steel cash safety vault but failed to open it, until he was caught by the cashier and other store employees inside at around 5:15 AM of October 16, 2016. Incident happened at around 2:00 AM of October 16, 2016 as shown in the CCTV footage, until the suspect was caught by the store employees inside.  Recovered from the possession and control of the suspect were the following, to wit:
a. one (1) kitchen knife;
b. one (1) pointed steel (utilized as lever); and
c. one (1) grey jacket with hood.
The suspect is now detained at Dipolog CPS Detention Cell pending filing of appropriate charges in court while the recovered evidence were deposited at said police station for court exhibits.  Investigator on case is PO3 PO3 Allan S Tapales with contact number 09214610938.

Shooting Incident
SINDANGAN – at about 5:00PM of October 16, 2016, Sindangan MPS received a radio call from a concern citizen that a shooting incident transpired at Barangay Calatunan, Sindangan, Zamboanga del Norte. Acted on the report, alert team of Sindangan MPS together with SP02 Carolyn B. Ubas and Duty Investigator proceeded to the above-mentioned place to verify the veracity of the report. Initial investigation conducted by the responding team disclosed that the two (2) victims were identified as: Jufe Silvano y Estomagulang, 35 years old, married, male, Filipino; and Galo Silvano Jr. y Jamora, 39 years old, male, married, Filipino, both resident at Barangay Goleo, Sindangan, Zamboanga del Norte. Further investigation revealed that prior to the incident, while the alleged suspect identified as Ian Muksan y Acebedo of legal age, male, married, Filipino and a resident of Barangay Calatunan Sindangan, Zamboanga Del Norte together with his companion Dennis Labastida y Pasculado, 27 years old, male, married, Filipino and a resident of Brgy. Dapaon, Sindangan, Zamboanga del Norte were having a drinking spree inside the video-k store owned by Thelma M. Mariano located at Barangay  Calatunan, Sindangan, Zamboanga del Norte, the two victims together with other three (3) companions arrived, got inside at the said video-k store and have a drinking spree at the other table of the said store. Accordingly, the suspect (Ian) together his companion allegedly knew each other to the victims because they joined to the table of the victims and in the height of their drinking session they have a misunderstanding. Thereafter the suspect walked out at the table of the victims together with his companion (Dennis P. Labastida) and pulled his pistol tacked on his waist and fired towards the two victims (Jufe and Galo) several times hitting in different parts of their bodies causing serious gunshot wounds while the three (3) unidentified companions of the victims run towards unknown directions. Right after the incident, the suspect (Ian) immediately fled towards south direction back ride to the driven motorcycle of his companion (Dennis).  upon arrival of the PNP team at the said store, one (1) victim named Galo J. Silvano Jr was already brought to Sindangan District Hospital by the concern citizen and was transferred to Zanorte Hospital, Dipolog City while the other victim Jufe E. Silvano was brought by the responding PNP personnel to Sindangan District Hospital but was declared dead on arrival by the attending physician Dra. Cabillo. Incident happened at around 4:50 PM of October 16, 2016 at Barangay Calatunan, Sindangan, Zamboanga Del Norte. The crime scene was processed by the SOCO Team and several pieces of physical evidence were recovered and collected, to wit:
a. Eight (8) pieces fired cartridge case (FCC) of caliber 45 pistol; and
b. one (1) piece of fired bullet (FB) of caliber 45 pistol.

PNP personnel of Sindangan MPS are continuously conducting manhunt operation, in coordination with the friendly forces to capture the possible suspects. Investigator on case is PO3 Edgar E Gutual with contact number 0926 841 8545.
    
OPERATIONAL ACCOMPLISHMENT REPORTS

Neutralization of Gun for Hire Personalities
SINDANGAN – at about 05:00 AM of October 16, 2016, Intel personnel of Sindangan MPS received a text message from PSUPT ELMER COCHAS that accordingly the cellphone used by one (1) Jon Calapiz Sumalpong aka Bong Ramos, 43 years old, separated, resident of Naga, Zamboanga Sibugay, member of gun for hire and drug trade operating in Zamboanga del Norte and the companion of the previously encountered three (3) personalities gun for hire members by the PNP personnel of Sindangan has been tracked down in Sindangan, Zambonga del Norte. Upon receipt of said information, PNP personnel of Sindangan MPS composed of two (2) teams wherein the one (1) team was led by the Deputy Chief of Police PINSP ISIDRO J. MALINAO while the other team was led by SPO1 John Henrick C. Ferolino and separately conducted checkpoint in order to intercept the said gun for hire personalities.

As a result at about 7:00 AM same date, the said gun for hire (Jon Calapiz Sumalpong) with one (1) companion on board a single motorcycle noticed the established checkpoint led by PINSP ISIDRO J. MALINAO at the National Highway of Barangay Goleo, Sindangan, Zamboanga Del Norte particularly near the Sea Oil Gas Station. The suspects then evaded the said established checkpoint bound to the Municipality of Siayan, Zamboanga Del Norte. At about 7:15 AM of same date, subject persons were encountered in the second established checkpoint led by SPO1 John Henrick C. Ferolino located at Sitio Buyos, Piao, Sindangan, Zamboanga del Norte wherein the backrider drew a pistol and immediately aimed his pistol to the PNP personnel while the driver also drew a short firearm and shot the PNP personnel that prompted the members of the second checkpoint to open fire that resulted to the death of the two (2) suspects. The crime scene was processed by the SOCO Team led by SPO4 Ruben T. Sarita and several pieces of physical evidence were recovered and collected at the crime scene, to wit:
a. seven (7) fired cartridge cases of 5.56MM;
b. one (1) unit caliber 45 brand Federal model 1911 A1 with magazine loaded with seven (7) live ammos of caliber 45, bearing serial number 94610;
c. four (4) pieces fired cartridges cases for caliber 9MM;
d. one (1) caliber 45 pistol brand Armscor bearing serial number 371526 with magazine loaded with five (5) pieces live ammos of caliber 45 with holster;
e. one (1) unit caliber 9MM bearing serial number 11029524 with magazine loaded with four (4) live ammos for caliber 9mm;
f. one (1) unit black and white XRM 125 motorcycle with temporary plate number 78327 bearing engine number KPY00E-178327, chassis number KPY00178393;
g. one (1) unit black cellular phone Samsung brand;
h. one (1) unit Seiko wrist watch diver bearing serial number 788864;
i. one (1) piece sunglass; and
j. two (2) pieces fired bullets.

Meanwhile, at Sindangan District Hospital, the paraffin test and post mortem fingerprint were taken on the two (2) suspects and recovered pieces of evidence from the possession of suspect Jon Sumalpong Calapiz were: three (3) pieces one hundred peso (P100.00) bills bearing serial numbers TK328501, AD850494, MJ463979; one (1) piece black wallet, Beverly hills polo club brand; one (1) piece black holster and assorted identification cards. While recovered pcs of evidence from the possession and control of the other suspect identified as Mario Tampos Y Monteron, 48 years old, male, Filipino and a resident at Quezon, Bukidnon were the following: one (1) piece magazine loaded with two (2) live ammos for caliber 9mm; one (1) pack cigarette hope containing nineteen (19) pieces sticks; one (1) piece brown wallet containing driver’s license named Mario Tampos Y Monteron, of Quezon, Bukidnon, two (2) pieces five hundred peso (P500.00) bills bearing serial numbers DD292768 and KW676903, two (2) pieces one hundred peso (P100.00) bills bearing serial numbers ZD247004 and WR973697; one (1) piece bottle containing assorted cut woods with oil; and one (1) piece black O+ cellular phone. The cadavers of the two (2) suspects are now at the morgue of Sindangan District Hospital. Investigator on case is PO1 Moner Sapihi with contact number 0926 841 8545.

Violation of RA 9262 and Kontra Boga.
LILOY – at about 7:00 o’clock in the evening of October 16, 2016, Liloy MPS received SMS report from Barangay Captain Dionesio Mayola of Barangay Sta. Cruz, Liloy, Zamboanga del Norte, that there was a commotion happened at the said  Barangay. PNP personnel of Liloy MPS proceeded to the above-mentioned place to verify the veracity of the report. Upon arrival thereat and confirmation of the incident, said team identified the victim as a certain Jaynab Abdin y Macatuman, female, 18 years old, married and a resident of Barangay Sta Cruz, Liloy, Zambaonag del Norte.      Initial investigation conducted disclosed that the suspect was the husband of the victim identified as Mr. Ibni Abdin y Ismael, male, 22 years old, married and a resident of same place. The said suspect was under the influence of liquor, have a heated argument with the victim. The suspect then get his marble gun and beaten the victim hitting on her left elbow. After the incident, suspect left their house.  Responding team conducted hot pursuit operation against the suspect and at about 8:00PM of same date, the said suspect was successfully arrested. The victim and the suspect were brought to Liloy Health District Hospital for liquor testing and medical examination. The suspect and the recovered damage black and blue combination marble gun are now under the custody of Liloy MS for proper disposition. Report on Stabbing Incident
GODOD - On 08:10 o’clock in the morning of October 13, 2016 one (1) Jose Baso Ducal, LGU employee of Godod, ZN appeared at Godod MPS and reported that at around 6: 00 o’clock in the morning of October 13, 2016 one VICTOR DALANG y PADILA, 32 years old, single, male, Filipino, farming by occupation was found dead at his residence at Barangay Mauswagon, Godod, ZN. Immediately, elements of Godod MPS led by SPO2 Marlon M. Requina together with Dr. Joanna Michael Vargas Maratas of Godod Rural Health Unit proceeded to the said area. Initial investigation disclosed that the victim was discovered by his mother Victoria Padila Dalang lying in prone possession tended with his own blood. Further investigation disclosed that the victim sustained four (4) stabbed wounds in different parts of his body thereby causing his instantaneous death. Further information revealed that the victim was suffering from mental illness and acted violently whenever he is under the influence of intoxicated liquor. Spot Report on Robbery Hold
LA LIBERTAD - At about 1:10 o’clock in the afternoon of October 13, 2016 one LAURITO CAAY Jr. y PACULBA, 46 years old, married and a resident of Barangay Sinaad, Sapang Dalaga, Miss. Occ. reported to La Libertad MPS that at around 1:00 o’clock in the afternoon of same date he was robbed at the spillway of Brgy El Paraiso, La Libertad, ZN while he was driving his owned motorcycle. The victim narrated that a riding in tandem (Black XRM motorcycle w/out plate number attached) overtook him and blocked his way then suddenly the back rider wearing a bonnet pointed a gun believed to be a caliber .38 and forcibly took his wallet containing money amounting to Nine Thousand pesos (P9,000.00), bracelet with an appraise value amounting to Thirteen Pesos (P13,000,00) and the key of his driven motorcycle. The victim also added that the suspect shot him however the gun did not went off thereby the victim got a chance to threw a stone to the fleeing suspects going towards north east direction of the said Brgy. Follow up investigation now currently undertaken by PNP personnel of La libertad MPS to identify the suspects. For information.

Accomplishment Report of Wanted Person
MUTIA - At around 4:20 o’clock in the afternoon of October 13, 2016 elements of Mutia MPS led by SPO2 Quirino F Suan successfully arrested one RECTO BUNTAG y BAGATUA,  40 years old, married, farmer a resident of Brgy. San Miguel, Mutia, ZN charged for the crime of “ESTAFA” with criminal case number 21004 issued by Hon. Cherry Joy C Concha-Ageas presiding judge of  RTC 9th Judicial Region branch 10, Dipolog City dated September 29, 2016 with bailbond amounting to sixteen thousand pesos (16,000.00) for his temporary liberty. Subject person was arrested at Brgy Poblacion, Mutia, ZN and now in the custody of Mutia MPS for proper disposition. For information.

Spot Report on Fire Incident
DAPITAN CITY - On October 14, 2016 at about 5:45 o’clock in the afternoon, Bureau of Fire of Dapitan City informed Dapitan CPS that a fire broke out at the abandon rest house of JOSE RUSWINDA SUMALPONG at Brgy San Pedro, Dapitan City. Elements of Dapitan CPS led by PCI VINCENT VIRTUDAZO, Deputy for Admin, immediately responded at said place wherein elements of BFP Dapitan were conducting firefighting and were able to extinguish the fire. Initial investigation conducted by FO2 Melar Octava, BFP Dapitan City and disclosed that the fire started at about 5:30 PM of same date and the cause of fire was live embers left after cooking. The fire rapidly spread because the rest house was made of light materials with estimated cost of damage was more or less Ten Thousand Pesos (Php10,000.00). The BFP declared fire out at about 6:15 PM of same date and no injured reported during the incident. For information.

Shooting Incident
SIRAWAI - At about 6:32 o’clock in the evening of October 14, 2016, Sirawai MPS received a cellphone call from a concerned citizen with cellphone number 0926-3980-218 that a shooting incident occurred at Sitio Nara, Brgy San Vicente, Sirawai, ZDN. Upon received of the report, elements of Sirawai MPS led by PSI REGIE G TORRITA, responded and proceeded at said place. Initial investigation conducted disclosed that the victims were MR ALLAN KING SATERA, 50 year old, married, businessman, together with his wife, FLORGYN CORDOVA SATERA, 39 years old, married, and his son MICHEAL CORDOVA SATERA, 15 years old, who suffered multiple gunshot and hacked wounds in the different parts of their bodies that causes to their instantaneous death. Other victims, his two sons, MIKE JOHN CORDOVA SATERA, 5 year old, and MARK SIMON CORDOVA SATERA, 9 year old, and a worker’s child, HAMJA SAHABI LUMINA, 2 year old,  who suffered gsw on the right leg, left thigh, and left leg respectively. Further investigation revealed that said couple was manning their own rice mill together with their three (3) workers and one baby sitter, who were at the upper deck of the said rice mill, when the three (3) unidentified armed men suddenly entered the said rice mill. One of the suspects then immediately shot and hacked Mr Allan King Satera, while the other two (2) suspects shot his wife, Florgyn, who was inside the cashier’s booth. The minor victims were also shot by the said perpetrators. When the suspects were about to leave the place, Michael Cordova Satera arrived with his driven MC, were also shot by the said suspects, causes his immediate death. Furthermore, the three workers and the baby sitter, hid themselves at the upper deck portion of the rice mill. Recovered from the crime scene were nine (9) fired cartridge of Cal. 45, six (6) fired cartridge of 9mm, two (2) fired cartridge of Garand rifle and two (2) pcs slugs. Cadavers of the victims were brought to immediate family of Florgyn Satera at the Municipality of Siocon, ZN while injured victims were brought to Siocon Hospital for immediate medical treatment. A thorough investigation and manhunt operation is still going on by the responding elements of Sirawai MPS for the possible identification and arrest of the suspects. Spot Report on Stabbing incident
KALAWIT - At about 7:00 o’clock in the evening of October 14, 2016, a cellphone call from Hon Ramon Vinson a Brgy Chairman San Jose, Kalawit, Zamboanga del Norte reported to Kalawit MPS that OOA 6:40 o’clock in the evening a stabbing incident transpired at Brgy Botong, Kalawit, ZDN wherein one JONATHAN BONGCAO 30 years old was stabbed by CARLITO CAMPANER, married, farmer both resident of said barangay. Immediately, team of Kalawit MPS led by SPO1 Rodrigo Baquilta, proceeded at said place to verify the veracity of the report. Upon arrival at said place at about 8:25 o’clock in the evening of the same date, the victim was already forwarded to Dr Sibud Country Hospital at Titay Zamboanga Sibugay with his immediate family for medical treatment. Initial investigation conducted by the responding team disclosed that while the victim Jonathan Bongcao had a drinking spree together with his friends at the Video-K house owned by Jonathan Luminsa. When the victim is on his way home, the suspect Calixto Campaner hide at the dark area waiting for the victim to passes by and stabbed the victim with the use of a knife. The victim sustained stab wounds on his right chest and both arms and was immediately brought to Dr Sibud Country Hospital at Titay Zamboanga Sibugay for medical treatment. Motive of the incident – Personal grudge. Elements of Kalawit MPS still conducting follow-up operation for the arrest of the suspect while appropriate charges now being prepared for filing in court. Report on the Arrest of Suspect on Thievery Incident
DIPOLOG CITY - At about 11:30 o’clock in the evening of October 14, 2016, a certain Ruben Ferolino De Guzman, 30 years old, male, single and a resident of Lubing Oguis, Brgy. Galas, Dipolog City informed the cashier of the Phoenix Gasoline Station identified as one IRENE ARANAIDA, 27, years old, single and a resident of Brgy. San Pedro, Dapitan City and alleged that his shoulder bag was stolen. The cashier immediately called Dapitan CPS and reaction team led by SPO4 Jerry Sanggumay responded to said report and upon arrival at the said gasoline station conducted hot pursuit operation for the possible arrest of the suspect. The team successfully arrested the suspect at his residence and was brought to Dapitan CPS for proper disposition then later identified as one GAUDIOSO DALMAN ANTIPALA, 28, years old, married and a resident of San Pedro, Dapitan City. The suspect was positively identified by the cashier and personnel of the gasoline station. The team recovered the stolen shoulder bag at the back portion of BFAR Cold Storage. The victim alleged that his cellphone and keys of his Vehicle were missing.   Initial investigation conducted by elements of Dapitan CPS that at about 8:30 o’clock in the evening of October 14, 2016 the victim together with his friends is having a drinking spree and video-k at Phoenix Gasoline Station located at San Pedro, Dapitan City while the suspect was also at the same place sitting on the other table drinking liquor. At about 11:30 o’clock in the evening of same date, the victim went to the comfort room to urinate. The suspect followed the victim to the comfort room. While inside the CR, the suspect offered the victim to have sex with him in returned the victim will pay Five Hundred Pesos (Php500.00). The victim refused the offer and without any apparent reason, the suspect grabbed the shoulder bag of the victim containing ATM Cards, Key’s of Honda City and Nissan Navarra, cash money amounting to One Thousand Two Hundred Pesos (Php1,200.00) more or less and Cellphone Pink Iphone 5S Gold worth Thirty Thousand Pesos (Php30,000.00) more or less and fled towards the back portion of BFAR Cold Storage. Report on OPLAN GALUGAD at ZNCRC
MANUKAN - At about 10:55 o’clock in the morning of Oct 15, 2016, joint elements of ZNPPSC LED BY PSUPT JOVEN PARCON, ZNPIB by PCI MENDEL S CASAO, 14DRC, PA & Manukan MPS PCI NESTOR MOIT GANIA JR with PAIDSOTF personnel led by PI Carlito Cabrera Requilme, in coordination  with ZNCRC conducted OPLAN GALUGAD at Zamboanga del Norte  Correctional and Rehabilitation Center in Brgy Don Jose Aguirre, Manukan, ZN. Recovered from the Jail facility are as follows; CELL 1 Maximum Security Compound: 4 pcs, assorted cell phones, assorted lighters, assorted bladed weapons, assorted charges and batteries, 1 mahjong set, 2 sets playing cards; CELL 2 Maximum Security Compound:  9 sets playing cards, 2 pcs  cellular phones, assorted disposable lighters, assorted scissors, 3 pcs improvised tooter, assorted aluminum foil, assorted bladed/pointed weapons, 2 pcs DVD player with speaker, assorted cell phone chargers, DORM 1 Medium security compound, 1 pc cellular phone , 2 pcs memory card, assorted disposable lighters, assorted bladed weapons, 4 pcs cellular phone chargers; and DORM 2 Medium security compound: 1 pc cellular phone, assorted lighters, 66 pcs. Cut rolled aluminum foil, 1 pc big foil, 1 pc scissor, 1 pc improvised tooter, 1 pack rectangular cellophane (ready for packing), 3 pcs empty sachet plastic. Inspection ended at about 6:42PM same date.Said activity is witnessed by local radio Reporter Rene “Renz Gali” Buaya of 88.9DXFL FM, Mr. Arjee C. Cerna/DXAA 92.5. Recovered items now under the custody of Manukan MPS for proper disposition. Said operation ended at about 6:42 o’clock in the evening of same date. Report on Campaign against Loose Fas (Kontra Boga)
SINDANGAN - At about  8:30 o’clock in the evening of October 15, 2016 at the National Highway of Brgy Poblacion, Sindangan, Zamboanga del Norte elements of Sindangan MPS led by SP02 Carolyn B Ubas conducted checkpoint operation that resulted to the apprehension of one (1) ALAN GAHUM y SIAREZ, 44 years old, male, Filipino, married and a resident at Barangay Benigno Aquino, Sindangan,  Zamboanga del Norte, who was intercepted during the conduct of checkpoint operation at the abovementioned place having in possession of one (1) unit improvised caliber 22 rifle. Initial investigation conducted by Sindangan MPS disclosed that at about 10:15 o’clock in the evening of October 15, 2016 at the National Highway of Barangay Poblacion, Sindangan, Zamboanga del Norte while the above-mentioned police officers manning the checkpoint noticed one (1) motorcycle driven by a person with one (1) back rider approaching in their location that prompted them to signal the driver to slow down and stopped at the edge of the road. When the driver finally stopped, they (PO2 Harol A Serquiña & PO1 Neil Dumajel) saw in plain view a barrel of an unidentified firearm outcropped from inside the white sack carried by the back rider (Alan Gahum). Immediately, the PNP team informed the subject person on the nature of his offense committed and then place him under arrest and informed his constitutional rights and was then  brought to Sindangan MPS together with his boarded red/black Rusi Motorcycle bearing plate number JA 42322. Subject person is now detained at the detention cell of Sindangan MPS for proper disposition. The firearm and single motorcycle were now in the custody of said station for court exhibit. Accomplishment Report on Recovered Stolen MC
KATIPUNAN - At about 8:30 o’clock in the morning of October 15, 2016, NORMAN GOMIREZ y FUTANI, 27 years old, resident of Barangay Seres, Katipunan Zamboanga del Norte reported to Katipunan MPS that at around 6:30 o’clock in the morning of same date, he discovered that his red/white Honda XRM 125 bearing plate number 5139SA was taken by unidentified perpetrators while place/parked in front of his residence. At about 2:00 o’clock in the afternoon of October 16, 2016, a concern citizen informed Katipunan MPS that a suspicious person riding Honda XRM 125 was noticed passing at Barangay Daaanglungsod, Katipunan Zamboanga del Norte towards Dipolog City and was believed to be the reported stolen MC. Immediately, counter strike personnel of Katipunan MPS verified/checked the said suspicious person and was intercepted at Brgy Punta, Dipolog City. Upon verification, said person identified himself as one ENER MATEO y GANIO, 19 years old, resident of Barangay New Rizal, Sergio Osmena, ZN, failed to present pertinent papers of ownership and was discovered that said MC was the reported stolen motorcycle owned by Norman Gomirez y Futani. Subject person is now under police custody for further investigation and for filing appropriate charges while the recovered motorcycle is now deposited at the said police station for proper disposition.  For information.
