Shooting Incident
POLANCO - Shooting
incident transpired at National highway of Purok Rose, Barangay Guinles,
Polanco, Zamboanga Del Norte at about 7; 20 PM of November 5, 2016, wherein the
victim identified as one Felisa Guilingan y Jalim married, 37 years old, self
employed and a resident of Purok Rose, Guinles, Polanco. Initial investigation
disclosed that the victim along with her live-in named Brando Balasabas y
Andot, 39 years old, single, were riding their motorcycle from Sitio Maralag,
Guinles bound to their house when a motorcycle riding criminals wearing all
black jacket and bonnet riding in a black XRM, unrecognized plate number
suddenly appeared from behind and shot the victim hitting on her neck that
causes the victim to fall from the motorcycle. After the incident, the perpetrators
fled to Polanco, proper. The victim was rushed to ZANORTE Medical Center on
board Municipal Ambulance medical treatment but pronounced dead on arrival by
the attending physician Dr. Jose Noriega, M.D. at around 8:00 PM of same date.
Recovered from the crime scene were three (3) cartridges of alleged .45 caliber
pistol. Thorough investigation is now being conducted by Polanco MPS.
Shooting Incident
SERGIO OSMEÑA - Shooting
incident occurred at Barangay Nebo, Sergio Osmena, Zamboanga Del Norte at about
9;00 PM of November 5, 2016, wherein victims identified as Barangay Captain
Carlito Rallao, of Barangay Kauswagan, Sergio Osmena, together with his wife
named Susan Rallao, his daughter Tresian Rallao, 11 years old, Rogelio Tawi and
Barangay Tanod Emelio Matiag, while on their way home from Barangay Nebo,
Sergio Osmena, on board a Multicab was fired upon by four (4) unidentified
person/s using undetermined caliber of firearms. Said Barangay captain and his
wife sustain minor injuries in their arms, also Brgy Tanod sustain wounds on
his face while his daughter was unharmed. Sergio Osmena MPS now conducting
thorough investigation to determine the motive and identity of the suspects.

Alleged Rape Incident and the Arrest of
Suspects
DIPOLOG CITY - One
Kate Regine Dawis y Samusevy, 16 years old, minor, a resident of Sta. Isabel,
Dipolog City together with her grandmother Lolita Ortiz y Rabanal, 65 years
old, came and reported to Dipolog CPS at about 1:30 PM of November 4, 2016 and
narrated that her granddaughter was
allegedly raped by six persons namely; Rex Apilan, Edmond Maglinao, Metong
Alia, Cliford Poquita, all of legal age and were residents of Ilihan, Jose
Dalman, ZN and Jestoni “Nonoy” Sumagang y Baguiuo, of legal age, presently
residing at Purok 2 Sta. Isabel, Dipolog City and other one unidentified
person. Wherein the incident transpired at around 8:00 PM of November 3, 2016 at
the house of Jestoni “Nonoy” Sumagang y Baguiuo located at Purok 2, Sta.
Isabel, Dipolog City. Immediately, elements of Dipolog CPS led by PSINSP ALEXIS
BAHUNSUA conducted follow up investigation and at around 5:25 PM on November
04, 2016 one Jestoni Sumagang y Baguiuo, 25 years old, married was arrested at
Katipunan st. Sta Isabel, Dipolog City while other suspects still at large. On
6:30 AM of November 05, 2016 joint pursuit operation conducted by Dipolog CPS,
ZN-PPSC and Jose Dalman MPS also led to the arrest of four suspects namely; Rix
Apilan y Roldan, 19 years old, single, Edmon Maglinao y Poquita, 19 years old,
single, Cliford Poquita y Lonsido, 18 years old, single and Joemar Alia y Esolana alias “Metong”, 26 years old,
single, all residents of Ilihan, Jose Dalman, ZN who were all arrested at their
respective residence on the above mentioned place. While the other unidentified
one suspect was still at large. Suspects were now temporarily detained at

Motor Vehicle Traffic Accident
KALAWIT - Vehicular incident
transpired along the National highway of New Calamba, Kalawit, Zamboanga Del Norte
at around 1:45 PM of November 5, 2016. Initial
investigation disclosed that at about 1:30 PM of same date one Izusu truck used
as Fish carrier bearing temporary plate number 090105 owned by Marie Grace M
Jailani, legal age, married and a resident of Sangali, Zamboanga City with
chassis no.NKR66E-7446726, Engine no.4HF1-303075 was travelling from Sindangan,
going to Sangali, ZC. Upon approaching at the curved area of the place of
incident the driver lost control of the driven vehicle that resulted to fell
down to the creek. The driver identified as one Virgilio Ancahas y Beladares,
30 yrs old, married and a resident of Tampilisan, and his truck man identified
as Robin Timpla y Arado, 23 years old, and a resident of Sangali ,Zamboanga
City fortunately both of them were safe, but the barricade of the road and the
vehicle was damaged.
Fire Incident
SERGIO OSMEÑA - Fire incident
occurred at Barangay Labiray, Sergio Osmena, Zamboanga Del Norte at about 3; 00
AM of November 6, 2016. Accordingly, 3
houses owned by Norma Pestania, Alexander Manila and Roberto Malaubang were
burned. Furthermore, one Norma Pestania y Bandiala, 55 yrs old and grand
daugther Princes Normie Manugit, 5 yrs old were allegedly trap inside. BFP of
Dipolog was now at the fire scene.
Thievery Incident
SINDANGAN - Thievery incident
occurred at Barangay Disud, Sindangan, early dawn of November 5, 2016 wherein
the house of Maria Shilla Luy Y Sumalinog, 26 years old, single, female,
teacher by occupation and a resident at Barangay Disud, Sindangan, was ransacked
by unidentified perpetrators. Initial investigation conducted disclosed that
the unidentified suspects gained entrance at the door of their comfort room and
once inside carted away the following; bag color brown brand Michael Korrs
containing Sophie Martin wallet color
brown/blue combination that contained
PRC ID (Licensed Teacher), Non professional Drivers License, One Network
Bank ATM Card, GSIS E-card, smart bro pocket wifi, cash three thousand pesos
(Php 3,000.00) more or less, four (4) pieces universal serial bus flash drive.
Acer Aspire V5 laptop worth twenty four thousand pesos (Php 24,000.00), one (1)
unit Samsung Galaxy Y cell phone worth seven thousand pesos (Php 7,000.00), one
(1) piece wrist watch fonteney worth seven thousand pesos (Php 7,000.00) placed
on the top of the table of her room, one (1) piece wrist watch swatch worth ten
thousand pesos ( Php 10,000.00) owned by her father Elpidio Luy, one (1) wallet
color pink containing three thousand pesos (Php 3,000.00), employee ID and Phil
health ID owned by her sister April Honey Luy one (1) unit Lenovo cell phone
owned by her nephew Krichelle Angela Reso-or worth three thousand pesos (Php
3,000.00) with the total amount of fifty seven thousand pesos (Php 57,000.00).
Suspects took their exit at the kitchen door of the said house. Incident
believed occurred early dawn of November 5, 2016 and was only discovered by the
victim at around 4:00 AM of same date. Follow up investigation now being
conducted to identify the suspect.

coordination with PDEA conducted Drug
Buy-Bust Operation particularly at the vicinity of Salug Cockpit Arena, Salug,
Zamboanga Del Norte at about 4:15 PM of November 05, 2016. The team
successfully arrested Rady Sabillon y
Pusod, 46 years old, Married and a resident of Brgy Ramon Magsaysay, Salug ZN a
HVT on COPLAN “SERIGUELAS” under reference Regional umbrella Intel Project-Hook
(R9-2016-01B).Confiscated from his possession and control were as follows; a)
1- one sachet believed to be SHABU Drug Buy-Bust Evidence marked with BB-RPS-1;
b) 1- one sachet believed to be SHABU marked with BB-RPS-2a; c) 1 - one sachet
believed to be SHABU marked with BB-RPS-2b; d) 1- pc Five Hundred Peso bill
with serial number AU989348 as Buy-Bust
Money marked as BB-RPS-3; e) One Thousand Five Hundred Peso bill in
different denomination marked as BB-RPS-4; f) 1 pc disposable lighter color red
marked as BB-RPS-5;g) 1 NOKIA cell phone color black/orange marked as
BB-RPS-6;h) 1 leather wallet color black marked as BB-RPS-7; andi) 1 wrist watch with black strap marked as
BB-RPS-8Further be informed that said arrested person has a standing warrant of
arrest for violation of sec. 11 docketed under criminal case number L-002879
and sec. 12 with criminal case number L-002800 of R.A. 9165, Viol. of R.A. 9516
with criminal case number L-002801 and
Viol. Of R.A 10591 with criminal case number L-002802 issued by Hon Oscar D.
Tomarong, Presiding Judge, 9th judicial Region, Br. 28, Liloy, and dated August
09, 2016. Said drug operation was done in the presence of Hon. Leo U. Bastasa
and Hon. Moner M. Sapihi Sr. both elected brgy officials of Brgy. Caracol,
Salug, Mr. Ricky I Langutan– DOJ Representative and Mr. Argie T. Quimno of
Radyo Bisdak Dipolog City. Suspect is now in custody of Salug MPS for
appropriate filing of case.
