REPORTED INCIDENTS - July 17, 2017

Encounter Incident
SINDANGAN - An encounter incident transpired at Sitio Biwa, Bucana, Sindangan, Zamboanga Del Norte particularly at the vicinity of Edmario S. Revelo (ESR) Construction Site at about 4:50 AM of July 16, 2017 involving the elements of AFP Special Forces and more or less forty (40) fully armed Communist Terrorists (CTS) believed to be members of flex “a” at GC 51pwj0622397223 Vic Cepso based at Sitio Biwa, Titik, Leon B. Postigo. The firefight lasted for ten (10) minutes with no reported harmed/injured. after which, the troops were able to recovered three (3) m203 ammunitions, fifteen (15) IEDS, medical paraphernalia and subversive documents.  Meanwhile, at about 1:45 PM of July 16, 2017, the AFP troops from "bravo" coy 44th, Infantry Battalion, Phil. Army conducted a hot pursuit operation to the fleeing Communist Terrorists (CTS), wherein they encountered undetermined number of armed men at the vicinity of Brgy. Tinaplan, Sindangan, Zamboanga Del Norte. The 2nd encounter resulted to the killed in action of (two) and wounded in action of eight (8) members of the Philippine Army with undetermined body count from enemy side. The wounded elements of 44th IB, PA were already transported via ambulance to Dipolog City for immediate medication.

Fire Incident
DAPITAN CITY - Fire incident transpired at Brgy Taguilon, Dapitan City, Zamboanga Del Norte wherein the houses of Alfrodo O. Rendon, Pasyo Pala, Eldeponso Catulong and Luis Paetan were razed by fire at about 11:00 AM of July 16, 2017. Initial investigation conducted disclosed that at about 10:45 am of same date, the fire started at the house of Mang Alfredo due to faulty electrical wirings and because made of light materials, the fire escalated to the other three (3) houses rapidly. Estimated cost of damage is (Php450, 000.00) with no casualty/injured during the said incident.

OPERATIONAL ACCOMPLISHMENT REPORTS

Security Guard Held in Liloy
LILOY - A security guard of 1st Valley Bank was arrested by responding operatives of Liloy MPS after he allegedly threatened a 22-year old man by showing an unknown caliber of short firearm at the 1st Valley Bank located in Barangay Baybay, Liloy, Zamboanga Del Norte at about 2:00 PM of July 16, 2017. The victim was Richie Quijano Panangitan, single, 22 years old, and a resident of Caracol, Salug. Accordingly, he was at 1st valley bank situated at Brgy Baybay Liloy, Zamboanga Del Norte when he was threatened by showing an unknown caliber of short firearm by the suspect.  The Liloy MPS identified the suspect as Ricky Tangpos Ambayee, 43 years old, male, married of first valley bank security guard, resident of Maralag, Lapuyan. Further suspect believed to be under the influenced of liquor.  Subject person is now being detained at Liloy MPS for proper disposition.

Hacking incident
SERGIO OSMEÑA - Be informed that at about 8:14 o’clock in the evening of July 13, 2017, a concern citizen informed Sergio Osmeña MPS thru cellphone call that there was a hacking incident transpired at Brgy Venus, Sergio Osmena, ZN. Immediately PNP personnel of Sergio Osmeña MPS proceeded to the above-mentioned place to verify the veracity of the report together with Mr. Ryan Roy Camarillo-RN assigned at Sergio Osmeña Municipal Rural Health Unit (SOMRHU). Initial investigation conducted disclosed that the victim was identified as JUPITER LAURIE y LUMPAYAO, male, 39 years old, married, Filipino and a resident of Purok Jupiter, Brgy Venus, Sergio Osmena, ZN while the suspect was identified as CHARLIE BALANDO y ADLAWAN, male, 35 years old, married, Filipino a resident of Caloocan City, Metro Manila and temporarily residing at Brgy Venus Sergio Osmena, ZN. Further investigation revealed that at about 8:05 o’clock in the evening of same date, the victim together with Ervin Bendaño y Laurie, male, 26 years old, married and Freddie Laurie both residents of Brgy Venus Sergio Osmena, ZN were having a drinking spree at Public Market of Brgy Venus, Sergio Osmena, Z.N  and the suspect Charlie arrived at the aforesaid placeThe group of the victim offered tuba wine to the suspect but without any justifiable reason, the latter challenged them by saying “kinsaymopalitsaakungkinabuhi?’’. The group ignored him but the suspect uttered/challenged repeatedly that prompted Ervin and Jupiter attacked, punched and choked Charlie but the latter was able to escaped and run away.Few minutes later, Charlie went back, armed with a long scythe hacked the victim many times hitting in the different parts of his body that caused his instantaneous death. After the incident, suspect fled to unknown direction carrying the weapon he used while victim was turned-over to his nearest relative after the conduct of post mortem. For information.

Robbery/Hold-Up
SIRAWAI - Be informed that at about 6:30 o’clock in the morning of July 14, 2017, the driver of Lizamay Bus identified as Juve Salcedo together with his two conductorsRufinoCorpin and Ether Cabaobao were invited by Sirawai MPS for investigation relative to the said incident. Accordingly, while they were travelling from Sirawai Proper bound to Baliguian ZDN and upon reaching at the uninhabited place of BrgyPinea, Sirawai ZN, they were being stopped by seven (7) suspects all wearing bonnets and carrying assorted long firearms. When the bus driver stopped the bus, they were ordered to disembarked and they were lined up at the side of the bus and one of the suspects shouted to the passengers to drop to the floor and the suspects collected the collection money of the conductor amounting to more or less Eight Thousand Pesos (P8,000.00). They took also the wrist watch of the driver, and two cellular phones of the two (2) female passengers. That when one of the suspects was about to go on board to take valuable items, the suspect saw the IMAM passenger who was then praying at the floor of the bus, the suspect immediately disembarked from the bus. Later on, before leaving the bus they fired their firearms to the air several times and escaped heading towards the hilly area of BrgyPinea, Sirawai, ZDN.  Elements of Sirawai MPS continuously conducting thorough investigation to identify and arrest the perpetrators. Fire Incident
SIRAWAI - Be informed that at about 7:30 o’clock in the evening of July 15, 2017, a fire incident transpired at Brgy San Nicolas, Sirawai, ZDN wherein the abandoned house made of light materials was razed by fire. Immediately, personnel of Sirawai MPS together with BFP Sirawai responded the incident and declared fire-out at about 7:45 o’clock in the evening of same date with no reported casualty/injured and estimated damage of Php20,000 and Personnel of Sirawai MPS with BFP are still conducting follow-up investigation to determine the cause of fire. Campaign against Illegal Fishing
JOSE DALMAN - Be informed that at about 9:00 o’clock in the evening of July 13, 2017, PNP personnel of Jose Dalman MPS conducted seaborne patrol at Jose Dalman Municipal Seawater. At around 10:00 o’clock in the evening of same date, nine (9) fishermen were caught on the act violating the Municipal Fishery Ordinance No. 008-005-FO series of 2004, to wit: a. Mensie Ragas Caminos, 37 years old, married and a resident of La-o Paridel, Missamis Occidental, b. Robert AmbagBubutan, 16 years old, single and a resident of BonoonTuburan, Katipunan, Zamboanga del Norte, c. Darwen Ang-og Ramirez, 19 years old, single and a resident of Tambo, Katipunan, Zamboanga del Norte on board on blue motorized fishing boat, without markings; d. Roberto Angas Madralino, 42 years old, and e. Nilo Angas Madralino, 46 years old, both married and a resident of Southern Poblacion, Plaridel, Misamis Occidental on board blue motorized fishing boat marked with “Kimmy”; f. LonarCalisoEscodiro, 22 years old, g. RogelitoMondijar De Guzman,41 years old, both married and a resident of Southern Poblacion, Plaridel, Misamis Occidental onboard on motorized fishing boat without markings; and h. RonepherReviraPerges, 28 years old, married and i. Richard Belagantol Bello, 43 years old, married and both resident of Dona Josefa, Sindangan, Zamboanga del Norte on board on white motorized fishing boat marked with “Elly Clair”. Further be informed that on July 14, 2017, they were turned-over to the Municipal Fish Warden of Jose Dalman and further released after posting/paying the fines/penalty at the Municipal Treasurer’s Office. Recovery of Explosives/Vintage Bomb
SIRAWAI - Be informed thatat about 5:30 o’clock in the afternoon of July 15, 2017, Sirawai MPS received a cellphone call from a concerned citizen that accordingly two (2) vintage bombs were found near the house of certain Alvina Kia at Sirawai Proper, Sirawai, Zamboanga del Norte. Immediately, personnel from Sirawai Municipal Police Station led by PI JIMMY TAGAPAN ABRASALDO-OIC, responded and proceeded at the reported place. Initial investigation conducted disclosed that accordingly said vintage bombs were found by two children who were excavating at the sand near the house of Alvina Kia then recovered and tried to carry the bomb purposely to sell at the junk shop but they were warned by the residents.
