DAPITAN CITY - PLEASE BE INFORMED THAT ON JUNE 29, 2017 AT ABOUT 10:15 AM, A FIRE BROKE-OUT AT BARANGAY TAGUILON, DAPITAN CITY, ZAMBOANGA DEL NORTE WHEREIN THE RESIDENTIAL HOUSE OF ROEL ABILA AND MARTINA TALIC WAS PARTIALLY RAZED. THE CAUSE OF FIRE IS DUE TO FAULTY ELECTRICAL WIRINGS. THE BUREAU OF FIRE PROTECTION (BFP) DECLARED FIRE OUT AT ABOUT 11:40 AM OF THE SAME DATE WITH AN ESTIMATED DAMAGED OF ONE MILLION TWO HUNDRED THOUSAND (₱1,200,000.00) PESOS AND NO CAUSALTY NOR INJURY REPORTED.

POLANCO - REQUEST BE INFORMED THAT ON JUNE 29, 2017 AT ABOUT 9:30 AM, MRS RIZA J LANGGAM, A BARANGAY TREASURER OF DANSULLAN, POLANCO, ZAMBOANGA DEL NORTE REPORTED TO POLANCO MPS THAT ERNESTO AGEAS, A RESIDENT OF THE ABOVE-MENTIONED PLACE WHILE COLLECTING FIREWOOD, HE DISCOVERED A CADAVER AT MONTANIO QUARRY SITE SITUATED AT LAYAWAN RIVER, PUROK ROSE, BARANGAY DANSULLAN, POLANCO, ZAMBOANGA DEL NORTE AT ABOUT 6:00 AM OF JUNE 29, 2017. ACTED ON THE SAID REPORT, PERSONNEL OF POLANCO MPS PROCEEDED TO THE PLACE OF INCIDENT FOR OCULAR INVESTIGATION. INITIAL INVESTIGATION DISCLOSED THAT THE CADAVER IDENTIFIED AS OSCAR ANTABO PATANGAN, 60 YEARS OLD, SINGLE A RESIDENT OF PUROK RIVERSIDE, BARANGAY SAN PEDRO, POLANCO, ZAMBOANGA DEL NORTE. FURTHER INVESTIGATION DISCLOSED THAT THE SAID CADAVER WAS HAVING A DRINKING SPREE AT THE SARI-SARI STORE OWNED BY ANTONIO CREDO AND WHEN HE LEFT AT ABOUT 6:00 PM OF JUNE 29, 2017, HE WAS ALREADY DRUNK. DIPOLOG CITY - PLEASE BE INFORMED THAT AT ABOUT 6:58 PM OF JUNE 27, 2017, C/DET OF DIPOLOG CPS IN COORDINATION WITH PDEA IX CONDUCTED DRUG BUY BUST OPERATION AGAINST ROLANDO LEGADOS MOSQUEDA-RETIRED BFP, 57 YEARS OLD, MARRIED, A RESIDENT OF SANGKOL, DIPOLOG CITY, ZDN AT ROOM NR 315 OF PEPICS’ LODGE, HERRERA ST. COR MALVAR ST., CENTRAL BARANGAY, DIPOLOG CITY, ZAMBOANGA DEL SUR. SERGIO OSMEÑA - PLEASE BE INFORMED THAT AT ABOUT 8:45 PM OF JUNE 27, 2017, SERGIO OSMEÑA MPS RECEIVED A CALL FROM A CONCERN CITIZEN INFORMING THAT THERE WAS AN ALLEGED PERSON LYING ON THE ROAD AT THE NATIONAL HIGHWAY OF SITIO TALABAN, BARANGAY BIAYON, SERGIO OSMEÑA, ZAMBOANGA DEL NORTE.PNP PERSONNEL OF SERGIO OSMEÑA MPS PROCEEDED TO THE ABOVE-MENTIONED PLACE. SUICIDE INCIDENT

KATIPUNAN - PLEASE BE INFORMED THAT AT ABOUT 7:00 PM OF JUNE 28, 2017, A SUICIDE INCIDENT TRANSPIRED AT PUROK 9, BRGY SAN ANTONIO, KATIPUNAN, ZAMBOANGA DEL NORTE WHEREIN VICTIM DIOSDADO SALAC LAMAS, 67 YEARS OLD, MARRIED, MALE, FISHERMAN AND A RESIDENT OF SAME PLACE. INVESTIGATION DISCLOSED THAT AT ABOUT 6:30 PM OF SAME DATE THE VICTIM WAS DISCOVERED BY HIS SON HANGING AT THE BAMBOO POLE BY THE USE OF A NYLON ROPE TIED AT HIS NECK INSIDE THEIR HOUSE. PRIOR TO THE INCIDENT THE VICTIM WAS SEEN HAVING BROUGHT A PIECE OF NYLON ROPE AND ASKING THE WHEREABOUTS OF HIS DAUGHTER MARY HAZEL ROXAS WHO IS ABOUT TO LEAVE FOR MANILA. FURTHER INVESTIGATION DISCLOSED THAT THE VICTIM WAS DEPRESSED UPON KNOWING THAT HIS DAUGHTER WILL LEAVE FOR MANILA TO LOOK FOR WORK. REPORTED INCIDENT - June 28, 2017

Motor Vehicle Traffic Accident

SINDANGAN - Be informed that at about 7:45 o’clock in the morning of June 27, 2017 a cellular phone call coming from a concerned citizen informing Sindangan MPS that a vehicular accident transpired at Barangay Bago, Sindangan, Zamboanga Del Norte. Acted on the said report, PNP personnel of Sindangan MPS led by SPO1 Asentista immediately responded and proceeded to the area to verify the veracity of the report. Initial investigation conducted by the assistant traffic investigator PO2 James A Racaza disclosed that at about 7:40 o’clock in the morning of same date, the White Isuzu Utility Van bearing plate no. SKD- 543,a government owned vehicle with Engine No. 4JB11P9479A, Chassis no. PABNHR55ELE004848 and OR No. 556117096 dated 02/09/2015 driven by MELVIN SALINAS y JACOBA, 50 years old, male,  married, Filipino and a resident of Barra, Dipolog City, Job Order Employee of Provincial Government of Zamboanga Del Norte,  holder of professional driver’s license with license no. JO1-99-029039 with expiry date on January 28, 2019, togetherwith DR. MARCELITO LACAYA, 58 years old;MARITONI LACAYA, 56 years old,;DORIS BATAGA, 59 years old;ABIGAIL KHIO, 51 years old, RENE HERNAN, 39 years old; and LESTER ABOG, 31 years old, all government employees and all residents of Dipolog City was travelling from Dipolog City heading towards Municipality of Tampilisan, Zamboanga del Norte and upon reaching at Barangay Bago, Sindangan Zamboanga del Norte, suddenly one (1) carabao pulling a sled owned by a certain JUANITO GAMBOA, crossed the National Highway in which the driver of the van evaded the animal but lose control of the steering wheel and hit the hallow blocks piled beside the road which resulted the abovementioned utility vehicle to tilt on left side, encroached to the other side of the road and hit the tractor owned by ANGELITO GAMBOAwhile parked near AJ Store. The driver and the passengers of the van were brought to Sindangan District Hospital and later transferred to Zanorte Medical Center, Sicayab, Dipolog City for proper medical attention. One (1) person identified as RONALD GAMBOA y ESTOCONING, 32 years old, single and a resident of Sitio Lintuad, Bago, Sindangan, ZN also sustained minor injuries during the incident due to the impact of the said vanthat turn turtle and slam to the mahogany tree. SERGIO OSMEÑA - Be informed that at about 8:45 o’clock in the evening of June 27, 2017, PNP hotline of Sergio Osmeña MPS received a call from a concern citizen informing that there was an alleged person lying on the road at the National Highway of Sitio Talaban, barangay Biayon, Sergio Osmeña, Zamboanga del Norte particularly on unlighted area.Immediately PNP personnel of Sergio OsmeñaMPS proceeded to the above-mentioned place to verify the veracity of said report.Initial investigation conducted by the responding PNP personnel disclosed that said person was identified as PATRICIA JAMINDANG y GUMIAS, 45 years old, married, housewife and a resident of said place.Accordingly, at about 8:00 o’clock in the eveningof same date, the victim bought a cigarette at a store with an estimated distance of 100 meters away from their home and upon going home, thevictim was believed to be accidentally hit/side swept by unknown vehicle. Victim who was believed to be under the influence of intoxicating liquorwas unconscious due to the injuries on her head, was immediately brought to Sergio Osmeña District hospital and further referred to Zanorte Medical Center, Dipolog city for proper medication. ACTING ON THE REPORT, ELEMENTS OF MANUKAN MPS LED BY PO3 ROSELLER ENERO PABALAY TOGETHER WITH DR. Vehicular Traffic Accident

SINDANGAN - Vehicular traffic accident transpired along the Barangay Road Of Barangay Disud, Sindangan Zamboanga Del Norte at about 07:00 PM of June 21, 2017particularly in front of lofer ware house wherein vehicle-1, red Isuzu cargo truck, bearing plate number KCU 630, and driven by Jacinto Elopre Tumarong, 54 years old, male, married, businessman and a resident of Barangay Tinaplan, Sindangan and vehicle-2, kymco motorcycle black, without plate driven and by Junryl Magsayo Abajar, 30 years old, male, married, baker of Julies bakeshop with back rider Renan Uyod Menti, 17 years old, male, single, employee of julies bakeshop both  resident of Barangay Calatunan, Sindangan. Initial investigation conducted disclosed that the vehicle-1 was parked along the Barangay Road Of Barangay Disud, Sindangan with hazard lights on while unloading the cargoes and was accidentally bumped by the vehicle-2 hitting at the rear portion of the vehicle-1 that resulted to the driver and back rider of vehicle-2 sustained injuries on different parts of their bodies and was immediately brought to sindangan district hospital by the concerned citizen for immediate medical attention but the driver was pronounced dead on arrival (DOA) by the attending physician Dr. Nida Ramos. Both vehicles involved were now impounded at Sindangan MPS while the cadaver of the driver was properly turned-over to his wife for proper disposition. Robbery Incident

SIOCON - Robbery incident occurred at the grocery store of Rosalie Manera Diez, 40 years old, married, businesswoman, resident of Sitio Pantukan, Brgy. Poblacion, Siocon last June 19, 2017, worth more or less ₱100,000.00 was lost, believed to be stolen by unidentified person. After reviewing the footage/record from the CCTV camera, it was learned that the subject person accountable for the loss of said money was identified as Jake Carpintero Libre alias “Jun-Jun”, 19 years old, male, laborer, registered resident of Brgy. Dacanay, Siay, Zamboanga Sibugay Province, and currently residing at Barangay Manaol, Siocon. Meanwhile, at about 09:00 AM of June 22, 2017, pnp personnel of Siocon MPS conducted hot pursuit operation at Brgy. Manaol, Siocon, Zamboanga Del Norte that resulted to the arrest of the subject person. Recovered from his possession and control are cash worth ₱ 56,500.00. This resulted to the arrest of Ernesto Belogolo Recapente, 57 years old, married, livestock buyer, resident of said place and a newly identified HVT (level 2). Confiscated from his possession and control were: one (1) heat sealed plastic transparent sachet containing white crystalline granules believed to be shabu and one (1) pc five hundred peso paper bill with serial number yb512046 (buy bust money). subsequent to the buy bust operation, a search warrant, with sw no 01-06-21-17 issued by Presiding Judge Ric Bastasa Of RTC 9 Br 8, Dipolog City Dated June 21, 2017 was also served to the following persons: Roman Ongnan, Gilbert Sasuman Gumindala And Ernesto Belogolo Recapente. Initial investigation disclosed that while the vehicle 1 was travelling from north direction and was about to turn left going to barangay road of Gulayon, Mutia, Zamboanga Del Norte accidentally hit by the vehicle 2 which was travelling on the same direction. the back rider of the vehicle 2 sustained injuries on the different parts of her body and immediately brought to Zamboanga Del Norte Service Cooperative Hospital for treatment but declared dead on arrival by the attending physician. JOSE DALMAN - Operatives of Jose Dalman MPS conducted sea borne patrol at Jose Dalman Municipal Sea Water, Zamboanga Del Norte at around 4:00 AM of June 20, 2017, the team apprehended the violators of municipal fishery ordinance. no. 005-008-2015 and confiscated one (1) motorized fishing boats locally known as “ok-ok” with markings “selyn”, white and blue color combination, operated by Rolly Rada Silva-Boat Master, 49 years old, married and a resident of Brgy Poblacion, Leon B. Postigo, owned by Erlinda Cutid Lopina, 62 years old, married and a resident of Brgy. Dona Josefa, Sindangan, Zamboanga Del Norte. that at about 10:00 AM of 20 June 2017, the motorized fishing boat was released from police custody after paying the penalties amounting two thousand five hundred pesos (p2,500.00) at Municipal Treasurer’s Office under o.r number 6179445 and was received by the owner Erlinda C. Lopina..

Arrest of Wanted Person

DAPITAN CITY - Operatives of Dapitan City Police Station conducted manhunt operation at Barangay Sinonoc, Dapitan City, Zamboanga Del Norte at about 1:00 PM of June 20, 2017. This resulted to the arrest of Raffy Ferrater Abuso, 32 years old, male, married, a resident of Barangay Sto. Niño, Dapitan City and listed in the weekly target acquisition of Dapitan CPS for wanted person. He was arrested by virtue of warrant of arrest issued by Acting Judge Geraldine A. Econg of RTC, Branch 32, Oslob, Cebu for the crime of rape docketed under cc numbers Os-08-537 and os-08-538 dated November 13, 2008 without bail bond recommended. He is presently detained at said police station for proper disposition.

SERGIO OSMEÑA - Operatives of Sibutad MPS conducted manhunt operation at Barangay Labiray, Sergio, Osmeǹa, Zamboanga Del Norte at about 8:05 AM of June 20, 2017. This resulted to the arrest of Jemar Gumalan Lumangcag, 19 years old, male, single and Albert Dies Mario, 18 years old, male, single, both of Brgy Labiray Sergio Osmeǹa Sr. this is by virtue of warrant of arrest with cc# 17984 for the crime of serious physical injury issued by Acting Presiding Judge Hon. Vittorio Dante D. Dalman, Municipal Trial Court In Cities, Ninth Judicial Region Dapitan City, dated May 25, 2017 with bail bond recommended amounted to twelve thousand (P12, 000.00). Arrested subject person were presently detained at Sibutad MPS for proper documentation.

Nino Katipunan. This is by virtue of warrant of arrest for the crime of “rape” docketed under cc# 21679 duly issued and signed by Presiding Judge Hon. Rogelio D Laquihon Of Regional Trial Court, 9th Judicial Region, Branch 7, Bulwagan Ng Katarungan, Dipolog City with no bail recommended. Arrested subject person is presently detained at Katipunan MPS for proper disposition.

SINDANGAN - Operatives of Sindangan MPS conducted buy bust operation at Sitio Lumbia, Brgy Bago, Sindangan, Zamboanga Del Norte at about 2:00 PM of June 20, 2017. This resulted to the arrest of Noel Garses Lasdoce Alias “Lasdose”, 35 years old, male, married, of Barangay Gampis, Sindangan, Zamboanga Del Norte, a newly identified drug personality HVT (level 2) under the drug group leader Virgilio Seballos. Confiscated from his possession and control were:  five (5) pieces folded metal bottle cup each contains one (1) piece heat sealed plastic sachet containing white crystalline granules believed to be "shabu”, one (1) piece aluminum foil; one (1) piece five hundred peso (p500.00) bill with serial number ae444032 as marked money; six hundred twenty nine pesos ( p629.00) cash as proceeds money in different denominations; four (4) pieces chalk; one (1) unit Rusi 100 cc single motorcycle, color red and no plate attached without key. Present during the said operation were the local media practitioner- Maribel E. Enojardo, DOJ Representative- Ricky I. Langutan and Barangay Captain Antonio Mohametano of Barangay Bago, Sindangan, Zamboanga Del Norte. Arrested subject person is presently detained at Sindangan MPS for filing of appropriate charges in court.

Suspicious Persons Held in Leon Postigo

LEON POSTIGO - Unidentified suspicious looking persons were sighted at the Barangay Palandok, Leon Postigo, Zamboanga Del Norte at about 2:00 PM of June 20, 2017. The Leon Postigo MPS and 44th IB Philippine army bravo company proceeded to the reported place. that upon reaching at said place particularly at the mosque, the team spotted three (3) suspicious male persons inside they identified them Selve As Ismael Cais Amado, 28 years old, farmer, a resident of San Vicente, Tungawan; Karim Morales Manisan, 21 years old, car washer a resident of Bangkerohan, Ipil and Khalid Habi Amiludin, 21 years old jobless, a resident of Silingan, R. T. Lim, All of Zamboanga Sibugay province. that when they were asked for their identification cards, they presented their respective BIR tax identification number (tin) cards and found out that their tin cards were believed to be fake to hide their real identity. that due to the on-going encounter between the government troops and the Maute Terrorist Group at Marawi City, the said persons were strictly verified in terms of their personal identification to determine whether or not in their involvement with the said terrorist group and escaped from the encounter of said place and hide themselves at the Muslim area of Barangay Palandok, Leon B Postigo, Zamboanga Del Norte. Arrested subject person were temporarily detained at Leon B Postigo MPS for proper documentation.

Cadaver Found

SIBUCO - Unidentified cadaver of a woman, aged 55 to 60 years old was discovered inside the swimming pool located at Sitio Tilanos, Barangay Jatian, Sibuco, Zamboanga Del Norte at about 3:00 PM of June 19, 2017. Investigation disclosed that the victim sustained gunshot wounds at the back of her head, left forearm and right leg. The victim has no identification and not known in their locality. Cadaver was brought to Sibuco Hospital for further examination. Investigator-on-case is Po2 Ed Luyao with contact number 09354581063.

Flash Alarm on Stolen Motorcycle

DIPOLOG CITY - Flash alarm to look and arrest the possessor of one red/white Honda Beat 125 FI motorcycle with temporary Plate No 72992, Engine No JFP1E1374090 and Chassis No MH1JFP114FK390353 owned by ARSENIA MIGUEL y CORONEL, 52 years old, married and a resident of Padre Ramon Extension St. Brgy Estaka, Dipolog City, driven by PO2 Elizer Cagas Ceprado Jr, 27 years old married and a resident of same place. Said MC was lost while parked at Sunset Boulevard, Brgy Dawo, Dapitan City particularly in front of the New Government Center of Dapitan City. Said MC was discovered lost/missing at about 4:50 PM of June 17, 2017. If found in your AOR, take into custody and inform Dapitan CPS. For widest dissemination.

Vehicular Traffic Accident involving Pedestrian

SERGIO OSMEÑA - Be informed that at around 2:30 o’clock in the afternoon of June 19, 2017 vehicular traffic accident involving pedestrian transpired at Lower San Juan, Sergio Osmeña, ZN wherein the victim and the driver was already brought to Sergio Osmeña Hospital. Investigation disclosed that one KEVIN MAMAC, 10 years old was walking along the road when suddenly hit by an approaching Yamaha Mio motorcycle bearing plate no KC70898, engine no E3R4E-0260515 and chassis no PAOSEA110G0023244 driven by CARISHNAH ERLYN BONOCAN y GUEVARRA,24 years old, singleand a resident of De Venta Perla, Polanco, ZN. As a result, victim and the driver suffered injuries. Further, the driver was forwarded to ZANORTE medical Center, Dipolog City for further medication. LILOY - Drug Enforcement Unit of Liloy MPS and PDEA conducted drug buy-bust operation at Barangay Villa C. Sudiacal, Liloy, Zamboanga Del Norte at about 11:10 AM of June 19, 2017. This resulted in the arrest of Arnold Rabago Abule, 30 years old, single a resident of Barangay Cabangacalan, Liloy, Zamboanga Del Norte. Confiscated from his possession and control were: one (1) small heat-sealed transparent plastic sachet containing suspected shabu as buy-bust item, two hundred (₱200.00) peso bill bearing serial number bj945272 as marked money and one (1) candy wrapper serve as a container of the suspected shabu.. The arrested suspect and the confiscated items were brought to Liloy MPS for proper disposition.

Stabbing and Hacking Incident

SINDANGAN - Stabbing and hacking incident transpired in Sitio Dicoyong Diut, Brgy. Dicoyong, Sindangan, Zamboanga Del Norte at about 3:35 PM of June 18, 2017, wherein victim identified as Milagros Tacod Panagsagan, 42 years old, female, single mother, resident of Sitio Dicoyong Diut, Brgy. Dicoyong, Sindangan, Zamboanga Del Norte, was stabbed and hacked to death by Eduardo Sanches Obligado, 42 years old, male, single, resident of said place. Investigation disclosed that the victim was swinging her daughter to sleep when the drunken suspect came to their house armed with a bolo. The suspect sat on the terrace and talked to the victim. a few minutes later, the suspect got furious and stabbed the victim. The victim ran away but the suspect caught and then hacked her several times on the different parts of her body that led to her death.  After the incident, the suspect went to Dante Ontoc Dua, Brgy. Tanod of said place, and surrendered himself and the weapon used. The suspect was subsequently turned-over to the responding team for proper disposition. The suspect is now detained at Sindangan MPS for proper disposition. The alleged motive of the incident is due to the proceeds of the pig that was sold by the victim without receipt presented to the suspect for the past weeks. Vehicular Traffic Accident

MANUKAN - Vehicular traffic accident transpired at National Highway, Barangay Linay, Manukan, Zamboanga Del Norte at about 6:35 PM of June 17, 2017, wherein a motorcycle Honda XRM, color black with temporary plate nr. 45599 driven by Sotero Catipay, 57 years old, married, male, a resident of Brgy. Serongan, Manukan, a jail guard of ZNCRC and a pedestrian identified as Goldener Escabarte, 19 years, residence of Brgy Linay, Manukan, Zamboanga Del Norte. Initial investigation disclosed that while the victim walking along the side pavement of the road going to his house, he was accidentally hit by the said motorcycle after he evade a dog that crossed the road. Both pedestrian and driver were brought to Manukan Medicare Hospital for medication.  The motorcycle temporary impounded at Manukan MPS for proper disposition. German National Found Dead

POLANCO - A German national was found dead in his house at Barangay Ubay, Polanco, Zamboanga Del Norte at about 2:00 PM of June 18, 2017. The victim was identified as Harold Mol Ruphus, 60 years old, married, German, and currently residing in said barangay. Prior to his discovery, the victim brother in law wondered why Harold’s house is still closed and it is unusual of him not to open it early. When he peeked on the window to check, he saw Harold sitting on a chair with his mouth wide open. he hurriedly went back to his house and informed the others and then they forcibly opened the door. Upon checking, they found out Harold already lifeless. Furthermore, his wife is currently working in Germany. Polanco MPS is conducting follow-up investigation to determine the cause of death.

Dead Fetus Found

SINDANGAN - A fisherman discovered a dead fetus floating on the sea in a prone position at around 2:45 PM on June 18, 2017 about 100 meters away from the shore of Barangay RG Macias, Sindangan, Zamboanga Del Norte. Investigation disclosed that one Andres Balawing, 46 years old, male, married, of Sitio Siari Valley, Brgy. Siari, Sindangan municipality, went fishing when he saw the floating dead female fetus with an umbilical cord still attached. He retrieved the cadaver and brought it to the seashore and informed the abovementioned Barangay Chairman.  As examined by the RHU representative, it showed that the female fetus was thrown just a few hours earlier because the umbilical cord is still fresh with blood streak. WCPD of Sindangan MPS is conducting a thorough investigation to determine the culprit of said incident. She also directed all the midwives assigned in the nearby coastal barangays to submit the names of the pregnant women who have undergone pre-natal checkup in their 7th - 9th month of pregnancy. This resulted to the arrest of Alven Ortega Eguia, 35 years old and Gina Dela Banda Eguia, 33 years old, both residents of Barangay Dos, Katipunan, Zamboanga Del Norte. Confiscated from their possession and control were: two (2) pcs. small size heat-sealed transparent plastic sachet containing white crystalline granules believed to be “shabu”, two (2) pcs big size heat-sealed transparent plastic sachet containing white crystalline granules believed to be “shabu”, eight (8) pcs five hundred peso bill (worth Php 4000), one (1) pc twenty peso bill, one (1) unit white Samsung cellular phone, two (1) units Samsung cellular phone and one (1) pc. Blue zip envelope. Proper documentation and markings of all confiscated/recovered items were done at the area and were witnessed by Hon. Raymund G. Yu - Elected Barangay Official of Brgy. Miputak and Mr. Samuel B. Amatong - Media Representative.  They were presently detained at Dipolog CPS for filing appropriate charges in court.
