Spot Report on Motor Vehicle Traffic Accident

MUTIA - Be informed that at about 9:20 o’clock in the morning of May 31, 2017, a motor vehicle traffic accident transpired along the National Highway of Brgy Unidos, Mutia, Z.N. involving motorcycle and a pedestrian described as follows: a. Motorcycle – White/blue RUSI with plate no. 090105, driven by one ANGIE CALAPIZ GANIES ,16 years old and a resident of Brgy Unidos, Mutia, Z.N.; and b. Pedestrian - Narcisa Castañares Clariño, legal age and a resident of BrgySto. Tomas, Mutia Z.N. Investigation conducted disclosed that while said motorcycle was travelling along the national highway of Brgy Poblacion bound to Brgy Unidos of said municipality and upon arrival at the place of accident suddenly bumped the pedestrian while the latter was crossing to the other side of the road.As a result, said motorcycle and the pedestrian fell on the road sustaining physical injuries to both pedestrian and the driver. SIOCON - Be informed that at about 8:30 o’clock in the morning of May 31, 2017, MDET of Siocon MPS in coordination with PDEA conducted drug buy bust operation at Quezon Avenue, Poblacion, Siocon Z.N. and successfully arrested one TAJUL IBNO y ALIPAN, 45 years old, married, fisherman and a resident of Brgy. Bucana, Siocon Z.N. Confiscated from his possession and control were the following, to wit: a. One (1) piece crumpled White/Black paper containing four (4) pieces of heat sealed transparent plastic sachets containing white crystalline substance believed to be “SHABU”; b. One (1) piece crumpled paper containing four (4) pieces of cut/strip aluminum tin foils; c. One (1) disposable lighter; and d. One (1) unit Single MC Honda Wave 125 White combination with Black with plate number 2590 JE without any pertinent papers.Proper documentation and marking of Seized Items were conducted in the presence of Hon. SINDANGAN - Be informed that at about 10:20 o’clock in the morning of May 31, 2017, PNP personnel of Sindangan MPS led by SPO1 John HenrickFerolino conducted manhunt operation at BrgyLagag, Sindangan, Z.N. and successfully arrested one RUSTICO POLLESCAS y BALOARTE, 37 years old, married, male, farmer and a resident of said place.Subject wasarrested by virtue of Warrant of Arrest issued by Judge REYMAR L LACAYA of RTC 9th Judicial Region, Sindangan, Z.N.for the crime of “violation of PD 1602” docketed in Criminal Case no. 5368 dated July 14, 2016 with bailbond amounting to PHP20,000.00. SERGIO OSMEÑA - Be informed that at about 9:00 o’clock in the morning of May 31, 2017, one ARVIN PANGASIAN, 18 years old, single, a resident of Barangay San Juan, Sergio Osmeña, Z.N.appeared in Sergio Osmeña MPS and reported that his red/white Honda XRM 125 motorcycle bearing Plate No. JA52476, Chassis No. KPY00066750 and Motor No. KPY00E066757 was found missing and believed to be carted by unidentified suspect/s while parked at Brgy. San Juan, Sergio Osmeña Z.N. at around 5:00o’clock in the morning of May 28,2017. LILOY - Be informed that at about 10:00 o’clock in the morning of May 31, 2017, an information received by Liloy MPS that a wanted person was sighted at Brgy Villa C. Sudiacal, Liloy, ZN. At about 11:55 o’clock in the morning of same date, PNP personnel of Liloy MPS conducted manhunt operation and arrest of one GECAR ABIGAN y MONTICALBO, male, Filipino, 17 years old, single and a resident of Villa C. Sudiacal, Liloy, ZNby virtue of order of arrest signed by Hon. Judge Oscar Tomarong of RTC Branch 28 Liloy, ZN for the crime of “Acts of Lasciviousness” under Section 5 (b) of “R.A. 7610” docketed in Criminal case no. L-003121 dated May 25, 2017 with a bail bond recommended to One Hundred Eighty thousand pesos (Php180,000.00) for his temporary liberty.Said arrested person was brought to Liloy Integrated Health District Hospital for medical/physical examination and now detained atLiloyMPS. Accomplishment Report on Swindling (Estafa)

SINDANGAN - Be informed that at about 11:30 o’clock in the morning of May 31, 2017, a swindling incident transpired at Cadungog and Jocelyn Andapat Rice and Corn store situated at Brgy. Pob. Sindangan, ZN wherein suspect identified as RUEL GEGREMOSA RICO, 43 years old, married, male, Filipino and a resident of Barangay San Isidro, Liloy, ZN, was arrested by the responding police officers, when a complainant asked for their assistance. Initial investigation conducted by the said responding police officer,disclosed that the suspect pretended to buy a rice using the P1000.00 bill for his payment and when cashiers mislead, he then switched the P1000 peso bill into P100 peso bill. Recovered from the possession of the suspect one (1) unit cherry mobile cellphone, one (1) piece coin purse containing four (4) pieces One-hundred-peso bill with a total of (Php400.00), five (5) pieces five peso coins, three (3) pieces one peso coin, one (1) piece lighter color orange, one (1) MLhuillier receipt. Harassment Incident

SIRAWAI - Members of lawless elements more or less 30 personnel’s wearing Philippine Army uniform position themselves at the back portion of the 42nd IB, Bravo Company camp located at Barangay Dona Cecilia, Sirawai, Zamboanga Del Norte at about 11:00 AM of May 30, 2017. The said suspects allegedly maneuvered towards Barangay Panabutan, Sirawai, Zamboanga Del Norte. Based on the information received from 1^st Lieutenant Basoy, Company Commander of 42nd Ib, Bravo Coy states that the group of lawless elements was seen at Barangay Pisa Puti, Sirawai, Zamboanga Del Norte and allegedly coordinated by the MILF. At around 1:30 PM of this even date, an air strike conducted at the back of the said camp wherein Law less elements position themselves at the high ground. At around 3:15 PM of this date information received by from Mayor Gamar Janihim of Sirawai states that the Law less elements were position at Barangay Panabutan, particularly at Pamana Building. All government transactions of this municipality are still in normal operation thus some residents from Barangay Doṅa Cecilia, Panabutan, Sipakit and San Vicente All of This Municipality was evacuated. JOSE DALMAN - Be informed that on May 30, 2017 at about 4:00 o’clock in the morning, PNP personnel of Jose Dalman MPS led by PO3 Noel Acojedo while conducting Sea Borne Patrol at the Municipal Sea Water of Jose Dalman MPS successfully apprehended two (2) fishing vessel for violation of Municipal Fishery Ordinance as follows: one fishing vessel marked with “ETHAN”, color yellow and green combination, operated by ARTURO MARATAS y RADA-Boat Master, 63 years old, married and a resident of Leon B. Postigo, ZN, owned by ELESIO PAUSAL RODRIGUEZ, 62 years old, married and a resident of Brgy. Poblacion, Jose Dalman, ZN; and one fishing vessel marked with “JBL”, color white, operated by GILBERT SEDIGO y ELCAMIL-Boat Master, 32 years old, married, a resident of Brgy. Tamil, Jose Dalman, ZN, and owned by MelchorPampiloLlido, 52 years old, married, and a resident of Brgy. Poblacion, Jose Dalman, ZN. Spot Report on Stabbing Incident

ROXAS - Be informed that at about 1:30 o’clock in the afternoon of May 30, 2017, one Esteban A. Sumambod, 55 years old,  together with Erwin C. Randes, 23 years old, both married, residents and barangay tanod of Barangay Tantingon, Roxas, Zambo Norte came to Roxas MPS and turned over the living body of one LUCIO SUDO AMANUNG, 85 years old, married and resident of barangay Tantingon, Roxas, Zambo Norte, allegedly a suspect of stabbing of one DARYL A. SANTIAGO, 31 years old, married also a resident of same place. Initial investigation conducted disclosed that prior to the incident at about 12:30 o’clock in the afternoon of May 30, 2017, the victim went to the house of the suspect at Barangay Tantingon, Roxas, Zambo Norte anda heated argument ensued between the two. Since the suspect armed with sharp pointed bamboo he stabbed the victim twice and hit the abdomen and right chest. Report on fire Incident

MANUKAN - Be informed that at about 10:40 o’clock in the evening of May 30, 2017 Manukan MPS received a cell phone call from a concerned citizen and reported that a fire incident transpired at a residential area of Brgy. Punta Blanca, Manukan ZN particularly at the house of WARLITO BUNO-AN, Acted the said report, Personnel of Manukan MPS immediately informed BFP of said municipality through their hotline number 09162294107. Initial investigation conducted disclosed by FO1 Arvin C. Valencia revealed that during the incident there was a power interruption in the area, the family opted to use a candle light. The fire was stared at the master’s bedroom, and it was made by light materials and totally razed by fire. Estimated cost of damage (Two Thousand pesos) Php2, 000.00. Report on Mauling Incident

DIPOLOG CITY - Be informed that at around 12:35 o’clock in the morning of May 31, 2017, SPO1 Michael Benjie Ybañez brought and turned over to Dipolog CPS one RENE TABARES y CLARIS, bet. 34 - 36 years old, single and a resident of Burgos St., Central Barangay, Dipolog City. Said person was responsible in mauling Ian Dwight Arcinas y Castillon, 29 years old, single, a resident of Block 3 lot 10, Victoria Hills, Cunacon, Polanco, Zamboanga de Norte and John J Bhelmar Villarino y Jaca, 19 years old, single and a resident Poblacion South, Polanco, Zamboanga del Norte at Malvar St corner Magsaysay St, Miputak, Dipolog City. Initial Investigation conducted disclosed that according to the victims they were jointly mauled by RENE TABARES and his other companions at aforementioned place who fled to unknown direction when the police arrived. During follow-up operation conducted by the responding PNP of Dipolog CPS, one GINO SANTILLANA y ANCOG, 20 years old, single and a resident of Burgos St., Central Barangay, Dipolog City was arrested while ARJAN MASIBOD, and other unidentified cohorts are still at large. Incident happened at around 12:05 o’clock in the morning of May 31, 2017. The victims sustained injuries on the different parts of their bodies and went to Zamboanga del Norte Medical Center for medical treatment. Man Held for Carrying Unlicensed Firearm

LILOY - Operatives of Liloy MPS arrested a man for possessing short firearm at Barangay Silucap, Liloy, Zamboanga Del Norte at about 6:30 PM of May 30, 2017. Confiscated from his possession and control were: one (1) unit caliber .38 revolver loaded with six (6) rounds of ammunition, one (1) double blade knife with scabbard, one (1) black inside holster of caliber .38, one (1) camouflage sling holster, four (4) rounds of caliber . 45 ammunition, two (2) pieces fired cartridge cases of caliber .45, one (1) round of caliber 9mm ammunition, two (2) rounds of caliber 5.56 ammunition, one (1) round of 12 gauge shotgun ammunition, six (6) rounds of caliber .38 ammunitions, three (3) fired cartridge cases of caliber .22, one (1) unit cellular phone lenovo color black, and thirty-five pieces pellets of air gun. The suspect later identified as Mark Anthony Podador Milanay, 20 years old, with live-in partner, a resident of Barangay Villa C. Sudiacal, Liloy, Zamboanga Del Norte. Project Double Barrel

LABASON - Operatives of Labason MPS conducted drug buy-bust operation at Barangay Imelda, Labason, Zamboanga Del Norte at about 1:30 PM of May 30, 2017. This resulted in the arrest of Michael Esgerra Pestañas, 29 years old, married, bus conductor and a resident of Barangay Kanipaan, Bayog, Zamboanga Del Sur and is currently staying on a rented house at Barangay Imelda, Labason, Zamboanga Del Norte. Confiscated from his possession and control were: one (1) small heat sealed transparent plastic sachet of suspected shabu as buy-bust item, three (3) pieces of small heat sealed transparent plastic sachets of suspected for possession and six (6) pieces of one hundred (₱100.00) peso bill bearing serial numbers ah165417, cf187815, ub676396, kt383097, jf345911, su336509 as marked money. The inventory of the confiscated items was done in the presence of Hon. Henry Eslabon, Barangay Councilor Of Imelda, Labason, Zamboanga Del Norte And Alberto P Jamarolin, Media Representative. Filomena, Dipolog City for Violation of City Ordinance Number 107 docketed under Criminal Case Number A-49962 dated May 11, 2017 issued by Hon. Chad Martin Paler, Presiding Judge of MTCC Branch 1, Dipolog City with a bailbond recommended is fixed to four thousand pesos (Php4, 000.00) for his temporarily liberty. SALUG - Be informed that at about 12:40 o’clock in the afternoon of May 30, 2017, MDEU of Salug MPS composed of PCI VEDASTO J DASMARIÑAS III, PO3 Harley June B. Mangayao in coordination with PDEA conducted a Drug Buy-Bust Operation with the aid of an EIB against SAHAC ANDAL y HUSSEIN alyas “Sama”, 26 years old, Filipino, Male, Single and resident of Brgy Caracol, Salug ZN for Violation of “R.A. 9165” particularly at Salug Public Market, Brgy. Poblacion, Salug, ZN. The team successfully arrested the above-mentioned subject and recovered the following drug evidence and non-drug evidence from the possession and control of the suspect in the presence of Hon. Report on Hacking Incident

SALUG - Be informed that at about 6:45 o’clock in the morning of May 26, 2017 one Kagawad Joel Andaya, of legal age, single, Barangay Kagawad of Barangay Binoni, Salug ZN reported to Salug MPS thru cellphone callthat a hacking incident transpired at their barangay. Personnel of Salug MPS responded to the said report and identified the victim as one JAIME TALADUWA, retired member of Philippine Army and the suspect as one NOELITO DELACORTA, single, 38 years old, single, farmer and both resident of said place. Initial investigation conducted by the investigator on-case (IOC) of Salug MPS disclosed thatat about 6:00 o’clock in the morning of same date, victim passed by at the house of the suspect wherein NoelitoDelacortagot mad and armed with sharp bolo then hacked Jaime Taladuwahitting on the head and at the different parts of his body and was immediately rushed to Liloy Integrated Health District Hospital and later on was forwarded at ZANORTE Medical Center inSicayab, Dipolog City. Suspect was arrested by the responding team who was then standing on the balcony of their house holding a sharp bolo. Spot Report on Stabbing Incident

DAPITAN CITY - Be informed that about 6:55 o’clock in the evening of May 26, 2017, Dapitan CPS received an information thru cellphone that there was a stabbing incident transpired at Sitio Cavite, Brgy Baylimango, Dapitan City particularly at the Videoke house owned by Brgy. Councilor Romeo H. Abrea. Acted on the said report, PNP Alert Team of Dapitan CPS, proceeded to the area to verify the veracity of the said report. Upon on their arrival to the place of incident, they able to confirm the said report and identify the victim as one JESSIE POTOY y PANDO, 24 years old, single a resident of Sitio Cavite, Brgy Baylimango, Dapitan City and the suspect identify as one ANTONIO ALIANIC y ANTIDO, 59 years old, married a resident of same place. Initial investigation conducted by PO2 Nick Quimiguing, IOC, disclosed that prior to the incident, at about 5:00PM of May 26, 2017, the victim was in the videoke house of Councilor Romeo H. Abrea, located of same place, having a drinking spree with his friends. Few hours later, the suspect arrived at the said place and without apparent reason stabbed the victim hitting at his right side of his neck. After the incident, the suspect fled away towards unknown direction while the victim was brought to DJRM Hospital, Dapitan City for medical treatment.At about 7:15 o’clock in the evening of same date, the suspect Antonio Alianic y Antido was turned – over by Hon Cecilio Q. Tuala, a Brgy Councilor of Baylimango, Dapitan City with Randy P. Alianic, nephew of the suspect. The victim was released after treatment of the said hospital while the suspect was detained at Dapitan CPS for filling for appropriate charges in court.For information.

Report on Found Dead Body

SERGIO OSMEÑA - Be informed that at about 10:00 o’clock in the morning of May 27, 2017, Sergio Osmeña MPS received a cellphone callfrom Brgy. Captain Danilo Candillada, of BrgyDampalan, Sergio Osmeña, ZN that there was a killing incident transpired at Purok 7, of said barangay. Acted on the said report, PNP personnel of Sergio Osmeña MPS together with Dra. Mary Rose S. Bugtai, Municipal Health Officer, proceeded to the place of incident to verify, and to conduct investigation and post mortem examination thereat. Initial investigation conducted disclosed that the victim identified as JOVEN SAYRE MANGUBAY, 45-50 years old, male, single, farmer and no permanent address, who temporarily living the abandoned house of his elder sister since September 2016 situated at the aforesaid place. Accordingly, he was from Delapa, Sibutad, ZN. That at about 6: 30 o’clock in the morning of same date, said victim was discovered lying outside the house full of blood.Upon verification of the doctor, victim sustained multiple hacked on his neck and other parts of his body. The said victim had tattoo on his buttock marked as BM 29. The victim also sustained gunshot wound on his buttock, by a home-made shotgun, which the doctor believed the cause of his untimely death. Further Investigation made by the IOC, that accordingly, the elder brother of the victim was also killed at Sibutad, ZN, 3 or 4 years ago. Possible motive was personal grudge,that to be determine and subject for confirmation. KATIPUNAN - Be informed that on or about 4:30 o’clock in the morningof May 28, 2017, RenieTabad y Tabad, Barangay chairman of Sitog, Katipunan ZN came and reported to Katipunan MPS that a stabbing incident transpired at Sitio Tagbotagbo of said Barangay wherein one MARLON SANTOS INGGAT, 36 years old, married and a resident of Sitio Balangasag, was stabbed by a certain LEO MAGHINAY, 28 years old, a resident of Sitio New Dapitan, all of Barangay Sitog Katipunan ZDN. Immediately, personnel of Katipunan MPS led SPO3 Bernard P. Jalosjos, immediately proceeded at said place to verify the veracity of the report. Initial investigation conducted by the investigator on case SPO3 Bernard P Jalosjos with contact number 0930-766-2344 disclosed that at about 3:45 o’clock in the morning, the victim and the suspect had a drinking spree and a heated argument arise and a commotion between the victim and the suspect then the suspect stabbed the victim hitting on his abdomen with the use of a hunting knife.After the incident, the suspect fled to unknown direction while the victim was immediately brought to Zamboanga del Norte, Medical Center, Dipolog City for medical treatment. Motive of the incident - personal grudge. Personnel of Katipunan MPS conducting follow-up operation and at about 10:00 o’clock in the morning of May 28 2017, the suspect voluntarily surrendered to Katipunan MPS accompanied by Mr. Efren Bayer, barangay Tanod of BrgySitog, Katipunan, ZDN. Suspect was informed of his constitutional rights as well as the doctrine of Anti-Torture Law. The suspect turned-over the weapon used in stabbing the victim: one (1) Hunting knife measuresseven (7) inches long including the wooden handle and was deposited at said police station for proper disposition. SINDANGAN - Be informed that on or about 11:00 o’clock in the evening of May 27, 2017, Marciano Magulta y Lipapa, 52 years old, married, male Filipino and a resident at Sitio Lintuad, Barangay Bago, Sindangan, ZDN appeared and reported to Sindangan MPS that a hacking Incident transpired at said place wherein the victim is his son. Immediately, personnel of Sindangna MPS led by PO2 Dafel D Pinote responded the said report. Initial investigation conducted disclosed that at about 9:00o’clock in the evening of May 27, 2017, while the victim JONATHAN MAGULTA y LIPAPA, 25 years old, married, male, Filipino and a resident of same place was in his house, he pacified her neighbor NARDA DOMEN(suspect) for being very noisy because she was engaged in a drinking spree that resulted to an argument.The suspect went home and when she came back armed with a sickle, the suspect hacked the victim twice hitting on his left arm and on the back portion of his body. After the incident, the victim was immediately brought to Sindangan District Hospital for medical treatment while the suspect immediately left her house together with her husband going to unknown direction. SINDANGAN - Be informed that at about 8:55 o’clock in the evening of May 28, 2017, Barangay Chairman Ritchie Su of Don Ricardo Macias, Sindangan, Zamboanga del Norte informed Sindangan MPS thru cellphone call that a drowning incident transpired at the sea waters of said barangay. Immediately, personnel of Sindangan MPS led by PO3 Edgar Gutual, together with Mr. Bernardo Nayre, Rural Health Representative (RHU) of Sindangan MPS responded and proceeded at said place. Initial investigation conducted disclosed that at about 4:00 o’clock in the afternoon of same date, the victim ROSALINDO CARCUEVA y ABAO, 39 years old, male, Filipino, married, fisherman and a resident of Brgy Don Ricardo Macias, Sindangan, Zamboanga del Norte together with his son REYMART CARCUEVA y LIGA, 14 years old, male, Filipino, and the victim’s nephew CHARLIE CRUZ y ALONG, 21 years old, male, Filipino, single and both residents of said place were go on fishnet fishing at the high seas of said barangay on board a small fishing boat. At about 6:00 o’clock in the evening of same date, while they were on the process of pulling the fishnet, suddenly their boat overturned that prompted them to swam bound to the shallow area however, the victim did not reach and believed that his body cramp that caused him to drowned under the sea water and at about 8:00 o’clock in the evening, they found the lifeless body of the victim. Post mortem examination conducted by Mr. Bernardo Nayre disclosed that the cause of death is due to drowning. The dead body of the victim was immediately turned-over to his Family.  For information.

POLANCO - Be informed that on or about 8:10 o’clock in the evening of May 26, 2017 PNP elements of Polanco MPS led by PCI ALEJANDRO TIBA TRABADILLO-COP together with PSI MANUEL ELUMBARING ACABAL of Dipolog CPS conducted manhunt operations at Purok Marang, Barangay San Pedro, Polanco, ZN that resulted to the arrest of SENEN CALALANG GALABIN, 35 years old, married, farmer and a resident of said place. Accused was arrested at his resident at about 1:00o’clock in the morning of May 27, 2017 by virtue of warrant of arrest issued and signed by Hon. RIC S. BASTASA, Presiding   Judge of RTC,9th Judicial Region, Branch 8 of Dipolog City dated January 4, 2017 for the crime of “FRUSTRATED MURDER” docketed under criminal case number 20530 with bail recommended in the amount of two hundred thousand pesos (Php200,000.00). SINDANGAN - Be informed that on or about 6:30 o’clock in the evening of May 26, 2017, PNP personnel of Sindangan MPS led PO3 Felix Isaw with PO2 IannAbunda, PO2 RonieAbrasaldo and PO1 JeopelSahon brought and turned-over to Sindangan MPS one (1) living body of JESON ACOPIO y DELA PEÑA, who was a suspect of Unjust Vexation and Illegal possession of Deadly Weapon. Accordingly, prior to the to the arrest of the subject person, the latter got wild, created trouble and armed with a hunting knife inside CL market situated at Poblacion, Sindangan, Zamboanga del Norte that triggered the people around to attack him that resulted him to sustained injuries. PIÑAN - Be informed that at about 8:35 o’clock in the evening of May 28, 2017, at Barangay Poblacion North Piñan, ZDN, personnel of Piñan MPS led by PSI ARCELITO H DERAMA-COP thru an intelligence driven operation with the  assistance of Barangay Information Network (BIN) and Eye in  the Barangay (EIB), conducted manhunt operation that resulted to the arrest of one MARCIAL JUNDIS ALGLEN, 40 years old, married, businessman, a resident of said Barangay by virtue of Warrant of Arrest for the crime of “RECKLESS IMPRUDENCE RESULTING TO HOMICIDE AND SERIOUS PHYSICAL INJURIES”docketed under Criminal Case No.12784  duly  issued and signed by  Presiding  Judge Nimfa B. Carreon-Padao of 3rd MCTC, 9th Judicial Region, Sindangan, Zamboanga del Norte dated April 10, 2017. REPORTED INCIDENT - May 25, 2017

Ambush Incident

SIOCON - An ambush incident has transpired at Barangay Malambuhangin, Siocon, Zamboanga Del Norte at about 1:45 AM of May 24, 2017, wherein a Toyota for tuner color red bearing plate number SHZ 424 driven by Bhong Asani Dulah, 53 years old, married, a resident of Sirawai, Zamboanga Del Norte together with engineer Ambali Alawali Tangcapa, 53 years old, assistant operation officer of Sirawai LGU, Zamboanga Del Norte and four (4) members of the Philippine Army was ambush by more or less six (6) unidentified persons using different types of firearms. Fortunately, no casualty or injuries happen during the incident while the vehicle was damaged due to several gunshots. Recovered at the crime scene were: four (4) fired cartridge of caliber m16 rifle and 5 fired cartridge of caliber .45 pistols.

Progress Report on Ambush Incident

SIRAWAI - On May 24, 2017 at about 4:30 AM, Siocon MPS received information from Sirawai MPS that an ambush incident has transpired at Barangay Malambuhangin, Siocon, Zamboanga Del Norte. Immediately, alert team of Siocon MPS led by Pinsp Jimmy Abrasaldo, OIC together with troops of 42nd Infantry Battalion, Philippine Army, 13th Special Forces Company (SFC) and 3rd maneuvering platoon of Provincial Public Safety Company (PPSC) proceeded at the place of incident for ocular investigation. initial investigation disclosed that at about 1:45 am of the same date the vehicle describe as Toyota for tuner color red bearing plate number SHZ 424 driven by certain Bhong Asani Dulah, 53 years old, married, a resident of Sirawai, Zamboanga Del Norte traveling from Zamboanga City To Sirawai, Zamboanga Del Norte onboard were engineer Ambali Alawali Tangcapa, 53 years old, assistant operation officer of Sirawai Local Government Unit (LGU), Zamboanga Del Norte together with four (4) members of the Philippine army and upon reaching at the place of incident they were waylaid by more or less six (6) unidentified suspects using different caliber of firearms. Fortunately, casualty nor injured suffered by the driver and the passengers during the incident. The vehicle was damaged due to several gunshots. Recovered at the crime scene were four (4) fired cartridges of caliber 5.56 m16 rifle and five (5) fired cartridges of caliber .45 pistols. Personnel of Siocon MPS are still conducting in-depth investigation as to the identity of the suspects for filing of appropriate charges in court. Motive of the incident is still undetermined. Cadaver Found

SINDANGAN - Unidentified cadaver was discovered at barangay Lawis, Sindangan, Zamboanga Del Norte at about 9:00 AM of May 24, 2017. The lifeless female body was found in prone position discovered on the floor of the living room and full of maggots later identified as Erpicita Basalo Albia, 64 years old, widow and a resident of the above-mentioned place. Initial investigation disclosed that at about 7:00 AM of the same date, the neighbors of the victim smell bad odor that prompted them to report to the Barangay Captain Enriquito Rosete of the said place. Further, investigation revealed that the victim was last seen alive on May 21, 2017 in her house. Based on the post mortem examination conducted by Mr. Bernardo Nayre, RHU representative, the cause of death of the victim was due to cardiac arrest. The cadaver of the victim was properly turned over to her relatives for proper disposition.

SINDANGAN - A former mayor of Siayan was arrested in Barangay Dapaon, Sindangan, Zamboanga Del Norte. at about 6:30 AM of May 24, 2017. The arrested man was identified as Wilfredo Alicayos Siasico, 68 years old, married, former mayor and a resident of Barangay Denuyan, Siayan, Zamboanga Del Norte. This is by virtue of warrant of arrest for violation of section 3 (e) of RA 3019 issued by Hon. Rodolfo A. Ponferrada, Chairperson Of Sixth Division, Sandigan Bayan, Quezon City Dated April 25, 2017 docketed under criminal case number sb17crm0747 with recommended bail-bond of thirty thousand (₱30, 000.00) pesos for his temporary liberty. Rape Incident

POLANCO - A 41-year old man was arrested after he allegedly raped an 8-year old child in Barangay Anastacio, Polanco, Zambonga Del Norte at about 5:25 PM of May 23, 2017. The suspect was identified as Junie Patagoc Suminguit, 41 years old a resident of Purok Calachuchi, Barangay Anastacio, Polanco, Zamboanga Del Norte. The victim was brought to Polanco Rural Health Unit for medical examination while the suspect is temporarily detained at Polanco MPS for proper disposition.

Man Held in Checkpoint for Carrying Unlicensed Firearm

POLANCO - Operatives of Zamboanga Del Norte PPSC conducted checkpoint operation along Barangay Macleodes, Polanco, Zamboanga Del Norte at about 4:45 PM of May 23, 2017. The team was able to flagged down one (1) unit motorcycle Honda XRM color white and red combination bearing plate number 3197ja with engine number krh00e003679 and chassis number krh00003698, driven by Florejes Casinto Bandajon, 38 years old, married a resident of Barangay Nuevavista, Sergio Osmeña, Zamboanga Del Norte with his back rider identified as Allan P Casao, 31 years old, married a resident of Barangay Dampalan, Sergio Osmeña, Zamboanga Del Norte. The team requested them to open their bags and in plain view, Po1 Erickson C Joven and PO1 Roden A Regencia saw a short firearm identified later as caliber .45 pistol. DIPOLOG CITY - The Drug Enforcement Unit of Dipolog CPS and PDEA conducted joint drug buy-bust operation at Barangay Sta. Filomena, Dipolog City, Zamboanga Del Norte particularly at the back of Averde Pension house at about 11:00 PM of May 23, 2017. This resulted in the arrest of the following: Ronilyn Damason Macalisang, 21 years old, single, a resident of Barangay New Dapitan, Rizal, Arjun Dagpin Jaralve, 35 years old, married a resident of Barangay Sta. Filomena, Michael Angelo Te Regencia, 20 years old, single a resident of Barangay Sta. Filomena, Fernando Cataraja Gumela, 25 years old, single a resident of Barangay Turno,  Jayson Ridela Paranguay, 22 years old, single a resident of Barangay Lower, Dicayas, Guilly John Narvacan Adriatico, 23 years old, single a resident of Barangay Estaka, Sherwin Rey Abalora Saso, 20 years old, single a resident of Sitio Bolicon, Barangay Turno, and Rhea Gay Lasola Flores, 16 years old, single a resident of Barangay Mias, Katipunan, all of Dapitan City, Zamboanga Del Norte. confiscated from their possession and control were: one (1) heat-sealed transparent plastic sachet containing suspected shabu, five (5) pieces of one hundred (₱100.00) peso bill bearing serial numbers dh145439, nc236630, dl754958, tf342667 and cw300479 respectively as buy-bust money, one five hundred (₱500.00) peso bill with serial number cn495510 as buy-bust money, one (1) heat-sealed medium-sized transparent plastic sachet containing suspected shabu, six (6) pieces big heat sealed transparent plastic sachet containing suspected shabu, one (1) unit black Samsung analog phone, one hundred (₱100.00) peso bill bearing serial d224822, one (1) high school identification card, one (1) brown wallet, one (1) brown bag containing female accessories and cosmetic and drugs paraphernalia. The inventory of the confiscated items was done in the presence of Hon. Warlon B. Mejares, Barangay Councilor and Rosevelt D Mondinido, Media Representative. The estimated street value of the confiscated suspected shabu is one hundred fifty thousand (₱150,000.00) pesos. Vehicular Accident

SINDANGAN - Vehicular accident occurred at Barangay Poblacion, Sindangan, Zamboanga Del Norte near Sea Oil Gas Station at about 11:00 PM of May 24, 2017. The victim was seen lying at the above-mentioned place together with Honda CB 110 motorcycle, color black and green combination with plate no 6839 JN. He was identified as Julius Guevarra Nenoria, 39 years old, male, married, a resident of Brgy. Datu Tangkilan, Sindangan. He was brought to Sindangan District Hospital however declared dead on arrival by the attending physician. Based on the investigation conducted, the witness averred that he heard an impact believed to be a collision of vehicles when he verify he saw another motorcycle on board two person who hurriedly left the area living the victim lying on the ground. Meanwhile, at around 2:50 AM of same date, Reynaldo Luy Rosales, 22 years old, male, single, a resident of Brgy La Roche, San Miguel, Sindangan, voluntarily surrendered to Sindangan MPS and confessed that he was the driver of the Honda xrm 110, color red, with no plate no attached, that collided to the motorcycle Honda CB 110 with his back rider identified as Stephanie Carla Timtim Lindayao, 18 years old, female. Further driver and back rider sustained physical injuries and was brought to Sindangan District Hospital for medical attention. DIPOLOG CITY - Robbery incident transpired at Lleyton Ville Subdivision At Fr Patangan Road, Brgy Sta Isabel, Dipolog City, Zamboanga Del Norte about 9:35 PM of May 22, 2017, wherein the victim identified as Razi Bolabon Allani, 24 years old, single of same place. investigation disclosed that the suspects gained entrance at the back portion window of the said unit by utilizing coco lumber as a ladder and once inside took the following; one (1) fossil watch colored silver, one (1) wrist watch colored gold, one (1) silver necklace, cash money amounting to (P5, 000.00) and two (2) mobile phones (cherry mobile and Sony Ericson). Incident discovered by the owner at around 7:00 PM of same date and believed it was happen at around 5:00 PM also of same date.

Stabbing Incident

SERGIO OSMEÑA - Stabbing incident occurred at Barangay Poblacion Alto, Sergio Osmeña, Zamboanga Del Norte at about 5:0 PM of May 20, 2017. The victim was identified as Reybert Andoy, 27 years old, male, single, farmer. He was stabbed by suspect identified as Reynante Dayap, of legal age, male, married, farmer and a resident of San Vicente, Dumingag, Zamboanga Del Sur. Initial investigation conducted disclosed that the victim walking inside the vicinity of Sergio Osmeña Public Market, Zamboanga Del Norte when the suspect arrived and suddenly stabbed the victim hitting on the right chest. Suspect fled to unknown direction. Victim managed to run away and asked for help and immediately brought to Sergio Osmeña District Hospital and further forwarded to Zamboanga Del Norte Medical Center, Dipolog City for medical treatment. MANUKAN - Be informed that at around 6:55 o’clock in the evening of May 18, 2017 one LEONARDA SUMIWAN y ANDILUM,45 years old, married, farmer anda resident of Brgy Serongan, Manukan Z.N. Cameto Manukan MPS and reported that at around 6:00 o’clock in the evening of  May 18, 2017 while inside their house she was boxed several times, hitting on her head with no apparent reason by her husband named ERNESTO SUMIWAN y ONDE, 60 years old, farmer also a resident of same place. During the police response at their residence, the suspect was already in custody of the brgy tanods thereat and was brought to Manukan MPS. At around 9:00 o’clock in the morning of May 19, 2017 the suspect was formally charged for Violation of section 5(a) of RA 9262 docketed under Criminal Case No 21669, with bail of (Php60,000) filed under HON. SERGIO OSMEÑA - Be informed that at about 6:10 o’clock in the evening of May 19 2017, Sergio Osmena MPS received info regarding the presence of a wanted person named DONALD ALBERTO BANGUIL, male, 31 years old, single a resident of Brgy Pedagan, Sergio Osmena, Z.N., at Sitio Mamara, brgy Venus, Sergio Osmena, Z.N. charged for the crime of “ACTS OF LASCIVIOUSNESS in relation to sec 5 of R.A. 7610” with criminal case number 21445, issued by Judge Rogelio Laquihon branch 7 RTC9, Dipolog City, dated February 27, 2017 with bail of (PHP180,000.00). Immediately, Sergio Osmena MPS led by PCI ROMAR AV LIM, OIC conducted checkpoint along the aforementioned place. At around 6:33 o’clock in the evening of same date a passenger motorcycle was flagged down and arrested the suspect. Report on Stabbing Incident

MANUKAN - Be informed that on or about 5:55 o’clock in the afternoon of May 19, 2017 one JOCELYN LISONDRA y TUMONGNAN 21 years old, married a resident of Sitio Palite, Brgy Serongan, Manukan ZN came to Manukan MPS and reported that his father MARTIN TUMONGNAN y ANLIMA, 60 years old, married, farmer a resident of same place was stabbed by her brother BURGOS TUMONGNAN y ANYAG 36 years old, single, farmer also a resident of same place. Initial investigationdisclosed that at around 2:00 o’clock in the afternoon of same while at their house, the duo had a heated argument and suddenly the suspect grabbed a knife measuring 11.6 cm from handle to tip and stabbed the victim hitting at his nose. The victim fell into the ground and managed to ran. At around 7:40 o’clock in the evening of same date the suspect was arrested at their residence by the responding PNP personnel and now detained at Manukan MPS while the victim was brought to Manukan Medicare Hospital. Neutralization of Wanted Person

DAPITAN CITY - Be informed that on or about 9:32 o’clock in the evening of May 18, 2017 Eye in the Barangay (EIB), called PO3 Julius Pelusas that a certain JEREMIE GALOTA y CABASE, legal age, male, single a resident of brgy. Ba-ao, Dapitan City was sighted in Purok Basak, Brgy Barcelona, Dapitan City. Said person has a standing Warrant of Arrest for the crime of “ATTEMPTED HOMICIDE” with Criminal Case No. 17928 issued by Judge Vittorio Dante D. Dalman, MTCC, Dapitan City dated October 14, 2016 with bail of (Php12,000.00). At about 3:00 o’clock in the afternoon of May 19, 2017, Dapitan CPS led by PO3 Pelusas conducted manhunt operation at the aforementioned place. Upon arrival, said personnel positioned themselves on the shoulder of the road at Purok Basak, Brgy Barcelona, Dapitan City. At about 5:30 o’clock in the afternoon, the subject was sighted riding MC. He was positively identified by the EIB. The PNP personnel then signaled him to stop and he slowed down. They informed him that they are police officers and he has a standing warrant of arrest. The Subject instead of giving up sped away that prompted the PNP personnel to chase him riding their MC’s. About 500 meters chased, the subject MC stumbled prompting PO3 Pelusas to abruptly stop sending himself on the ground. PO1 Reil Ebol chased the subject  on foot thru the bushes and was able to get hold of the suspect but PO1 Ebol unfortunately slipped. PO1 Ebol and the subject scuffled thereby giving the chance of the subject to draw his knife from his waist and stabbed PO1 Ebol but unfortunately missed. PO3 Pelusas shouted the subject to freeze and fired 2 warning shots but subject ignored.He then shot the subject aiming on his thigh but due to the scuffling, subject was hit on his right lower back. Subject was brought to Dr. Jose Rizal Memorial Hospital, Dawo, Dapitan City but was declared DOA by the attending physician Dr. Ramonita M. Mandin. Cadaver of the subject now lies at Gamalinda Funeral Homes. Report on Motor Vehicle Traffic Accident

KATIPUNAN - Be informed that at about 6:27 o’clock in the evening of May 19, 2017 Alert Team of Katipunan MPS responded to a reported MVTA transpired at Brgy Daanglungsod, Katipunan, ZN wherein two vehicles were involved. VEH-1 describes as a red Honda 200 XLR, with plate no YW 6801, chassis no KCN00-99Z-006415, engine no KCN009Z-006415E, CR No 79268804, OR No 576278566 registered under the name of Cadayday, Dave of Danao, Panglao, Bohol, driven by MARK ANTHONY SORIANO y ORONG, male, married, 25 years old a resident of Piao, Roxas , ZN with non-professional driver’s license no J01-09-002787, with one back rider, Jesryl Galimet, y Rubia, male, single, 23 years old  a resident of Poblacion, Roxas, ZN. Initial investigation conducted disclosed that both VEH’s were plying same direction from Roxas to Dipolog City, upon reaching at the place of incident, VEH-2 who was running ahead of VEH-1 made a sudden left turn resulting VEH-1 to bump at the rear of VEH-2. Accomplishment Report on the Arrest of Wanted Person

DAPITAN CITY - Be informed that at about 4:30 o’clock in the afternoon of May 20, 2017 PNP elements of Polanco MPS with coordination of Dapitan CPS conducted manhunt operation in Barangay Hilltop, Dapitan City, Z.N. and arrested ANTONIO BAGATUA LARGO, 56 years old, married, farmer and a resident of said place, by virtue of Alias Warrant of Arrest issued by Hon Soledad A. Acaylar, of RTC9, Branch 7, Dipolog City, dated May 15, 2004 for the crime of “RAPE” docketed under Criminal Case No. 11690 with bail bond recommended to One Hundred twenty-Thousand pesos (P120,000.00). RA 9262 Violator Held

MANUKAN - One Leonarda Andilum Sumiwan, 45 years old, married, farmer, a resident of Barangay Serongan, Manukan, Zamboanga Del Norte reported to Manukan MPS that at around 6:00 PM of May 18, 2017 while she was inside their house her husband Ernesto Onde Sumiwan, 60 years old, farmer of same place, hit her a first blow, hitting on her head. During the police response, the suspect was already in custody by the Brgy Tanods thereat and was brought to Manukan MPS. at around 9:00 AM of May 19, 2017, the suspect was  formally charged for violation of section 5 (a) of ra 9262 docketed under criminal case no 21669, with bail of (php 60,000) filed under Hon. Felin R Legara – Comidoy, Prosecutor I, Rtc Zn, 9th Judicial Region, Branch 7, Dipolog City. Arrested subject person is presently detained at Manukan MPS while waiting for the commitment order.

Project Double Barrel

LILOY - Drug Enforcement Team of Liloy MPS conducted drug buy-bust operation at green grove resort located at Barangay Villa C. Sudiacal, Liloy, Zamboanga Del Norte at about 8:00 AM of May 18, 2017. This resulted in the arrest of Januel Tingob Rada, 17 years old, single a resident of Sitio Campo, Barangay Poblacion, Salug, Zamboanga Del Norte. Confiscated from his possession and control were: one (1) small heat sealed transparent plastic sachet of suspected shabu, drugs paraphernalia, one (1) sling bag color black, one (1) unit smith and Wesson caliber .38 revolver, three (3) rounds of ammunition for caliber .38, one (1) fired cartridge of caliber .38 and two (2) pieces of one hundred (₱100.00) peso bill bearing serial numbers ks231984 and cw517006 as marked money. The inventory of the confiscated items was done in the presence of Hon. Bernardino Marañon, Barangay Councilor of Villa C. Sudiacal, Liloy, Zamboanga Del Norte and Gilbert D. Garcia Media Representative. The arrested suspect and the confiscated items were brought to Liloy MPS for proper disposition.

Man Held for Violation of Illegal Possession of FA

SINDANGAN - Elements of Sindangan MPS conducted operation against loose firearms at Barangay Benigno Aquino Jr., Sindangan, Zamboanga Del Norte at about 7:45 PM of May 18, 2017. This after receiving information from the Barangay Chairman Georgette Ramirez that a male person identified as Remy Ansuroy Antugon a suspect in killing his own wife was sighted armed with an unidentified caliber of firearm. Immediately the team conducted entrapment operation in cooperation with the barangay chairman by calling the subject person to come in to his house to shed light on the allegation about the killing of his wife. At about 9:00 PM of the same date, one (1) unit of motorcycle appeared near the house of the barangay chairman boarded with four (4) persons. When the three (3) persons alighted from the motorcycle, the team immediately approached and introduced themselves as police officer and asked him to raise his t-shirt, the team saw one (1) unit improvised firearm tucked on his waist. The team immediately arrested the suspect and confiscated from his possession were: one (1) homemade short firearm without serial number loaded with one (1) round ammunition of caliber 5.56 and four (4) rounds of caliber 5.56 ammunition on his left pocket. Arrested person was brought to Sindangan MPS for proper disposition.

Man Held for Attempting to Hack a Barangay Councilor

JOSE DALMAN - A 30-year old man was arrested after he was allegedly attempted to hack a Barangay Councilor in Barangay Marupay, Jose Dalman, Zamboanga Del Norte at about 3:00 PM of May 18, 2017. The victim was identified as Jovito Dumolon Anlip, 33 years old, married, Barangay Councilor of said place. Accordingly, he was chased by Juntec Sanig Carig, 30 years old, married a resident of the above-mentioned place who was armed with a bolo. The victim run and hides at the house of Jocelyn Elias Ondol, of legal age a resident of the same place. Initial investigation disclosed that the suspect is under the influence of intoxicating liquor stroked the door of the said house with the used of bolo to gain entrance. Fortunately, the victim was able to exit at the house using the back door.  Confiscated from his possession and control one (1) bolo measuring nineteen (19) inches long. The arrested person and the confiscated item were brought to Jose Dalman MPS for proper disposition.

Shooting Incident

SIRAWAI - Shooting incident occurred at Sitio Quary, Barangay Donia Cecilia, Sirawai, Zamboanga Del Norte at about 12:05 PM of May 17, 2017. Wherein victim identified as Robi Piniola Relativo, 30 years old, married, employee of SPLC (Dacon Company) as laborer and a resident of Barangay Guban, Sirawai, Zamboanga Del Norte was shot by unidentified perpetrator. Initial investigation conducted disclosed that the victim was riding his horse together with more or less 33 companions who also riding a horse from Dacon main plant at Barangay San Nicolas on their way to Barangay Guban and upon reaching at the place of incident, unidentified perpetrator shot the victim hitting on the different parts of his body and immediately brought to Sirawai Rural Health Unit for medical attention by Hon. Ibni Dulos, Barangay Captain of Barangay Donia Cecilia, Sirawai, and referred to Zamboanga City for further medication. Recovered at the crime scene three (3) m16 and two (2) M14 fired cartridges cases. Sirawai MPS conducted follow up investigation to determine the motive and for possible arrest of the suspect.

Hacking Incident

SIBUCO - Hacking incident transpired at Barangay Tangarak, Sibuco, Zamboanga Del Norte at about 3:00 PM of May 17, 2017, wherein the victim identified as Dennis Gumalam Bao-as, 30 years old, married, Barangay Tanod of said place. Suspect identified as Jun-Jun Canoy, legal age, of same place. Initial investigation conducted disclosed that the victim was pacifying the suspect who is in trouble with Godofredo Malig-On and Gleserio Malig-On, suddenly the suspect without any apparent reason hacked the victim and fled towards Lower Tangarak after the incident. Victim sustained hacked wounds at left elbow and forehead and was brought to Barangay Labuan, Zamboanga City Hospital for medical attention. PNP personnel of Sibuco MPS are now conducting follow-up operation for the possible arrest of the suspect.

Vehicular Traffic Accident

JOSE DALMAN - Vehicular traffic accident transpired at Siparok, Jose Dalman, Zamboanga Del Norte at about 4:06 AM of May 17, 2017, wherein Rural Transit Min Inc. (Air con Bus), with plate number JVJ 299, color red, body number 10026 and driven by Ricardo Baje Arsua, 49 years old, married and a resident of Aguada Poblacion, Ozamis City, Misamis Occidental and Estrada color black, with red plate number SFP 271. Initial investigation conducted disclosed that at about 3:45 am of same date, a passenger bus, Rural Transit Min Inc. (Aircon Bus), travelling from south direction (Zamboanga City) going to north direction (Dipolog City Bound), that upon reaching at the place of incident, accidentally bumped into the unattended pick-up vehicle strada while being parked at the road right shoulder portion of the said national highway facing at north direction hitting at the left rear part of the said pick-up. As a resulted, both vehicles were incurred/sustained damages and the rural transit was brought to Jose Dalman MPS for proper disposition. Further, investigator on case conducted coordination with the LTO Office, Dipolog City for possible identification of the rightful owner/government office who has the authority of said vehicle Estrada.

Vehicular Traffic Accident

POLANCO - Vehicular traffic accident transpired at Barangay Silawe, Polanco, Zamboanga Del Norte at about 6:40 PM of May 17, 2017wherein single motorcycle Honda XRM 125cc, driven by Reju Buca Lamare, 27 years old, married with two (2) backriders identified as Eduardo Antabo Campo, 16 years old and Gerald Buca Dumam-Ag, 14 years old, all residents of sad place. Investigation conducted disclosed that the said motorcycle was travelling from Sitio Boungon towards Sitio Bilwak of said Barangay and upon reaching the place of accident particularly at the curve road; the driver lost control of his driven motorcycle and suddenly bumped to the gate of one of the residence of said place. As a result, the driver and back riders sustained injuries on different parts of their bodies. All victims were brought to Zanorte Medical Center, Sicayab, Dipolog City For medical treatment. Said single motorcycle was in custody of Polanco MPS for proper disposition.

DIPOLOG CITY - Operatives of Dipolog City Police Station conducted manhunt operation at Purok Bayanihan, Sta Filomena, Dipolog City, Zamboanga Del Norte at about 3:00 PM of May 17, 2017. This resulted to the arrest of Celestino Etrone Dande, 45 years old, married and a resident of Purok Bayanihan, Sta. Filomena, Dipolog City. He was arrested by virtue of warrant of arrest issued by Hon. Judge Keneth P Rosal, Presiding Judge of MTCC Branch 2 Of Dipolog City docketed under cc# b-50971 dated May 8, 2017 for violation of sec 6, R.A. 8485.
