Shooting Incident
DIPOLOG CITY - Shooting
incident transpired at Echavez Street, Central Barangay, Dipolog City at about
6:15 PM of December 12, 2016. The victim was identified as Jupither Quilop y
Gumamas, 28 years old, single and a resident of Block 15 Lot 22 Relocation
Site, Laoy, Olingan, Dipolog City, employed as motorcycle mechanics of Lighting
Motorcycle Parts and Accessories. Investigation showed that the victim was testing
his new fixed motorcycle when the unidentified gunman wearing bull cap,
maong pants, and shoes, and his face was covered with dark color T-
shirt, arrived, drew his hand gun believed to be a caliber .45 pistol and shot
the victim three times hitting in the different parts of the body. The triggerman fled to unknown direction on
board to awaiting motorcycle across the street driven by unidentified person,
who was wearing black T-shirt. While victim was brought by rescue 117 Ambulance
to Zanorte Medical Center, Sicayab, Dipolog City and was attended by Dr.
Seraphine Uy, MD with unstable condition. Recovered at the crime scene were
three (3) pcs fired cartridges and one (1) pc slug. Dipolog CPS continued in
conducting follow-up investigation to identify and arrest the suspect and to
establish the motive of the incident.
Shooting Incident
DAPITAN CITY - The Barangay
Chairman Francisco Adasa went and reported to Dapitan City Police Station that
PO1 Romer Ruiz was shot by unidentified person at Brgy Napo, Dapitan City. Initial
investigation conducted revealed that 8:00 o’clock in the morning of December
12, 2016, the victim PO1 Romer Ruiz and PO2 Ronan Quizo proceeded to Barangay Napo,
Dapitan City to provide covert security at the Fiesta Celebration of said
Barangay. Both victims proceeded to the basketball court to further provide
security at the Disco, wherein at about 10:30 in the evening of same date, a
commotion transpired inside Basketball court which prompted PO1 Ruiz to
respond. As the victim approached them, a certain Gildo Alon a.k.a “Toto Alon”
and Gilbert Pasa Taruc aka “Daker” waylaid and argued with him. Thereafter,
another companion identified later as Charlie Eman Baroy aka “Lek-lek” suddenly
stood up, drew his handgun and shoot PO1 Ruiz on the neck. Fortunately, PO1
Ruiz was able evade it and struggled to grab the said handgun. PO2 Quizo
immediately responded and helped PO1 Ruiz. During the scuffle, suspect was able
to pull the trigger hitting both police officers. PO1 Ruiz sustained lone
gunshot wounds on the upper abdomen while PO2 Quizo was hit on his left arm.
PO1 Ruiz was immediately rushed to Dr. Jose Rizal Memorial Hospital, Dawo,
Dapitan City for medical treatment but later transferred to Zamboanga del Norte
Medical Center for further medical treatment. On the other hand, suspect also
sustained gunshot wounds and immediately fled away together with a certain
Juliet Maghinay Ramones aka “Joy2x” on board a Honda CB 125 motorcycle without
plate number driven by a certain Jun Samson going to Dapitan City proper. Two
(2) empty shells of caliber 45 were already recovered by the witnesses at the
scene. PNP Personnel of Dapitan CPS immediately conducted manhunt operation
wherein at about 3:00 o’clock in the morning of December 13, 2016, suspect
identified as Charlie Eman Baroy aka “Lek-lek”, 29 years old, male, married and
a resident of Barangay Cawa-cawa, Dapitan City who was hiding inside abandoned
store already dripping with blood from the gunshot wounds he sustained during
the scuffle he earlier with the police
officers and Juliet Ramones Maghinay, 42 years old, female, married, Filipino
and a resident of Barangay Larayan, Dapitan City were arrested at Barangay Larayan,
Dapitan City. Confiscated from the possession of the suspects were the
following, to wit:
a. One (1) unit Navy blue
Honda CB 125, without plate number;
b. One (1) piece
faded gray short pants;
c. one (1) white
T-shirt both garments with blood stains and bullet holes;
d. One (1) unit Colt
caliber 45 pistol bearing serial number 235347 loaded with one (1) cartridge on
its chamber;
e. One (1) magazine
for caliber 45 loaded;
f. Two (2) cartridge
of caliber 45;
g. One black sling
bag containing one (1) piece heat sealed transparent plastic sachet containing
white crystalline granules believed to be “shabu” and toiletries.
Suspect Charlie was
brought to Dr. Jose Rizal Memorial Hospital for medical treatment while Juliet
Maghinay was temporarily detained at Dapitan City Police Station pending filing
of appropriate charges. Investigator on case is PO2 Rolan Decipulo with contact

Stabbing Incident
GODOD - Stabbing incident
transpired at the Barangay Bunawan, Godod, Zamboanga Del Norte at about 6:50 AM
of December 12, 2016, wherein one John Christian Duyogan y Ageas, 18 years old,
male, single, student, and a resident of Sitio Balik-Balik, Poblacion, Leon B.
Postigo, was stabbed by Viviliano Sumogot y Mayonado, 20 years old, male,
single, and a resident at Barangay Bunawan, Godod, with the used of hunting
knife hitting on left side of his stomach. Investigation conducted by the
responding team from Godod MPS disclosed that prior to the stabbing incident
early morning of same date the victim, John Christian Duyogan y Ageas, together
with his friends Junryl Gutiera y Baguio, Marjun Gutiera y Baguio and Eboy
Pagatpat went to the store owned by certain Badinas situated at the same place
purposely to buy cigarettes but on their way they met a young lady identified
only as Lucela. One of victim’s friend name Junryl Gutiera y Baguio approached
the young lady to take picture, not knowing that the accused, Viviliano Sumogot
y Mayonado, cousin of Lucela, together with his companion Niboy Sumogot were
just observing on a short distance, the actuation of the victim’s group.
Further revealed, the said group left the place but was laylaid by the accused
with his companion, Niboy Sumogot, which confrontation regarding the taken of
picture of his cousin Lucela, was made. Said confrontation resulted to a fist
fight that ended to a stabbing incident,
wherein, the accused, Viviliano Sumogot, stabbed the victim, John Christian
Duyogan Y Ageas, with the used of hunting knife hitting on the left side of his
stomach left side of his stomach. After the incident, said accused fled to
unknown direction. The victim was then brought to the hospital for immediate
medical treatment. Personnel of Godod MPS are now conducting hot pursuit
operation for the possible arrest of the suspect.
Fire Incident
DIPOLOG CITY - A fire
incident transpired at Purok Violeta, Dicayas, Dipolog City at about 6:00 PM
December 12, 2016 wherein a house made of light materials owned by Florida
Tanodra y Duhaylungsod, 34, single-mother, was razed to the ground that killed
her 5 years old son identified as Eddie Rebultan Jr. y Tanodra. Initial
investigation conducted by the responding team disclosed that her eldest son,
Jeric Terrence Rebultan, 7 years old, lighted the gas lamp and put it on the
floor while their mother was away. After he lighted the lamp, he left his 5
year old brother unattended. The fire
was only noticed by their neighbor when it was uncontrollable that killed the
said victim.
