REPORTED INCIDENT - January 30, 2017

Suicide Incident

SALUG - Suicide incident transpired at Sitio Simokoy, Lipakan, Salug, Zamboanga Del Norte at about 5:30 PM of January 29, 2017. Investigation conducted by the responding team and upon conducting ocular inspection at the scene, disclosed that Danny Orot Capisnon, 26 years old, single and resident of the said place, hanged himself by the use of a rope, tied on his neck that was connected to the outside portion of the window of their house. The cadaver was properly turned-over to the immediate family. Further investigation revealed that the victim really committed suicide and the possible motive of said incident stated by his live-in partner, Jerryl Pakira Pandak, 22 years old, noticed the depression felt by his partner, when his Honda TMX 125 motorcycle was confiscated by the company after he failed to pay the monthly amortization. The motorcycle was acquired by the victim by selling his cow for a down payment. Late this afternoon, more or less 5:00 PM of same date, victim got drunk, while she was asleep after nurturing their two months old baby. When she was awaken when their house was shaking, only to find out that his live-in partner hanged himself outside their window with the rope tied on his neck and the other end was tied on the upper portion of their window. She calls her neighbor for help but it was too late to revive him. Said team coordinated with the Municipal Health Uniy of Salug, but no available representative was able to conduct Post Mortem Examination. The cadaver was properly turned-over to the immediate family.

Rape Incident

DAPITAN CITY - An alleged rape incident transpired at Barangay Sta. Cruz, Dapitan City particularly at Quiniñeza’s boardinghouse located at Mango Drive, of said Barangay at about 6:50 PM of January 29, 2017. Initial investigation conducted disclosed that, prior to the incident, at about 5:00 PM of same date, the suspects, namely: Jaymar Busca Liwagon, 18, single, a resident of Bacungan, Leon Postigo, Edgar Mainit Durano Jr, 21, single, a resident of Tampilisan, Zamboanga Del Norte; Wilvar Page Ignacio, 29, single, a resident of Barangay Linabo, Dapitan City, together with the victim identified as Mira Dadang Triana, 25, single, and a resident of Misamis Oriental, all temporarily residing at the aforementioned boardinghouse were having a drinking session and afterwards, the suspects brought the victim inside the room and sexually molested her. The three suspects were successfully arrested and temporarily detained to Dapitan CPS for proper disposition while the victim was brought to Jose Rizal Memorial Hospital for medical examination.

Report on Hacking Incident

MUTIA - Be informed that on or about 6:10 o’clock in the morning of January 27, 2017 Mutia MPS received a report on hacking incident that transpired at Purok 2, brgy Poblacion, Mutia, ZN. Immediately team led by PI JEFERSON ARELLANO, OIC responded to the place of incident. Initial investigation disclosed that the victim identified as JODI LICAYAN y MASAD, male, 30 years old with live in partner, a resident of Purok -2, Poblacion Mutia, ZN was hacked by one ERNESTO DAGOHOY y YABO, male, 61 years old a resident of same place. Further investigation disclosed that at about 6:00 o’clock in the morning of January 27, 2016 the victim was riding his motorcycle upon reaching at the house of the suspect located at Purok -2, Poblacion Mutia, ZN the suspect stopped the victim and without any further reason hacked the victim once hitting his left side of the head that resulted to a hacked wound and immediately  brought to Mutia Rural Health Unit while the suspect was arrested by the responding elements and now temporarily detained at Mutia MPS for filling of appropriate charges. SIBUTAD - Be informed that at around 10:00 o’clock in the morning of January 27, 2017 elements of Sibutad MPS led by SPO4 Danilo P Obnimaga successfully arrested one REY BACONGA y AMATO, 43 years old, male, married a resident of brgy Poblacion, Sibutad, ZN by virtue of warrant of arrest issued by Presiding Judge Joseph O. Dagpin of MCTC, Rizal – Sibutad, ZN 9th Judicial Region, with Criminal Case no. 2696-S charge for “Malicious Mischief” issued on December 16, 2005 with bail fixed at P2, 000.00. MANUKAN - Be informed that at around 11:05 o’clock in the morning of January 27, 2017 elements of Manukan MPS led by PCI NESTOR M GANIA, OIC arrested one  ISAGANI BAGUIOSO y PALANAS aka “Tata”, 40 years old, male, married, farmer a resident of Lamaya, Sergio Osmeña ZN a Top 1 MWP municipal level of Manukan MPS charged for the crime of “CHILD ABUSE under sec 10(a) of R.A. 7610” with criminal case no. 19912 dated June 30, 2016 issued by Presiding Judge Rogelio D. Laquihon, of RTC – 9th Judicial Region, Branch 7 Dipolog City with bail recommended amounting to P80,000.00. Report on Found Cadaver

SIBUTAD - Be informed that at about 10:30 o’clock in the morning of January 27, 2017 a concerned citizen informed Sibutad MPS regarding a human cadaver found at the riverbank of Sipaloc, Sibutad ZN. Investigation disclosed that at around 9:00 o’clock in the morning of same date one Jemar Cariaso y Hampac, 29 years of age, a resident of Purok 1-B, Sipaloc, Sibutad, ZN went fishing on Mokari river and found a human cadaver inside a sack. Further, Dr. Zacharias Tapayan Jr. Municipal Health Officer conducted Post Mortem Exam and described the cadaver as a male person aging 20-24 years old, 5 feet and 2 inches in height, medium built and brown complexion, wearing color red T-Shirt and color blue short pants with hacked wound on his right face and right neck. Arrest on Swindling Suspect

SINDANGAN - Be informed that at around 8:30 o’clock in the morning of January 26, 2017, brgy Captain Martino Magallanes Jr of Maras, Sindangan, ZN brought and turned-over to Sindangan MPS one JERALYN RABACA y CAMO-CAMO, 39 years old, female, single and a resident of Barangay Dicoyong, Sindangan, ZN who was arrested by the latter together with his brgy Lupon named Jun Bacaslig at about 7:00 o’clock in the morning of January 26, 2016 at Barangay Maras, Sindangan, ZN. TAMPILISAN - Be informed that at around 12:52 o’clock dawn of January 28, 2017 Brgy Captain Vicente Antomoy Pagador, of Farmington, Tampilisan, ZN together with his Tanods brought and turned over to Tampilisan MPS one JOMAR GONZALES ALFANTA, 19 years old, Male, single and a resident of Barangay Poblacion, Tampilisan, ZN. Accordingly, said person threw a stone at the house of Mr. NONIE MAGSALAY GONZALES, situated at Farmington, Tampilisan, ZN and also got wild during the funeral of the latter. Spot Report on Alleged Shooting Incident

RIZAL - Be informed that at about 1:20 o’clock in the afternoon of January 28, 2017, Hon. Gerson Supangan y Parame, 42 years old, married, Barangay Chairman of Brgy Birayan, Rizal ZN reported to Rizal MPS thru cellphone call that there was a shooting incident transpired at his barangay. Immediately PNP elements of Rizal MPS composed of PO3 Nestor Clariño, PO3 Alvin Tamparong, PO3 Virgilio Diong, PO2 Ronald Lalangan, PO2 Michel Carpo and PO1 Fouster Melancio proceeded at said place to verify the said report. Initial investigation conducted disclosed that one ISAGANI CUANSING y TAYONE, 31 years old, married, resident of Brgy Tolon, Rizal ZN and one QUIRINO PERIO-PERIO y GONGOB, 53 years old, married, resident of Brgy Birayan, Rizal ZN were having a drinking spree at the house of one Sulpicio Cabasag and engaged in a heated argument that prompting Isagani Cuansing to throw a punch to Quirino Perio-perio hitting his mouth that caused injuries.   Afterwards, Quirino Perio-perio went to his house but later came back bringing caliber 9MM pistol and allegedly fired three (3) times towards Isagani Cuansing.  Fortunately, Isagani Cuansing was able to evade and ran away heading towards Barangay Nangcaan, Rizal, ZN. Suspect Quirino Perio-perio was arrested by responding PNP elements and now detained at Rizal MPS Detention for paraffin testing prior filing of complaint in court. Spot Report on Stabbing Incident and Arrest of Suspects

SALUG - Be informed that on or about 09:05 o’clock in the morning of January 29, 2017 a certain Lynette V. Ramos, 31 years old married came and reported to this station that at around 7:00 o’clock in the evening of January 28, 2017, her father PRIMITIVO D. VILLAVITO SR. 53 years old and a resident of Barangay Liguac, Salug, Zamboanga del Norte was mauled and stabbed by JHONREY LAGARE GARINGO @ “Bong-bong”, 29 years old together with his conspirators VIRGILIO REFUGIO ORTEGA @ “Tata”, 47 years old and CLIMACO RABACA GARINGO @ “Koking”, 64 years old all married and residents of Barangay Liguac, Salug, Zamboanga del Norte. Acted on the report, PNP team of Salug MPS conduct follow-up investigation. Upon arrival of the investigating team at the house of one of the suspects named Climaco Rabaca Garingo, the latter’s wife pointed at the house of Hon. Richard P. Tomarong, Brgy. Captain of Brgy. Liguac, Salug, Zamboanga del Norte saying that the three named suspects were at the Brgy. Captain’s house. Then and there the team went to the house of the Brgy. Captain where the three suspects are present. Subsequently, they were invited to Salug MPS for further investigation. Upon arrival at the police station, they are positively identified by the witnesses, Harley Dave Lluvido Maloloy-on, 12 years old and Jay Lluvido Maloloy-on, 13 years old, that those three suspects were responsible for mauling and stabbing of Primitivo Villavito (the victim). Immediately the responding PNP personnel effect the arrest and subsequently brought the arrested suspects to Liloy Integrated District Hospital for physical and medical examination. While the victim was treated at Liloy Integrated District Hospital on the night of the incident and later forwarded to Zamboanga del Norte Medical Center. KAPATAGAN - Personnel of Tukuran MPS conducted manhunt operation at Barangay Dungguan, Kapatagan, Lanao Del Norte at about 5:30 PM of January 29, 2017. This resulted to the arrest of Roydel Costañas Prito, 22 years old, farmer and a resident of Purok 2, Barangay Sambulawan, Tukuran, Zamboanga Del Sur. The arrest was made by virtue of a warrant of arrest for the crime of attempted rape in relation to R.A. 7610 under criminal case number 13272-2k17, issued by Hon. Benjamin R. Lanzaderas, Presiding Judge Of RTC 9th Judicial Region, Branch 22, Pagadian City, Dated January 9, 2017. The recommended bail bond amounted to eighty thousand pesos (php80, 000.00). Report on the Neutralization of Wanted Person

DAPITAN CITY - Be informed that at about 3:30 o’clock dawn of January 28, 2017, joint elements of Dapitan CPS led by SPO4 Jose Renault Tan and Baliangao MPS, Misamis Occidental led by PINSP JOEL M ESIC-OIC, conducted manhunt operation at Sitio Tamban, Brgy Punta Miray, Baliangao, Mis Occ against one (1)  RECHIE LABATOS GECAIN, (listed as drug watchlist and drug surrenderer of Baliangao MPS), 33 years old, single, jobless, and a resident of same place, by virtue of warrant of arrest issued by Judge Victoriano Di. Lacaya Jr of RTC, 9th, judicial region, Branch 9, Dipolog City dated November 18, 2016 for the crime of “Murder” docketed under Criminal Case No.19386, without bail recommended. During the manhunt operation, upon noticing the presence of operating team, the suspect suddenly opened the door of his house and fired his firearm towards the operating team forcing the team to retaliate and neutralized the said suspect. Subject person was rushed to Calamba District Hospital for medical treatment. Recovered from the suspect were one (1) unit cal .38 revolver with six (6) ammunition; one (1) fired cartridge of cal .38; two (2) pcs plastic sachets containing white crystalline granules believed to be “Shabu”; one (1) aluminum foil; and wallet containing the suspect’s Security Guard ID (expired), TIN Card, one (1) unit cellular phone and money amounting to Ninety-five (P95.00) pesos. Hacking Incident

MUTIA - Hacking incident transpired at Purok 2, Barangay Poblacion, Mutia, Zamboanga Del Norte about 6:10 AM of January 27, 2017.  The victim was identified as JODI Licayan Y Masad, male, 30 years old with live in partner, a resident of mentioned place. He was hacked by one Ernesto Dagohoy Y Yabo, male, 61 yrs old a resident of same place. Investigation disclosed that the victim was riding his motorcycle and upon reaching at the house of the suspect located at the mentioned place, suspect stopped the victim and without any further reason hacked the victim once hitting his left side of the head that resulted to a hacked wound. He was immediately brought to Mutia Rural Health Unit while the suspect was arrested by the responding elements and now temporarily detained at Mutia MPS for filling of appropriate charges.

TAMPILISAN - A man was arrested after he threw a stone and got wild at the house of the late Mr. Nonie Magsalay Gonzales, situated at Farmington, Tampilisan, Zamboanga Del Norte at about 12:52 AM of January 28, 2017. Arrested was Jomar Gonzales Alfanta, 19 years old, male, single and a resident of Barangay Poblacion, Tampilisan, Zamboanga Del Norte. Barangay Chairman Nabbed for Grave Threat

KATIPUNAN - A Barangay Chairman who was facing grave threat charges was arrested by CIDG at about 8:30 AM of January 26, 2017 at Barangay Luyoran, Katipunan, Zamboanga Del Norte. CIDG identified the arrested man as Arfel Dico Daan, 42 years old Barangay Captain of Barangay Luyoran Katipunan. He was charged for “Grave Threats” docketed in Criminal Case 003-12(K) pursuant to the Warrant of Arrest duly signed and issued by Hon. Alnaiza T. Hassiman-Jamud, Presiding Judge of 5th MCTC–Katipunan-Sergio Osmeña, Sr. 9th Judicial Region on January 18, 2017. Said accused now temporarily detained at Katipunan MPS waiting for commitment order for serving of sentenced.

KATIPUNAN - Two individuals one of them a barangay chairman was arrested during police operation carried out by CIDG at Barangay Singatong, Katipunan, Zamboanga Del Norte at about 7:00 AM of January 26, 2017. Arrested were identified as Samuel Laquio Emia, Barangay Chairman of Barangay Singatong, Katipunan, 65 years old and Abraham Baguio Emia, 40 years all Filipinos, all married and residents of Barangay Singatong, Katipunan, Zamboanga Del Norte. The two are charged for Violation of “slight physical injuries” docketed in Criminal Case No.: 022-12(K) pursuant to the Warrant of Arrest issued by Hon. Alnaiza T. Hassiman-Jamud, Presiding Judge of 5th MCTC–Katipunan-Sergio Osmeña, Sr. 9th Judicial Region on January 18, 2017. Arrest was made at their residents. Said persons were temporarily detained at Katipunan MPS waiting for commitment order for serving of sentenced.

KATIPUNAN - A driver with slight physical injuries charges was arrested at about 5:30 PM of January 26, 2017 at Barangay Singatong Katipunan Zamboanga Del Norte. Katipunan MPS identified as Noe Baguio Emia ‘Tata’, 37 years old, Driver, Married and a resident said place. He was arrested for “Slight Physical Injuries” docketed in Criminal Case No.: 022-12(K) pursuant to the Warrant of Arrest issued by Hon. Alnaiza T. Hassiman-Jamud, Presiding Judge of 5th MCTC–Katipunan-Sergio Osmeña, Sr. 9th Judicial Region on January 18, 2017. Pusher Arrested in Manukan

MANUKAN - The operatives of Manukan MPS conducted police operation in Barangay Poblacion, Manukan, Zamboanga Del Norte at about 2:15 PM of January 26, 2017. Arrested was Jason Balia Ansali, alias Banggala, 26 years old, single, laborer resident of said place and Taphang surrenderer and categorized as Pusher. This is by virtue of warrant of arrest issued by Victoriano Dl. Lacaya, Jr, Presiding Judge of RTC – 9th Judicial Region, Branch 9, Dipolog City for the crime of Robbery issued on December 28, 2016 docketed in Criminal case No. 21352 with Bail amounting to forty thousand pesos(Php.40,000.00) for his temporary liberty. Stabbing Incident

DAPITAN CITY - Be informed that at about 6:16 o’clock in the evening of January 24, 2017, Dapitan City Radio Control informed Dapitan CPS that there was a stabbing incident transpired at Brgy. Antipolo, Dapitan City wherein victim identified as one ELMER BANCAIREN y BALAGOT, 26 years old, single was stabbed by one ALVIN LACTUAN y PESAN, 47 years old, married, both residing at the said barangay. Initial investigation conducted by PO2 Nick Quimiguing revealed that during the fiesta of Brgy. Antipolo the suspect where having a drinking spree together with his friends and brother-in-law at the store of Brgy. Councilor Cyrill Elcamel. The victim happened to pass by and was called by the suspect, which he offered him a drink. Both the suspect and the victim were having a conversation about their previous conflict that was already settled at the barangay level. The victim asked permission to buy cigarette at the other store and promised to return. After a while, when the victim returned, the suspect got angry that resulted to a commotion. The suspect drew a knife and stabbed the victim. The victim sustained lone stabbed wound at his left back portion of his body and was immediately brought to Dr. Jose Rizal Memorial Hospital for medication. Responding PNP personnel successfully arrested the suspect and turned-over to Dapitan CPS station and temporarily detained pending filling of formal charges. For information.

SINDANGAN - Elements of Sindangan MPS led by Pci Rolando Hernandez Barraquio conducted manhunt operation at Barangay Piao, Sindangan, Zamboanga Del Norte at about 10:00 am of January 25, 2017. This resulted to arrest of Diosdado Ruben Caballero, 74 years old, married, male and a resident of the above mentioned place. This is by virtue of warrant of arrest issued by Hon. Reymar L. Lacaya Presiding Judge, RTC, 9th Judicial Region, Branch 11, Sindangan, Zamboanga Del Norte for the crime of qualified theft of coconuts docketed under criminal case nr s-5378 dated august 22, 2016. Recommended bail bond amounted to Php 24,000.00. Arrested person is presently detained at Sindangan MPS for proper disposition.

Rape Suspect Arrested in Dipolog

DIPOLOG CITY - Operatives of Dipolog City Police Station led by Police Senior Inspector Alexis Bahunsua conducted manhunt operation at Quezon Avenue Corner Lacaya St., Barangay Central, Dipolog City, Zamboanga Del Norte at about 3:30 PM of January 25, 2017. This resulted to the arrest of Jolan Almirol Poralan, 22 years old, male and a resident of Barangay Diwan, Dipolog City, Zamboanga Del Norte. Suspect has a pending warrant of arrest issued by Judge Rogelio D. Laquihon, Presiding Judge of RTC Branch-7 Dipolog City for the crime of rape docketed under cc # 19265 with no bail bond recommended. Arrested subject person is presently detained at Dipolog CPS for proper disposition.

Campaign against Illegal Gambling

SINDANGAN - Operatives of Sindangan MPS conducted police operation on illegal gambling at Barangay Motibot, Sindangan, Zamboanga Del Norte at about 6:35 PM of January 25, 2017. This after the police received information that group of people playing illegal gambling locally known as “Bagrak” in the house of Cristito S. Duterte located at the said place.  The operation led to the apprehension of seven (7) violators. Confiscated from their possession were gambling paraphernalia enumerated as follows: one (1) mahjong table, six (6) plastic chairs, one (1) sheet of mahjong pad, two (2) dices, thirty two (32) pieces mahjong tiles, one (1) piece Johnson’s baby powder (25g) and cash money amounting to nine hundred twenty five pesos (p925,00) as bet money. Arrested persons were brought to Sindangan MPS for proper disposition.

Hacking Incident

SERGIO OSMEÑA - Hacking incident occurred at Purok 1, Princesa Lamaya, Sergio Osmeña Sr., Zamboanga Del Norte at about 6:30 PM of January 23, 2017. The victim was identified as Remar Meralles y Mangubay, 21 years old, single, farmer and a resident of same place. He was allegedly hacked by certain Tata Baguioso of legal age, married, farmer and a resident Sitio Bariokan, Princesa Lamaya, Sergio Osmeña Sr., Zamboanga Del Norte. Initial investigation conducted showed the victim together with his brothers namely: Renan Meralles and Ronald Meralles were having a drinking spree at the house of their uncle Fernando Quintino at Sitio Bariokan, barangay Princesa Lamaya, Sergio Osmeña, Zamboanga Del Norte. The suspect, believed to be under the influence of intoxicating liquor, who is a son in-law and neighbor of their uncle got wild outside the house. The victim, considering that they were friends with the suspect went outside to pacify him but as the victim approached the suspect, he was suddenly hacked using a bolo hitting on his right shoulder. Said suspect immediately fled to unknown direction right after the incident while said victim was rushed to Sergio Osmeña District hospital for medication. PNP personnel of Sergio Osmeña MPS are now conducting manhunt operation for the possible arrest of the suspect.

Report on Vehicular Accident

GUTALAC - Vehicular accident took place at about 8:45 AM of January 24, 2017, wherein the Mitsubishi Montero of one Gedion Bachiller y Ferolino, 47 yrs. old, married; a resident of Barangay Salvador, Gutalac, Zamboanga del Norte accidentally hit a Kymco motorcycle with Plate Number JA 12631. The MC subsequently bumped into the glass bread stand of Ronlyn Baskesop. After the vehicle hit the motorcycle, it also crashed into Almar’s Eatery. Initial investigation conducted disclosed that  the said vehicle went from a car wash, when the driver maneuver the said car, he found out that it was uncontrollable due to loss of brake that resulted to multiple damage of properties and slight physical injuries to Jenelyn Buraos y Cubillo, 34 years old, female, a resident of said place, who was eating inside the said eatery, and Alvin Camontol y Lamasan, 2 years old, male, a resident of Pitogo, Leon B. Postigo, who was with his father, bought bread at the said bakeshop. The two victims were brought to Dipolog Medical Center for immediate medical attention while the driver was brought to Gutalac MPS and temporarily detained thereat after he fails to present pertinent documents and his driver’s license.

Report on the Recovery of Abandoned Motorcycle

DAPITAN CITY - Be informed that at about 9:40 o’clock in the evening of January 24, 2017, Brgy Chairman Oscar Balladares of Brgy. Polo, Dapitan City reported through cellphone that there was a motorcycle abandoned at Polo Elementary School. Acted on the report, elements of Dapitan CPS led by PO3 Charlie Viadnes proceeded to the above-mentioned place to verify the said report. Upon arrival at said place, the said Brgy Chairman turn-over the abandoned Red Yamaha Vega without plate number. Said motorcycle was brought to Dapitan CPS for proper disposition. For information.

Recovery of Stolen Motorcycle

SALUG - Be informed that at about 5:45 o’clock in the morning of January 24, 2017, duty personnel received a call thru hotline from a concerned citizen that there was a suspicious person sighted at Sitio Campo, Barangay Mucas, Salug, ZN particularly near the carwash owned by one Benito Angcon Batucal. Acted on the report, responding team of Salug MPS proceeded to the reported area to verify the veracity of the said information. Upon arrival at the aforementioned place, subject suspicious person was nowhere to be found and believed that have already fled to unknown direction upon sensing the approaching policemen. Thereat, the responding team noticed one unit red Honda 125 XRM motorcycle bearing Plate Number 6245 JI with chassis number XRM 16018139, engine number XRM16EO18143, registered under the name of Edgar Pingkian Sr., a resident of Bayanihan, Gutalac, ZN and was assumed by Santiago Breto Araño, married, 35 years old and a resident of Barangay Lanawan, Salug, ZN. Accordingly, said motorcycle was kept and parked by the owner inside their house and was stolen by the suspect believed to be between1:00 o’clock dawn to 5:00 o’clock in the morning of same date, which he also left behind after seeing the policemen. Further investigation revealed that the said suspicious person, believed to be the one who carted away the cash estimated to two hundred (P200.00) to three hundred (P300.00) pesos, after destroying the box owned by the nearby carwash. Shooting Incident

SIRAWAI - Shooting incident occurred at Purok Kayuhan (Post 5) Sirawai Proper, Sirawai, Zamboanga Del Norte at about 9:30 AM January 23, 2017. Investigation conducted disclosed that the victim was identified as Latip Jumdani y Lawan, 35years old, married, fish vendor, a resident of Barangay Recodo, Zamboanga City and temporarily residing at Purok Kayuhan (Post 5) Sirawai Proper, Sirawai, Zamboanga Del Norte. The victim was shot by three (3) unidentified perpetrators wearing bonnets using cal. 45 based on the empty shells and slugs recovered at the crime scene. Further investigation revealed that the victim was walking outside his house in Sirawai, and without any word, he was shot by the three unidentified suspects who were then waiting for him. The victim suffered multiple GSW’s to the different parts of his body and head that caused his death.  The said incident is not a drug related. Recovered at the crime scene were eight (8) empty shells of cal. 45 and one (1) slug which are now deposited at Sirwai MPS for exhibit.  Suspects escaped from the crime scene towards mangrove area heading to Barangay Piacan, Sirawai, Zamboanga Del Norte. Elements of Sirawai MPS is now conducting pursuit operation to locate and for possible arrest of the perpetrators.

Hacking Incident

DAPITAN CITY - Hacking incident transpired at Sitio Simay, Barangay Masidlakon, Dapitan City at about 7:00 PM of January 21 2017. The victim was identified as Joven Oniñeza, 40 years old, male, single, and a resident of the Barangay Masidlakon, Dapitan City while suspect was identified as Fidel Maninantan y Saile, 55 years old, male, married and also a resident of said place. Initial investigation disclosed that, at about 7:00 PM of same date, suspect and victim were both under the influenced of liquor and having a drinking spree. When victim was about to leave, suspect waylaid the victim and hacked with the use of   scythe hitting on his right hand of the victim. Victim was brought to Piñan District Hospital for medical treatment while suspect was arrested and brought to Dapitan CPS for filing of appropriate charges in court. Weapon used on said incident was recovered at the crime scene and also deposited for court exhibit.

Vehicular Accident

KATIPUNAN - Vehicular accident occurred along the national highway of Barangay Dr Jose Rizal, Katipunan, Zamboanga Del Norte about 6:55 AM of January 21, 2017involving two vehicles described as follows; V1 - FUSO palletized, with motor no. 8PC8-270232, chassis no. FU418U-511208, plate number GJT-602, MV File no. 0716-152636 in the name of JYP Hauling Services, INC., driven by Mr. Santos Magusara Cabatcha Jr., 46 years old, married, driver, DOB-5/1/1970, college level a resident of Rizal Lopez, Jaena, Miasamis Occident holding PDL number RO4-94-024813, expired on 5-12-2017 and V2- Black Rouser Kawsaki with temporary plate no. 090110 driven a certain Christian Jay Cajote, 23 years old, single, Philippine Army Personnel based at Jolo Sulu together with his back rider named May Grace Tutuan y Aronda, 19 years old, single, jobless a resident of Pobalacion Leon Postigo, Zamboanga del Norte, whom driver was not able to present his pertinent papers of driving for he was rush to Zanorte Medical Center, Dipolog City.Initial investigation conducted by the PNP responding Team of Katipunan MPS disclosed that both vehicle were running in opposite direction wherein V1 was running towards Dipolog City and V2 was also running towards Leon Postigo, Zamboanga del Norte and upon reaching at the national highway of barangay Dr. Jose, Rizal, Katipunan, Zamboanga del Norte particularly at the curve line, V2 without any measures undertaken to prevent from an accident, took the lane portion of V1 thereby causing to collide on the left side portion of the FUSO truck. Driver of the motorcycle Christian Jay Cajote and his  back rider Mary Grace Tutuan sustained injuries on different parts of their  body and were brought to ZANORTE Medical Center Dipolog City for medication. Driver of the FUSO Truck voluntarily surrender to Katipunan MPS while vehicle involved were impounded at said MPS for further investigation and proper disposition.

KATIPUNAN - Non-Motor Vehicle Traffic Accident occurred along the National Highway of Barangay Tuburan, Katipunan, Zamboanga Del Norte 7:45 AM of January 21, 2017 wherein a Honda Wave 110, plate number JA 80784, engine number K09L0E028988, chassis no. KO9L0028980 registered in the name of Elizabeth Lomoljo y Pabatao, 52 years old, a resident of Pob. Godod, Zamboanga del Norte driven by Mr. Ernesto Lomoljo y Renture, 47 years old, married, teacher also of Pob. Godod, Zamboanga del Norte who failed to present driver license accidentally hit a pedestrian identified as one Liacah Napenas  Ruaya, 40 years old, married, housekeeper a resident of Baranagy Tuburan, Katipunan. Initial investigation conducted by the PNP responding Team of Katipunan MPS disclosed that MC Honda Wave 110 was travelling along the way bound for Dipolog City and upon reaching at said place  a pedestrian named Liacah Napenas Ruaya without any measures undertaken to prevent from an accident and in an imprudence manner, suddenly crossed the national highway and the result thereof, the latter was bumped by a running vehicle. Victim pedestrian and the driver were sustained minor injury on their body and were rush to ZANORTE, Medical Center, Dipolog City for immediate treatment.MC involved on the accident was deposited at Katipunan MPS.

This resulted to the arrest of one Alfredo Opaon y Jumalon, 82 years old and a resident of Barangay Sinipay, Sibutad, Zamboanga del Norte by virtue of warrant of arrest issued by Hon. Roy P. Murallon Acting Presiding Judge RTC of 10th Judicial Region, Branch 36, Calamba, Misamis Occidental docketed in Criminal case no. 1375 for Violation of sec 113 of RA 10654 (Employing Unlicensed Crew), issued on January 5, 2017 with bail bond fixed at P10, 000.00 for his temporary liberty. Hacking Incident

SIBUCO - Hacking incident occurred at about 8:00 PM of January 19, 2017 at Barangay Sto. Nino, Sibuco. Initial investigation disclosed that the victim was identified as Reneboy Libres  Alugbate a.k.a. “Gagang”, 38 yrs old, married, a Barangay Tanod who sustained a hack wound on his left face. The victim was rushed to a hospital in zamboanga city for treatment. The suspect was identified as Jayson Palermo Y Felipe a.k.a. Bagsang, 34 years old, married, a Barangay Janitor. Both are residents of Barangay Sto Nino, Sibuco. After the incident, the suspect ran away. Further investigation disclosed that during the incident, the son of the victim, Ricky Libres Y Taipen, 13 years old was also hit and sustained a head injury. The incident stemmed from a heated argument. Elements of Sibuco MPS are still conducting a follow-up investigation for the arrest of the suspect.

Subject person was arrested by virtue of warrant of arrest for the crime of illegal discharge of firearm issued by Hon. Alnaiza T. DAPITAN CITY - Elements of Dapitan CPS together with elements of Sapang Dalaga, Misamis Occidental MPS conducted a joint manhunt operation in Purok 3, Barangay Bitibut, Sapang Dalaga, Misamis Occidental at about 3:45 PM of January 20 2017. This led to the arrest of Junry Ganob Magsanay, 26 years old, male, single, resident of said place. subject person was arrested by virtue of five (5) warrants of arrest all issued by acting Presiding Judge Vittorio Dante D. Dalman of MTCC, 9th Judicial Region, Dapitan City Dated April 16, 2016 for the following crimes - reckless imprudence resulting to slight physical injuries with criminal case no. 17863, reckless imprudence resulting to damage to property with criminal case no. 17864, violation of sec. 15, art. iii in relation to sec. 56(d) of R.A. 4136 with criminal case no. 17865, violation of sec. 18 chapter ii, art. iii in relation to sec. 56(d) of R.A. 4136 with criminal case no. 17866, and violation of sec. 56(d) of R.A. 4136 with a recommended bail bond of two thousand pesos (Php 2,000.00) for each case. At about 5:30 PM of same date, the suspect posted bail for his temporary liberty with order of release signed by Acting Presiding Judge Vittorio Dante D. Thievery Incident

DIPOLOG CITY - A thievery incident transpired at GMK centro mart located at North Proper Galas, Dipolog City, Zamboanga Del Norte at about 9:45 AM of January 19, 2017. Investigation conducted disclosed that at around 7:00 am of January 19, 2017, Merlina Tan-Martinez, 63 years old, married and a resident of Laoag, Galas, Dipolog City, Zamboanga Del Norte owner of the aforesaid store discovered that her store was entered by unidentified suspect/s who gained entry by cutting and bending the two (2) horizontal steel grills located at the left side of the wall. Carted away are the assorted groceries amounting to more or less thirteen thousand five hundred pesos (P13, 500.00) and cash money amounting to one thousand five hundred pesos (p1, 500.00). Dipolog City Police Station is now conducting a thorough investigation for possible identity and arrest of the suspect(s).

Thievery Incident

DIPOLOG CITY - A thievery incident transpired at the warehouse located at National Highway, Sta. Filomena, Dipolog City, Zamboanga Del Norte. The warehouse was owned by Joven Dinglasa Lim, 28 years old, married and a resident of Osmeña St. Central, Dipolog City, Zamboanga Del Norte.  Initial investigation conducted disclosed that at around 7:39 am of January 19, 2017, Eljune Esnane, discovered that the padlocks of the main gate and the door of the aforesaid warehouse was already destroyed prompted him to call the owner thru cellular phone and informed him about the incident. Further investigation revealed that the suspect/s gained entry by climbing thru the concrete fence of the warehouse and destroyed the padlocks and took the one (1) unit Vespa ½ HP air compressor and exited using the door of the main gate. Dipolog City Police Station is still conducting a follow-up investigation for possible identify and arrest the culprits/s.       

Spot Report on Alarm and Scandal

GUTALAC - Be informed that in the evening of January 18, 2017, PNP personnel of Gutalac MPS led by SPO1 PAISER S. ONTONG proceeded at Barangay Lower Lux, Gutalac, ZN purposely to provide security during the DISCO CELEBRATION in connection to the Araw ng Barangay Lower Lux as requested by the office of the Barangay Chairman to maintain peace and order of the said activity.  While thereat, at about 01:30 o’clock dawn more or less of January 19, 2017, a commotion transpired at said place, wherein one MARRION PEREZ SALCEDO, 23 years old and one RICHARD LINGATONG MANOLONG, 22 years old, both single and a resident of Barangay San Roque and Barangay Lux, Gutalac, ZN respectively, were involved in said commotion. Initial investigation disclosed that, Marrion Salcedo inducing trouble which he boxed a bystander and forcibly drag a woman to be his partner. While the PNP personnel pacify the first commotion, another person, identify as Richard Lingatong Manolong, suddenly attack and boxed a bystander, who was dancing at the disco area. This resulted to the arrest of Rebecca Parami Nee Lawas, 52 years old, female, married and a resident of the aforementioned place. Subject person was arrested by virtue of warrant of arrest issued by Acting Presiding Judge Vittorio Dante D Dalman of Mtcc, 9th Judicial Region, Dapitan City for the crime of grave slander dated January 13, 2017 docketed under criminal case nr. 17942 with bail bond recommended amounting to six thousand pesos (P6, 000.00). MUTIA - Operatives of Mutia MPS led by Police Inspector Jefferson P. Arellano conducted manhunt operation at Barangay Alvenda, Mutia, Zamboanga Del Norte at about 5:30 PM of January 19, 2017. This resulted to the arrest of Jemie D. Tumagna, 51 years old and Nilo D. Tumagna, 40 years old, male, married both resident of Barangay Alvenda, Mutia, Zamboanga Del Norte. Subject person has standing warrant of arrest issued by Judge Victoriano Dl. Lacaya, Of RTC Branch 9, Dipolog City for the crime of  frustrated murder docketed under criminal case number 21377 with the recommended bail bond of two hundred thousand pesos (P200,000.00) each. Anti-illegal Drugs Operation    

LILOY - Operatives of Liloy MPS, Zamboanga Del Norte-Police Intelligence Branch, and Zamboanga Del Norte Public Safety Company conducted illegal drug buy-bust operation at Barangay Fatima, Liloy, Zamboanga Del Norte at about 12:15 PM of January 19, 2017. This resulted to the arrest of Aldrin Manait Magtagad, 40 years old, male, married, businessman and a resident of Barangay Fatima, Liloy, Zamboanga Del Norte. confiscated from his possession and control were; one (1) pc small sachet believed to be shabu (buy bust item), two (2) pcs small sachet believed to be shabu, drug paraphernalia’s, one (1) pc five hundred peso bill as marked money bearing serial no. ha 824476 and cash amounting to p80,060.00 pesos in different denomination. Arrested subject person is presently detained at Liloy MPS pending for filing of appropriate charges in court.

REPORTED INCIDENT - January 19, 2017

Suicide Incident

LILOY - Suicide incident took place in Purok San Jose, Barangay Baybay, Liloy, Zamboanga Del Norte at about 5:40 PM of January 18, 2017. The victim was identified as Mansueto Estaño, 60-64 years old, a resident of Barangay Fatima, Liloy, Zamboanga Del Norte. Accordingly, the victim used a nylon rope tied around his neck and hanged himself. He was pronounced dead by Dr. Nanette Dagomo Digamon – Health Officer. Initial investigation disclosed that the victim committed suicide due to personal problem. The cadaver of the victim was brought to Villa Babas Funeral Homes for funeral services.      

Fire Incident

SINDANGAN - Fire incident transpired at Barangay Poblacion, Sindangan, Zamboanga Del Norte at around 10:45 PM of January 17, 2017, wherein the two (2) story mercantile building made of mixed construction materials of wood, cement and steel owned by Mrs. Liza J. Catacutan was totally razed by fire. Mrs. Karen M. Panes, occupant of the said building and the owner of Crisve Enterprises was also affected and incurred various stock and supply damages. Initial investigation disclosed based on the account of al Ryan Catacutan, son of the owner; he was sleeping at the second floor of the said establishment during the occurrence. Allegedly he smelled an odor like a burned plastic downstairs and when he verified, he saw a vast of fire near the counter area of their store. Said building was utilized as residential house on the second floor and store. Neighboring municipal fire stations of Siayan, Leon Postigo, Jose Dalman and Salug MPS also responded to assist in extinguishing the fire. Estimated fire damages is worth to seven million two hundred thousand pesos (₱7,200,000.00). During the incident, SFO1 Rey Timtim member of Salug Fire Station sustained minor laceration on his left thumb. The fire investigator is still conducting intensive investigation to ascertain the cause of the fire and declared fire out on or before 3:30 AM of January 18, 2017.

Recovery of Cadaver

ROXAS - A cadaver was discovered floating along the river of Sitio Malupis, Barangay Denoman, Roxas, Zamboanga Del Norte at about 11:30 AM of January 18, 2017. The cadaver was later identified as Rene Ledama Tuganan, married, 24 years old, and a resident of the above mentioned place. Post mortem examination conducted by Rural Health Unit personnel disclosed that there was no foul play involved. The cadaver was brought to Rubio Funeral Homes located at Barangay Piao, Roxas, Zamboanga Del Norte for proper disposition.

Report on Drowning Incident

RIZAL - Drowning incident occurred at the Riverbank of Barangay San Roque, Rizal, Zamboanga Del Norte at about 4:00 PM of January 18, 2017. The cadaver of a drowned victim was identified as Paterno Lazos y Tome, 76 years old, married, resident of El Paraiso, Sapang Dalaga, Misamis Occidental. The Rizal MPS conducted retrieval operation on the found cadaver.  Due to the heavy current of water, responding team find it hard to retrieve the cadaver which was trapped on several fragment woods, bamboos, and coconut shells. Victim’s face was already eaten by unknown insects/animals but was positively identified by relatives thru his teeth and his clothing. 

Initial investigation conducted disclosed that victim was reported missing last January 16, 2017 after he left his house and proceeded to his tenanted land at Barangay Tolon, Rizal but failed to return home.  Relatives of the victim search the river and later found his cadaver at the riverbank of Barangay San Roque, Rizal. Post-mortem examination was conducted by Dr. Leonard Mah, Municipal Health Officer of Rizal, and further confirmed no foul play regarding the victim’s death.

KATIPUNAN - A RA 9262 violator was arrested during police operation in Purok Sari-Sari, Barangay New Tambo, Katipunan, Zamboanga Del Norte at about 12:10 PM of January 18, 2017. Arrested was identified as Rico Gumalal Manoy, 47 years old, a resident of the above mentioned place. This is by virtue of warrant of arrest for violation of section 5 (a) of RA 9262 issued by hon. Rogelio D Laquihon Presiding Judge of RTC 9, Branch 7, Dipolog City, Zamboanga Del Norte Dated  January 6, 2017 docketed under criminal case number 21309 with bail bond recommended fixed at twelve thousand pesos (₱12,000.00). Subject person is temporarily detained at Katipunan MPS for proper disposition.

Top 3 Most Wanted Man Falls

MANUKAN - A man listed as the Top 3 most wanted person in Manukan MPS was arrested during police operation at Sitio Loquillos, Barangay Poblacion, Manukan, Zamboanga Del Norte at about 6:45 PM of January 18, 2017. Manukan MPS identified the arrested man as Pablito Lirasan Senio, 49 years old, married, a resident of the above mentioned place. Suspect was arrested by virtue of warrant of arrest for the crime of rape in relation to ra 7610 issued by Hon. Ric Bastasa, Presiding Judge of MTC 9th Judicial Region, Manukan, Zamboanga Del Norte  Dated September 18, 2003 docketed under criminal case number 2894, with no bail bond recommended.  Arrested person is temporarily detained at Manukan MPS for proper disposition.
