REPORTED INCIDENT - December 5, 2016

Shooting Incident
SERGIO OSMEÑA - Shooting incident has transpired at Barangay Poblacion Alto, Sergio Osmeña, Zamboanga Del Norte at about 6:40 PM of December 3, 2016. The victim was already brought to Sergio Osmena District Hospital for treatment. Investigation disclosed that the victim identified as Gary Lebaste Bligao, 28 years old, single, a mechanic by profession and a resident of barangay Adante, Barangay Pinan, Zamboanga Del Norte and temporarily residing at Barangay Poblacion Alto, Sergio Osmena, Zamboanga Del Norte. further investigation disclosed that at about 6:30 PM of the same date, four (4) unidentified persons knocked their house and when the victim opened the door he was shot five (5) times hitting on the different parts of his body and the perpetrator fled onboard two (2) motorcycle towards Josefina, Zamboanga Del Sur. recovered at the crime scene were five (5) empty shell of caliber .45 pistol. The victim was pronounced dead on arrival by the attending physician Dr. Regel Bael while the motive of the incident is yet to be determined.

Theft Incident
SINDANGAN - One Maria Theresa Imperial y Macias, 47 years old, female, married, North Sindangan District Supervisor and a resident of Barangay Ramon Magsaysay, Sindangan, Zamboanga del Norte together with her son Sethiel Paolo Imperial reported to Sindangan MPS that at about 8:25 PM of December 4, 2016, her house was entered by unidentified persons then stole and carted away one (1) unit Acer Laptop, color black and white combination issued by LGU Sindangan and one (1) unit HP-245-G5 laptop with SN#5CG6284BSJ issued by the Department of Education, Division of Zamboanga del Norte. Right after the report PNP members of Sindangan MPS responded to the place of incident. Initial Investigation conducted by the PNP responding Team disclosed that, while the reporter doing some reports at the terrace part of her house and after making her school reports, she decided to eat for dinner then brought the laptops inside her living room and went to her kitchen to eat while leaving the door knob of her front door unlocked and when suddenly she heard her son Sethiel Paolo Imperial shouting outside their house that, he saw an unidentified male person coming inside from their house covering the face with a t-shirt, wearing black t-shirt and black short pants with edging white color and carrying two (2) units laptop then jumped to the concrete fence of their house towards the house of Gerundio Barba y Saldon, 30 years old, single, male, Filipino and a resident of same placed then run towards the dark portion. Estimated amount of the stolen items are amounting to Sixty thousand pesos (Php 60,000.00). Follow-up investigation was conducted by the PNP elements of Sindangan MPS for possible identification and apprehension of the suspect. Stabbing Incident
LILOY - Stabbing incident occurred in Barangay Villa M. Tejero, Liloy, Zambaonga Del Norte at about 7:05 in the evening of December 4, 2016. Liloy MPS immediately conducted initial investigation and hot pursuit operation against the suspect, but the suspect is nowhere to be found. Victim identified as Mario Tejero, male, 34 years, old single and a resident of Villa M. Tejero, Liloy, Zamboanga Del Norte. The suspect was identified as Alex Bracamonte alias “Longlong” single and a resident of same place. Prior to the incident victim was sitting  outside their residence at barangay Villa M. Tejero, Liloy, suddenly the suspect arrived and believed to be under the influence of liquor and without any apparent reason the suspect kicked the victim and not contented drew his knife and stabbed the victim.  Mario Tejero (victim) sustained stabbed wound at the left side of his stomach and was immediately brought to Liloy Health District Hospital for medical treatment, but the attending physician further advice the family to bring the victim to Dipolog City due to the severe injury. After the incident, the suspect fled to unknown direction. Motive of the incident believed to be personal grudge.

Landslide Incident
PIÑAN - Landslide incident occurred at Barangay Teresita, Sikitan and Barangay Sta. Fe, both of Pinan, Zamboanga Del Norte at about early morning of December 4, 2016, wherein roads were covered with earth/debris due to a landslide. According to MDRRMC personnel of LGU Pinan, information about the said disaster was communicated by barangay officials during its discovery which was in the early morning of December 4, 2016. Team from MDRRMC were dispatched in order to conduct ocular inspection to the said places so that necessary actions can be undertaken however because of flooded spillways with strong current the team were not able to proceed. Roads affected by landslides were not passable as of this report. Further, no casualty and property damaged were reported.

Flood Incident
POLANCO - Flood incident occurred in Barangay Santo Niño, Polanco, Zamboanga Del Norte at about 10:30 AM of December 4, 2016. Polanco MPS, MDRRMC of Polanco, together with the Bureau of Fire Protection and jointly responded and conducted rescue operation to the Barangay affected by flood like: Barangay Guinles, Santo Niño, Isis, Sianib and Barangay Poblacion North all Polanco, Zamboanga Del Norte with estimated total of two hundred twenty-five (225) house hold affected. No reported casualty on said incident. Estimated cost of damage to the agricultural product is still to be determined.

Report re Robbery Incident (Ransack)
DIPOLOG CITY - Be informed that on or about 9:00 o’clock in the morning, December 1, 2016, Lito Ceprado y Mawile, 50 years old, married and a resident of Old Airport, Sicayab, Dipolog City came to Dipolog CPS and reported that his warehouse located at Zamoras compound, Curvada, Galas, Dipolog City containing sacks of non-milled rice was ransacked  by unidentified suspect/s. Initial investigation conducted by the responding PNP personnel disclosed that at around 7:35 o’clock in the morning of same date the victim received a cellular phone call from Mrs. Cristituta Zamoras Barbaso - caretaker informing that the padlocked of said warehouse was forcibly opened/unlocked. At around 8:30 o’clock in the morning of same date, victim went to the said warehouse and he discovered that his twenty six (26) sacks of non-milled rice was already missing and believed to be carted by unidentified suspect/s. During follow-up investigation the ten (10) sacks of said non-milled rice was discovered sold at Rice and Corn Buyer located at Purok Balintawak, Punta, Dipolog City owned by Hipolito Indus by two (2) unidentified suspects, one of it is driving a black Honda Wave 100 motorcycle, wearing army camouflage jacket, short pants and shoes, medium built, dark complexion, more or less 5’4”- 5’6” in height and 40-45 years of age and the other one identified later as  RAUL TANQUES y CATILOC, 40 years old, married and a resident of Purok 5, Sta. Isabel, Dipolog City who drove the black Kawasaki Bajaj tricycle bearing plate no. JY7068 registered under the name of Marites Quilab of Lawag, Galas, Dipolog City and boarded into it the sacks of stolen non-milled rice based on the CCTV footage installed at the rice and corn buyer store and the CCTV footage of installed cameras at the intersection of Punta National Highway. Further follow-up investigation conducted resulted to the arrest of Raul Tanques y Catiloc and the recovery of his driven Kawasaki Bajaj tricycle infront of LKS Pharmacy located at Gen. Luna St. Barangay Central, Dipolog City at around 4:00 o’clock in the afternoon of the same date.  Arrested person and the recovered tricycle are now in the custody of Dipolog CPS for proper disposition. Spot report on Fire Incident
GUTALAC - Be informed that at about 2:50 o’clock dawn of December 2, 2016 a concerned citizen reported to Gutalac MPS that a fire incident transpired at Brgy Poblacion, Gutalac, ZN particularly Gutalac Public Market. Immediately personnel of Gutalac MPS led by SPO2 Ernesto Berja Ali informed the personnel of Gutalac Fire Station for immediate response and thereafter proceeded to the fire scene to secure the area and also coordinate with the neighboring fire stations of Labason, Liloy and Salug. That upon arrival at the scene it was found out that a section of the Public Market in front of the Petron Gas Station was on fire wherein BFP personnel responded to the area to prevent escalation of fire and declared fire out at about 4:00o’clock in the morning of same date. Caused of fire is believed to be electrical in nature and the estimated cost of damage is still evaluated by the Bureau of Fire without reported no casualty/injury. For information.

Report on Stabbing Incident and Arrest of Suspect.
DIPOLOG CITY - Be informed that on or about 2:00 o’clock dawn of December 3, 2016 PO3 Benjie Michael Ybanez, detailed as Tourist Police, brought and turned over to Dipolog CPS one ALVIN ASENTISTA y LOOC, 19 years old, single, with postal address of Lower Disakan, Manukan ZN temporarily residing at Purok Morning Star, Olingan, Dipolog City. Subject person was responsible of stabbing one MARIAN GRACE LABIS y RUBIO, alias “Melmar/Pao-pao”, 19 years old, single, a female and a resident of Purok Ramon Magsaysay, Kagatan road, Miputak, Dipolog City wherein the incident happened at around 1:20 dawn of December 3, 2016 outside FATCAT Resto bar, located at Gen Luna St. cor Magsaysay St., Miputak Dipolog City. The victim was rushed to Zamboanga del Norte Medical Center for immediate medical treatment. The suspect was arrested at Arellano St., Miputak, Dipolog City particularly near Zorayda Lending Investors Building. Belated Report on Vehicular Incident
KATIPUNAN - Be informed that at around 6:00 o’clock in the evening of December 2, 2016 elements of Katipunan MPS led by SPO3 Bernard P Jalosjos responded to a vehicular incident that transpired along the National Highway of Brgy Taga, Katipunan, ZN wherein two vehicles were involved and describes as follows;V-1 Utility Vehicle Mitsubishi With Engine No. 4DR5778275, Chassis No. 12468198-C,With CR no. 159553763 registered in the name of Joelito Alpeche, legal age res. of brgy Taga Daanglunsod, Katipunan, ZN driven by one Ian Patrick Tomocon Oxinio, 24 yrs old, Married, a res. of Brgy New Tambo, Katipunan, ZN with Prof. DL No.JO1-15-001153 that will expire on Sept 25, 2017. V-2 A Honda XRM 125 Color Red with no plate no attached, No CR and OR presented driven by one Joe Vincent Cruz Alpiche Y Saguban, 17 yrs old, res of brgy Sinuyak, Katipunan, ZN. Initial investigation disclosed that both vehicles were running in same direction bound for Katipunan proper suddenly V-1 made a sudden left turn, while V-2 was also about to overtake. As a result, both vehicles collided each other. The driver of V-2 was rushed to ZANORTE medical center. Both vehicles incurred damages and now impounded at Katipunan MPs for proper disposition. SIAYAN - Be informed that at around 4:35 o’clock in the afternoon of December 3, 2016 elements of Siayan responded to a vehicular incident that transpired at Sitio Dagao, Poblacion, Siayan, ZN wherein two vehicles were involved and described as follows; VEH-1: Honda XRM 125 color red, bearing Plate # JA 12806, engine number XRM 16E245649, Chassis No. XRM16245652 registered in the name of Juliet Requirme and was driven by VIRGILIO REQUIRME Y CALAGO, 30 years old, married a resident of Sitio Hillside, Poblacion, Siayan ZN with one backrider named Hannahlyn Acas y Gargar 16 years old, single a resident of Sitio, Dagao Poblacion of same Municipality and VEH- 2: Motoposh 125, color black, no plate attached, No OR/CR presented and was driven by JOHNLIE LUGAMAY Y BARICAR 27 years old, single a resident of Polayo, Siayan ZN. Initial investigation disclosed that both motorcycles were running in opposite direction and upon approaching at the place of incident they made contact that resulted to both drivers and one passenger fell down to the road and suffered injuries. MANUKAN - Be informed that at around 7:45 o’clock in the evening of December 3, 2016 elements of Manukan MPS led by PCI NESTOR MOIT GANIA successfully arrested one DANILO TULABING y LUSEKA, 47years old, married, Laborer, resident of Sitio Palite, Brgy. Mate, Manukan ZN by virtue of Warrant of Arrest charged for the crime of "DIRECT ASSAULT TO AN AGENT OF A PERSON IN AUTHORITY" docketed under CC Nr. CC# 3260 with P12,000.00 bail issued and signed by Judge Veronica DG Laput, MTC Manukan ZN dated Nov 21, 2016. Flash Alarm on Missing Motorcycle
DIPOLOG CITY - Flash alarm to look and apprehend the possessor of one unit motorcycle Honda wave color black bearing plate number 090810 with engine number KWY01E055756 and chassis number KWY01055737. Said MC was reported lost by the owner FAISAL DINGLASA SAPPARI 26 years old, married and a resident of San Pedro, Dapitan City while being parked outside Big Boss located at Boulevard, Dipolog City. Report on Stabbing incident
LILOY - Be informed that at about 8:00 o’clock in the evening of December 3, 2016, Liloy MPS received a cellphone call from concerned citizen of barangay Tapican, Liloy, Zambaonga del Norte, informing that there was a stabbing incident occurred at said place. Immediately, PNP elements of Liloy MPS led by SPO2 Maximo Canico, together with SPO1 Rene Boy Bendong, SPO1 Greg Patrocinio, PO3 Jerry Amonsot, PO2 Argie Lihaylihay-investigator, PO1 Eduardo Estrao and PO1 Muhammad Sapie responded the said incident. Upon the arrival at the crime scene, victims were already brought to Liloy Health District Hospital by their neighbors and the team immediately conducted initial investigation and follow-up operation against the suspects. Victims were identified as KIRK ARVIE ZAMORANOS, male, Filipino, 27 years old and a resident of Tapican, Liloy, Zamboanga del Norte, and one AMBROCIO ALSON BAJAO, male, Filipino, married 36 years old and a resident of same place. Suspects was also identified as Melvin Genoso, male, 24, years old, single and one Michael Genoso male, 29 years old, Filipino, with live-in partner and both resident of barangay Tapican, Liloy, Zambaonga del Norte. Prior to the incident victim Kirk Arvie Zamoranos, Mr Ambrocio Bajao and Junie Fernandez were having drinking spree at the store owned by Kirk Arvie Zamoranos at barangay Tapican, Liloy, ZN, suddenly suspect Melvin Genoso arrived and believed to be under the influence of liquor purposely to buy cigarettes, after few minutes Melvin Genoso uttered bad words and accusation to Junie Fernandez which resulted to a heated argument. Michael Genoso, a brother of Melvin Genoso, arrived at the scene and upon knowing that his brother (Melvin Genoso) was mauled by the victims, he immediately helped his brother and stabbed the two victims using an improvise knife made of scissor. Mr Kirk Arvie Zamoranos sustained stabbed wound at the lower right chest of his body while Ambrocio Bajao sustained stabbed wound at his left shoulder. After the incident suspects fled to unknown direction. After follow -up investigation conducted at about 12:00 midnight of December 4, 2016, said suspects voluntarily surrender to Liloy MPS. Flash Alarm on Missing Motorcycle
POLANCO - Flash alarm to one (1) unit Motorstar Zest 110 MC, color blue and black combination, bearing plate number ON 4731, registered in the name of CORNELLA BALLES y GILLENA and no engine/chassis number to be included because the OR and CR was in his sister (Cornella Balles) at Polanco, Zamboanga del Norte. Said MC was reported lost by the owner ARVIN BIADNES BALLES, 37 years old, male, married and a resident of Brgy. Silawe, Polanco, ZN and temporary residing in his relative at Upper Inuman, Sindangan, ZN while being parked at the back of the store owned by EPIE ALAO Upper Inuman, Sindangan, ZN and believed to be stolen by unidentified person/s. The incident was discovered by the owner at around 6:30 o’clock in the morning of December 03, 2016 and reported to Sindangan MPS at about 8:20 o’clock in the morning of December 3, 2016. Arrest of Suspect for Direct Assault
DAPITAN CITY - A 28-year old man was arrested after driving under the influence of liquor and nearly bumped the stranded civilians in Barangay Burgos, Dapitan City at about 1:00 PM of December 4, 2016. Dapitan City Police identified the suspect as Jun Clyde Elopre Dagpin, 28, married, a resident of said place. He was believed to be under the influence of liquor, when he drove his motorcycle and nearly bumped the stranded civilians in the said place, but when confronted by one Allan Ablao-responding CDRRMC personnel in the area, suspect pushed him without apparent reason. When pacified by the responding PNP personnel, the suspects suddenly run away. The responding Team chased the suspect and he was successfully arrested at the house of one Ruel Dagpin at Dapitan City. Arrested suspect was brought and detained to Dapitan CPS.
