Elements of Dipolog City
Police Station conducted a manhunt operation in Brgy. Biasong, Dipolog City
at about 2:45 PM of September
2, 2017. This resulted in the arrest of Wilfredo Jay E. Balisado, Comelec regional
officer of Region Ix with Office At 2/F Gl Building, Veterans Avenue, Zamboanga
City, 47 years old, married, resident of Barangay Biasong, Dipolog City. He was
arrested by virtue of a warrant of arrest for violation of sec 4 (c) of RA 10175
(online libel) docketed under cc no. r-qzn-17-09539-cr with bail bond fixed at
twenty-four thousand pesos (p24,000.00) issued by Presiding Judge Reynaldo B.
Daway Of Regional Trial Court Branch 90, National Capital Judicial Region,
Quezon City. Furthermore, at about 5:30 pm of same date, the arrested person
posted bail bond and was released from police custody based on a release order
issued by Presiding Judge Rogelio Laquihon of RTC9 Branch 7, Dipolog City.
Campaign against Illegal Logging
Elements of Sirawai MPS and
42nd IB, Philippine Army intercepted a double engine (Jungkong Type) pump boat
loaded with lumber measuring around two thousand (2,000) board feet with an
estimated worth of thirty thousand pesos (₱30,000.00). Said seacraft was
intercepted as the government troops were patrolling along the shoreline of Barangay
Piacan, Sirawai, Zamboanga Del Norte at about 2:00 PM on September 3, 2017 The
arrested crew members were identified as Kamlon Aldain, 58 years old, married,
resident of Brgy. Maasin, Zamboanga City; Warlito Minosa, 20 years old, single,
resident of Brgy. Lingayon, Sibuco, Zamboanga Del Norte; Ramil Pangiliran, 50
years old, married, resident of Brgy. Tulungatong, Zamboanga City; Radz Salim,
20 years old, resident of Brgy. Lingayon, Sibuco, Zamboanga Del Norte; Jul Alih,
21 years old, married, resident of Brgy. Kawit, Zamboanga City; Albaser Ahiyani,
21 years old, single, resident of Brgy. Kawit, Zamboanga City; Omar Hamja, 35
years old, single, resident of Brgy. Kawit, Zamboanga City; And Asan Khadsmir,
28 years old, married, resident of Brgy Kawit, Zamboanga City. The crew members
and the intercepted lumbers are now in the custody of Sirawai MPS for proper
disposition.
Theft of Coconuts and Arrest of The Suspect
An 18-year old teen was
arrested after he allegedly carted away 30 kilos of dried copra worth ₱1,200.00
at Barangay Poblacion, Manukan, Zamboanga Del Norte at about 7:00 AM of September
3, 2017. The suspect was identified as Joy Eranes Siaton, 18 years old, single,
resident of said place. The owner of the copra was Rodrigo Yabres Butlig, 52
years old, married, Filipino, carpenter, resident of Brgy. Libuton, Manukan,
Zamboanga Del Norte. Recovered from the suspect was the receipt of the copra

Lacaya, Jr, RTC, Branch 9, Dipolog City dated August 22, 2017 with Pre- OPN No.
KATIPUNANMPS-082017-0973, at Purok Saging, brgy Seres, Katipunan, ZN against ROGELIO
ASAY SAMSON, male, 50 years old, married resident of aforementioned place.

personnel of Labason MPS led by PSI SERGIO R BIHAG - OIC, successfully arrested REYNEL PAGUE LUMACAD, 21 years old,
male, and REMARK JADE PAGUE LUMACAD, 23 years old, male, both laborer and
residents of brgy Antonino, Labason ZN charged for the crime of “SERIOUS
PHYSICAL INJURIES” under Criminal Case No 3784, issued by Presiding Judge Jerry
B. Patcho, of 6th MCTC, LABASON-GUTALAC-KALAWIT, 9th Judicial Region, Labason, ZN dated May 16,

crime of “ATTEMPTED HOMICIDE” under Criminal Case No 3790-G, issued by Presiding
Judge Jerry B. Patcho, 6th MCTC,

one RODOLFO DALANGON GALIMON, 18 years old, single, farmer and a resident of
brgy Palalian, Kalawit, ZN charged for two (2) counts of “RAPE” under Criminal Case
Nos L-003200 and L-003204 issued by Presiding Judge Oscar D. Tomarong, of RTC 9
Judicial Region, Branch 28, Liloy, ZN dated July 11, 2017 with no bail
recommended. Subject was arrested at his residence and now detained at Kalawit

SUBJECT: Report on Stabbing Incident
Be
informed that at about 3:30 o’clock in the afternoon of September 1, 2017
Labason MPS responded a stabbing incident transpired at So Lupag, brgy
Malintoboan, Labason, ZN that resulted to the arrest of suspect identified as MARLON
AMIGO CAERMARE, 38 years old, married, male, fisherman and a resident of Sitio
Lupag, Brgy Malintuboan, Labason, ZN. Initial investigation disclosed that at
around 3:00 o’clock in the afternoon of same date the victim identified as JOEY
BALBERDE OGONG, 37 years old, male, single, fisherman and a resident of said
place was watching television at the house of one Raymond Barangga, situated
also on same place. When suddenly the suspect arrived and without any
provocation stabbed the victim hitting at his abdomen and on his left arm and
was brought to Liloy District Hospital, Liloy, ZN. Suspect fled away after the
incident but was arrested by responding PNP personnel, recovered from his
possession was 12.8 inches knife. Subject now under custody of Labason MPS for

SUBJECT: Spot Report on Alleged Abduction Incident
Be
informed that at about 11:30 o’clock in the evening of September 1, 2017 Siocon
MPS received report from RUSSEL RAMIREZ, duty officer of MDRRMO informing that
he received radio call from brgy Councilor Dodong Mindoon informing that an
alleged abduction incident transpired at Brgy Malipot, Siocon, ZN wherein
one FEROZA HUGASAN MINDOON, 25 years
old, married, housewife a resident of said place was forcibly taken by three
(3) armed men at their residence and
fled on foot to undisclosed direction. At present, personnel of Siocon MPS led
by PSI JAIME TANOLA-DCOP together with13th SF Coy and 42nd IB, PA now

Gutalac, ZDN and successfully arrested one ERNIE DUMPALAC DOMPOL, 37 years old
and a resident of said place. Subject was arrested by virtue of Warrant of Arrest
issued by Judge Jerry B Patcho of 6th MCTC, Labason, ZDN dated August 22, 2017
for the crime of “Reckless Imprudence Resulting in Damage to Property” docketed
under Criminal Case no. 3783-G with bail

informed that at about 2:45 o’clock in the afternoon of Sept 2, 2017, elements
of Dipolog CPS conducted manhunt operation at Brgy Biasong, Dipolog City that
resulted to the successful arrest of one (1) WILFREDO JAY E. BALISADO, 47 years
old, married, a resident of Biasong, Dipolog City and currently COMELEC
Regional Officer of Region IX based at 2/F GL Building, Veterans Avenue,
Zamboanga City. Subject person was arrested by virtue of warrant of arrest
issued by Presiding Judge Reynaldo B. Daway of Regional Trial Court, National Capital
Region, Branch 90, Quezon City for the crime of “Sec 4 (C) of R.A. 10175” (Online
Libel) docketed under Criminal Case No. R-QZN-17-09539-CR with bail bond
recommended fixed at Twenty-Four Thousand Pesos (P24,000.00). Subject person
was detained at Dipolog CPS. At about 5:30 o’clock in the afternoon of same

SUBJECT: Accomplishment Report on the Campaign against
Illegal Logging

informed that at about 2:00 o’clock in the afternoon of September 3, 2017,
while elements of Sirawai MPS led by SPO4 Tama Alipada together with the troops
of 42nd IB PA led by SGT Julifo Sagayno conducted patrolling along the
shoreline of barangay Piacan, Sirawai, Zamboanga, del Norte, the team
intercepted a double engine (jungkong type) pumpboat loaded with huge number of
lumber more or less Two Thousand Board Feet (2,000brd ft) with an estimated
amount of Thirty Thousand Pesos (P30,000.00), with eight (8) crews, namely: a. Kamlon
Aldain, 58 years old, married, and a resident of Brgy Maasin, Zamboanga City;
b. Warlito Minosa, 20 years old, single,
and a resident of Brgy Lingayon, Sibuco, ZN; c. Ramil Pangiliran, 50 years
old, married and a resident of Brgy

SUBJECT: Arrest of Suspect for Theft of Coconut
Be
informed that on or about 11:45 o’clock in the morning of September 3, 2017 Rodrigo
Butlig y Yabres, 52 years old, married, Filipino, carpenter, a resident of
Brgy. Libuton, Manukan, Zamboanga del Norte came to Manukan MPS seeking police
assistance that at around 7:00 o’clock in the morning of same date, he noticed
that his half sack of Copra which was being dried at his Copra kiln with an
estimated weight of 30 kilos and estimated market value of One Thousand Two
Hundred Pesos (1,200.00) was allegedly lost and believed to be carted away by
unidentified person. He added that the said lost copra were place in a yellow
sack with faded B-MEG prints with marking DIGOY. Acted on the report, at about
11:50 o’clock in the morning of same date, PNP elements of Manukan MPS conducted
follow up investigation for the possible identification and arrest of the
suspect/s. At about 3:45 o’clock in the afternoon of same date, with the help
of the informant, the suspect identified as JOY SIATON y ERANES, 18 years old,
single, jobless, elementary graduate, resident of Brgy. Palaranan, Manukan, ZN was
successfully arrested at Brgy. Poblacion, Manukan, ZN. Recovered from his
position and control the receipt (pisada) of the copra he sold; one yellow sack
with faded B-MEG prints with marking ‘DIGOY”; and five-hundred-peso bill (3
pcs. One-hundred-peso bill; and 1 pc two-hundred-peso bill). Suspect is now detained at Manukan MPS for
filing appropriate charges. For

SUBJECT: Arrest of Suspect for Direct Assault and
Physical Injuries Incident
Be informed that at about
7:00 o’clock in the evening of September 3, 2017, Brgy Chairman Alberto Diaz
Callao of Brgy Goin, Liloy, ZN together with Benedicto Turno Bucanegra, male,
married, 55 years old, farmer, Filipino and resident of said place, reported to
Liloy MPS and requested for police assistance for the arrest of a certain RAYMUND
WAHING (believed to be under the influenced of liquor), also a resident of same
place. Initial investigation conducted disclosed that a commotion transpired at
Brgy Goin, Liloy, ZN wherein the victim Benedicto Turno Bucanegra, male,
married, 55 years old, farmer, Filipino and resident of Brgy Goin, Liloy, ZN was
beaten by the suspect Raymund Wahing Tanudra, male, single, 18 years old,
Filipino, also a resident of same place, and sustained injuries. During the
said incident, Brgy Chairman Callao tried to mediate/pacify but the suspect did
not obey instead boxed the latter that resulted to a nose bleed. Elements of
Liloy MPS led by SPO1 Jakosalem proceeded to the aforementioned barangay
purposely to effect arrest on the suspect. At about 7:45 o’clock in the evening
of same date, responding PNP personnel arrested the suspect at his residence
and was brought to Liloy Integrated Health District Hospital for medical examination/liquor
testing. Said arrested person is now under the custody of Liloy MPS for proper
