REPORTED INCIDENT – January 1, 2017

Shooting Incident

LABASON - Shooting incident occurred at Barangay Kipit, Labason Zamboanga Del Norte at about 7:30 PM of December 31, 2016. Based on the investigation conducted by Labason MPS that at about 6:50 PM of same date, allegedly there were four (4) unidentified men arrived at the residence of Agad family riding with their individual single motorcycles and said to the family in bisayan dialect to quote “Maayong Pasko” and thereafter shot the victims using unidentified short FAs. Suspects then fled away after the incident to the National Highway of Barangay Kipit, Labason. The victims were Lito Agad y Antepuesto, 42 years old, farmer and sustained one (1) gunshot wound on his stomach; Marcelina Agad (wife), 44 years old, housewife and sustained one (1) gunshot wound on her right leg and their daughter name Jhona Agad, 9 years old, female and sustained two (2) gunshot wound on her right and left legs which they immediately brought to Labason District Hospital by the responding team for appropriate medication. Further, motive of the incident is believed to be hatred since the live-in partner of their daughter name Mervin Partosa (believed to be the mastermind), 17 years old and a resident of Barangay Balacan, Salug threatened the Agad family on the previous months to kill them if their daughter will separate on him. The Labason MPS personnel are now conducting hot pursuit operation against the suspects for their immediate arrest.

Robbery Incident

DIPOLOG CITY - Robbery incident at the apartment owned by one Aquino Pasculado situated at Turno, Dipolog City at about 9:00 PM of December 30, 2016 Initial investigation conducted disclosed that on the earlier of the eve, the said apartment was left unattended wherein the unidentified suspect/s gained entrance by opening the glass window of the back portion of the building and once inside took and carted the following, to wit: One (1) unit HP laptop Computer with estimated value of Twenty Five Thousand Pesos (Php25,000.00) owned by one of the occupant identified as Edna Rebusa-Martinez, legal age; and One (1) Travelling Bag worth Four Thousand Pesos (Php 4,000.00) owned by another occupant identified as Sherry May Lim y Ang, 42 years old, married, and a resident of Poblacion East, Salug. After which, the suspect/s left the apartment through the main door. PNP personnel of Dipolog CPS are now conducting follow-up operation for the identity and possible arrest of the suspect.

Shooting Incident

SIRAWAI - Shooting incident transpired at Barangay Pisa Puti, Sirawai, Zamboanga Del Norte at about 9:50 AM of December 31, 2016. The victim was identified as one Frederick Eballe Y Olindang, 37 married, driver of SPLC (DACON Company) and a resident of Barangay San Nicolas, Sirawai. Initial investigation conducted disclosed that the victim was driving the dump truck owned by SPLC (DACON Company) going to Barangay Bitugan of same municipality to haul gravel and upon reaching the place of incident, an unidentified suspect/s shot the victim by the used of unknown caliber of firearm hitting his left face.  Victim was rushed to Sirawai Rural Health Unit but was declared DOA by the attending physician. Personnel of Sirawai MPS are now conducting follow-up operation/investigation to establish motive, identity and possible arrest of the suspect/s while the cadaver of the victim was properly turned-over to his immediate family for disposition.

Hacking Incident

SIOCON - Hacking incident transpired at Barangay Pangian, Siocon at about 1:40 AM of January 1, 2017. The victim was already rushed to Siocon District Hospital by his relatives. The victim identified later as Reynante Bogototan, 48 years old, married, Sikad-Sikad driver and a resident of Barangay Pangian, Siocon. The suspect was successfully arrested at same place identified as Tony Awali y Bogonotan, 27 years old, married and a resident of Poblacion, Kalawit. Initial Investigation conducted by the responding team disclosed that the suspect and the victim where having a drinking spree at the place. After consuming two (2) long neck bottles of Tanduay, a heated argument ensued which resulted to the incident. The suspect hacked the back portion of the victim using a sharp bolo sustaining lone hacked wound was brought to Siocon District Hospital for medical attention.

OPERATIONAL ACCOMPLISHMENT REPORTS

Man Arrested for Possessing Shabu

SALUG - An unidentified person onboard of a white utility vehicle wearing a yellow and gray striped sweatshirt with hood from Barangay Mucas, Salug, was accidentally seen possessing a small transparent sachet with white crystalline granules believed to be shabu. Salug MPS successfully intercepted the said vehicle at about 5:20 o’clock in the afternoon of December 31, 2016 at Barangay Poblacion Salug where the suspected person was on board. The team then spotted one passenger who matched the description given by the informant and was then advised to alight from subject vehicle for inspection that resulted to the discovery and confiscation of one (1) pc small heat sealed transparent plastic sachet containing white crystalline granules believed to be shabu from the suspects right front pocket.  The team then put the subject under arrest for violation of RA 9165 who was later identified as one Sarila Banggot y Andal, 48 years old, single and a resident of Brgy. Caracol, Salug. Proper documentation was conducted in the presence of Brgy. Officials of the said place namely Hon. Jerry Maribojoc and Edelberto Amodia both elected Barangay officials of the said place and Mr. Argie T. Quimno with CP No. 0930-7024-707 of Radyo Bisdak Dipolog – representative from the media.  While, the representative from the DOJ was informed but was not available on that time to act as witnesses for the actual inventory of the seized/recovered contraband in the presence of the arrested person. Subject person was detained at Salug MPS for proper disposition. Likewise, said confiscated contraband is now under custody of said station prior submission to Provincial Crime Laboratory.

Campaign against Illegal Drugs

TAMPILISAN - PNP elements of Tampilisan MPS conducted buy-bust operation at Barangay Poblacion, Tampilisan at about 3:30PM of December 31, 2016 and arrested one Ritchel Navaja Relleta, 24 years old, widow, and resident of said place. Confiscated from his possession were the following items, to wit: a. One (1) pc big transparent heat sealed containing white crystalline granules suspected as shabu;b. one (1) unit cellphone Apple brand color black and silver combination;c. one (1) unit motorcycle Yamaha MIO color black and yellow without  plate number;d. Three (3) pcs one hundred Peso Bill bearing serial numbers:  FX324598, FV398737 and DD756157 as buy bust money;. Proper marking and documentation were conducted in the presence of Barangay. Spot Report on Vehicular Traffic Accident

GUTALAC - Be informed that on or about 2:05 o’clock in the afternoon of December 29, 2016 One Engr. Teodoro Tendero y Reluya, 53 yrs old, with Driver’s License Nr. JOI-11-002861 (Non-Prof), Married resident of Brgy San Isidro, Gutalac, Zamboanga del Norte voluntarily surrendered to Gutalac MPS that he accidentally hit a child while driving his Military Type Jeep along the National Highway of Brgy Lower Lux, Gutalac, ZN. Initial investigation disclose that, while the said driver was travelling from Labason to Gutalac proper a boy playing a tire beside the road suddenly cross the street and accidentally hit with his driven vehicle bearing Plate Nr. MDF 330, Chassis No. J23A-28931, Engine Nr 4DR6-839964. Victim later identified as one Julio Ansali y Mondasan, male, 10 years old and resident of Brgy Lower Lux, Gutalac, ZN was immediately rushed to Liloy District Hospital for medical attention by the responding PNP elements of Gutalac. Driver of the vehicle temporarily detained at Gutalac MPS and the Military Jeep involved on said accident was impounded at said MPS for proper disposition. For information.

Spot report on Stabbing Incident

ROXAS - Be informed that at about 11:30 o’clock in the evening of December 29, 2016, one Julito Porin Amoy, 20 years old, single, resident of Brgy. Panampalay, Roxas, Zambo Norte reported to Roxas MPS that he was stabbed at Brgy. Nabilid, Roxas, ZN by one MARLON MAMINTAO SAMONDONG, 20 years old, single and a resident of Diwan, Dipolog City hitting on his back with the use of hunting knife. Immediately, elements of Roxas MPS responded on said incident. Initial investigation conducted disclosed that the suspect and the victim were mocking each other and a heated argument ensued between the duo resulted to the said incident.  Victim was brought to Roxas Health Unit for medication while suspect was arrested and was brought to Roxas MPS for filing of appropriate charges in court. Anti-Illegal Drugs Operation

DIPOLOG CITY - Joint team of PIB,ZNPPO led by PCI MENDEL SALES CASAO, PAIDSOTF led by SPO1 Julito Enojardo Asentista and CAIDSOFT of Dipolog CPS led by Pi Adrian Angelo Del Rosario conducted drug buy-bust operation at Eustacias 2 Pension House, Barangay Biasong, Dipolog City, Zamboanga Del Sur at about 2:20 AM of December 28, 2016particularly at room # 8 of the said pension house that resulted to the arrest of  Alejandro Enero Maraguinot Iii, 28 years old, single, and a resident of Purok 3, Sta. Isabel, Dipolog City, Zamboanga Del Sur no. 2 HVT provincial level of Zamboanga Del Norte and under drug watch list of Dipolog CPS.  confiscated during the operation were the following, to wit: five (5) pcs small & big plastic sachets containing white crystalline granules believed to be shabu; two (2) units cell phone; cash proceeds & marked money - (Php 1,185); and drug paraphernalia. POLANCO - Be informed that on or about 12:30 o’clock in the afternoon of December 29, 2016 at Purok Sampaguita, Barangay Bandera, Polanco, ZN, joint operation of PNP elements of Polanco MPS led by PCI ALEJANDRO TIBA TRABADILLO-OIC, ZNCIDG led by PCI SAMSON B. PASCUAL and ZNPIB led by PCI MENDEL S. CASAO arrested  one ROBERTO BAGAIPO y AURE, 56 years old, married, farmer, a resident of Purok Sampaguita, Barangay San Pedro Polanco, Zamboanga del Norte by virtue of Warrant of Arrest issued by HON ROGELIO D. LAQUIHON, Presiding Judge RTC 9, Branch 7 Dipolog City dated December 16, 2016 for the “Act of Lasciviousness in relation to Section 5 of RA 7610” docketed under CC# 21306 with recommended bail bond fixed to Php.180,000 and “Rape” in relation to Section 5 of R.A. 7610 docketed under CC# 21307 with no bail recommended. Campaign Against Illegal Drugs thru on Buy Bust

TAMPILISAN - Be informed that on or about 07:55 in the evening of December 29, 2016 at Brgy New Dapitan, Tampilisan, Zamboanga del Norte, PNP elements of Tamplisan MPS led by PSI RUFO C ANTIQUINA, OIC in coordination with the ZNPDEA conducted drug buy-bust operation resulted to the arrest of one GERALDINE ACOPIO BAES, 36 years old, widow, resident of said place.  Recovered from his possession are the following items to wit:  Five (5) pcs transparent heat sealed containing white crystalline granules suspected as shabu with three (3) pcs aluminum foil, one (1) pc lighter color blue, one (1) unit cellphone QNET brand color black, one (1) pack empty fortune cigarette, one (1) unit motorcycle Honda XRM color black with plate no. JA 73192 and one (1) pc motorcycle key, Two (2) pcs one hundred Peso Bill bearing serial numbers:  WJ655038, KF807558 as buy bust money, Seven (7) pcs one hundred peso bill, two (2) pcs fifty peso bill and three (3) pcs five hundred bill as proceed money. Report on Fire Incident Involving Vehicle

DAPITAN CITY - Be informed that at about 1:00 o’clock dawn of December 28, 2016, Dapitan CPS received a report from a concerned citizen that there was a vehicle razed by fire at the National Highway of Brgy Opao, Dapitan City. Immediately, personnel of Dapitan CPS together with personnel of BFP Dapitan City proceeded to the area and found out that the said vehicle was totally burned described as KIA Sportage with Plate Nr YGG-441. According to the witnesses, the unidentified passengers of said vehicle ran away while the said vehicle was on fire and left the area. Personnel of Dapitan CPS with the BFP Dapitan City are still conducting in-depth investigation to determine the motive, cause of fire, identity of the owner and the passengers of said vehicle. MANUKAN - Flash alarm to look and apprehend the possessor of one unit motorcycle blue Honda Wave 100 with temporary plate number 9853 owned by one Juliet Villamora y Santander, 40 years old, married and a resident of Barangay Poblacion, Manukan, ZN. OPERATIONAL ACCOMPLISHMENT REPORT

Arrest of Wanted Persons

JOSE DALMAN - Two wanted persons were arrested at Sitio Balintungun, Barangay Poblacion, Jose Dalman, Zamboanga Del Norte on December 26, 2016 at about 3:00 PM. Jose Dalman MPS identified the arrested the two wanted persons identified as Diosdado Balbosa Arawan, 59 years old, married and his son Jomar Elumba Arawan, 19 years old, single, both residents of said place. subject persons were arrested at their residence located at the above mentioned place by virtue of warrant of arrest for the crime of attempted homicide issued by Hon. Nimfa B Carreon-Padao, Presiding Judge of MCTC, Sindangan, Zamboanga Del Norte Dated  November 21, 2016 docketed under criminal case number 12705 with bail bond recommended fixed at twelve thousand pesos (₱12,000.00) each. REPORTED INCIDENT - December 26, 2016

Alleged Indiscriminate Firing

MUTIA - An indiscriminate firing incident transpired at Barangay Buenasuerte, Mutia, Zamboanga Del Norte at about 2:00 AM of December 25, 2016, wherein the suspect was identified as PO1 Arthur Sambiog Malayo,  32 years old, married, a resident of Barangay Buenasuerte, Mutia, presently assigned at Saranggani PPSC, PRO 12. Initial investigation conducted by the responding PNP elements of Mutia MPS disclosed that at about 2:00 AM more or less of same date, the suspect was looking for Mark Raymond Racho Raneses, 22 years old, married, farmer and a resident of same place who accordingly done damaged to the billiard stick of Reneboy Embang, Barangay Chairman of said place, but he found first the friend of Raymond, named Noel Secosana Guirra, 29, year old, married, habal2x driver and a resident of same place, he (PO1 Malayo) pointed his flash light to the face of Noel that prompted him to ask if who he is, and PO1 Malayo replied that he is a Police Officer and without any provocation fired his carried issued short firearms on the ground once. Recovered from the crime scene is one (1) fired cartridge of cal. 9mm pistol. After two (2) hours of operation/searching at said municipality, PO1 Malayo cannot be found thereat. According to the statement given by his family, PO1 Arthur Malayo already went to Dipolog City at about 5:00 AM of December 25, 2016 and boarded on a bus bound for Region 12 purposely to report to his unit. Stabbing Incident

MUTIA - Stabbing Incident occurred at Barangay Tubac, Mutia, Zamboanga Del Norte at about 5:00 AM of December 25, 2016. The victim was identified as Peter Rendoque Y Oro, male, 44 years old, Filipino, single, and a resident of said Barangay while the suspect was identified as Eric Marata y Salaveria, 19 years old, Filipino, male, single and a resident of Arellano St. corner Tomas Claudio St, Dipolog City. Further investigation disclosed that the victim and the Barangay Tanod identified as Romeo Dagatan Y Pagasian, 56 years old, Filipino, male, married and a resident of Barangay Tubak was talking inside the house of said Barangay tanod and without any apparent reason, suspect stabbed the victim with the used of broken bottle of Tanduay hitting the victim’s head, left ear and left portion of his neck. Then they struggled into the ground and the Barangay Tanod Romeo Dagatan pacified them. Both victim and suspect were believed to be under the influence of intoxicating liquor. Motive of the incident is a heated argument. The victim was immediately brought to Piñan District Hospital and later on referred to Corazon C. Aquino Hospital located at Dipolog City. The suspect was temporarily detained at Mutia Detention cell for appropriate charges.

Stabbing Incident

GODOD - Stabbing Incident at Barangay Miampic, Godod, Zamboanga del Norte at about 9:05 PM of December 24, 2016, wherein one Wilfredo Kuan y Kabanas, 40 years old, married, Filipino, male, farmer, a resident of Sitio La Union, Barangay Miapic, Godod, was stabbed by Procopio Jatico y Lagpac, 57 years old, single, Filipino, rubber tapper, also a resident of same place. Initial investigation conducted disclosed that prior to the incident, while the suspect (Procopio Jatico) was walking along the dark and narrow alley of the aforesaid place going towards his house and when he arrived at the place of incident, the victim (Wilfredo Kuan) together with his two (2) companions identified as Franklin and one (1) unidentified person waylaid  him and without any provocation he (Procopio Jatico) was attacked by the group of the victim and they helped each other punched, kicked and choked the neck of the suspect. That prompted the suspect (Procopio) to get his hunting knife from his back and stabbed the victim (Wilfredo Kuan) hitting on the right side of his chest that  caused serious injury purposely to stop the cruel intent of the victim. After the incident the suspect hurriedly run towards his house and thereafter he voluntarily surrendered himself to the Barangay Chairman, Jonathan Bularon.  While the victim was immediately brought and rushed to Ipil Hospital at Ipil, Zamboanga Sibugay for medical treatment.   Suspect was brought to Godod Rural Health Unit at Poblacion, Godod, for medical examination and now detained at Godod MPS for proper disposition. 

Motor Vehicular Traffic Accident 

SERGIO OSMEÑA - Vehicular accident transpired at National highway of Barangay Poblacion Alto, Sergio Osmeña, Zamboanga Del Norte. Initial investigation conducted disclosed that at about 05:55 PM of December 25, 2016, the MC1 and MC2 were running in the same direction from Integrated Bus Terminal (IBT) of Poblacion Alto, Sergio Osmeña , and upon reaching at the National Highway of the place Brgy, the driver of MC1 allegedly initiated signal light for left turn  but the driver of MC2 did not noticed the signal that caused him to bump the back portion of MC1 and both drivers sustained injuries on the different parts of their bodies. The MC1, red/black Haojue bearing plate number JA 69484 was driven by Dioarbel Sumader y Calaguan, 29 years old, male, married, Filipino and a resident of Brgy Poblacion Alto, Sergio Osmena, together with his back rider named Jean Castaño y Garing, 21 years old, female and a resident of Brgy White Beach, San Pedro, Pagadian City, Zamboanga del Sur and the MC2, red Honda wave 100 without plate number attached was driven by Roger Gumayaw y Gomiton, 19 years old, single, male, Filipino and a resident of Brgy Macalibre, Sergio Osmena, ZN. Both drivers of Motorcycles failed to present their certificate of registration (CR), official receipt (OR) and drivers license.5. Both drivers and back rider were brought to Sergio Osmena District Hospital for immediate medication but the back rider and the driver of MC2 were evacuated to Zamboanga Del Norte Medical Center in Sicayab, Dipolog City for further medication. The two (2) motorcycles are now impounded at said station for proper disposition.

Mauling Incident

KALAWIT - Mauling Incident occurred at about 6:30 PM of December 25 2016 at Sitio Balangasan, Barangay New Calamba, Kalawit, Zamboanga Del Norte. Suspect was already arrested by Barangay Chairman Rolly Pacleb together with his barangay  tanods and identified as one Jason Tome y Jumawan, 22 years old, single, farmer and a resident of said place. The victim was identified as one Antonio Ragodos y Cadano, 48 years old, single, farmer and a resident of said place lying above the table and was not able to move his body. Victim was brought to Ipil Emergency Hospital at Ipil Zamboanga Sibugay Province for medical treatment. Initial investigation disclosed that the victim were having drinking spree with the above suspect, thereafter the two having fun by running after each other at the rough road and without any reason the suspect pulled the victim and hanged on his shoulder, held the victim’s leg then directly pushed down to the ground that caused injury on his forehead, nose, face and the victim cannot move his entire body.4. The suspect is now detained at Kalawit MPS for proper disposition.

Anti-Illegal Drugs Buy-Bust Operation and Service of Search Warrant

KATIPUNAN - Joint elements of Katipunan MPS led by SPO3 Arnold Diao Ubando together with the personnel from the Provincial Intelligence Branch of PIB-ZNPPO led by PCI MENDEL SALES CASAO conducted joint Anti-Illegal Drug Buy Bust Operation at Purok Gabi, Barangay New Tambo, Katipunan, Zamboanga Del Norte at about 5:00 PM of December 25, 2016. This resulted to the arrest of three (3) suspects identified as: (1) Renzel Obafial y Nalda a.k.a. “Rinrin”, male, 23 years old, single and a resident of Purok Gabi, Barangay New Tambo, Katipunan, Zamboanga Del Norte; (2) Pocholo Cruz y Kim a.k.a. “Teolo” , male, 26 years old, single,  and a resident of Purok Gabi, Barangay New Tambo, Katipunan, Zamboanga Del Norte; and (3) Maria Maricel Calunsod y Zamora, female, 22 years old, single and a resident of Purok Gabi, Katipunan, Zamboanga Del Norte. 3. Confiscated from their possession and control were the following items, to wit: One (1) pc One Hundred Peso (P100.00) paper bill used as Buy Bust money bearing Serial Number: FW22316. Suspects were arrested after operating troops member who acted as poseur buyer was able to purchase one (1) piece transparent plastic sachet containing dried leaves believed to be “MARIJUANA” worth One hundred pesos (P100.00).4. At About 5:45 PM of same date, same elements conducted Service of Search Warrant docketed under SW No. 16-012-16 issued and duly signed by Hon. Ric S Bastasa, Presiding Judge, Branch 8, Regional Trial Court, 9th Judicial Region, Dipolog City on December 16, 2016 for Violation of R.A. 9165 otherwise known as Comprehensive Dangerous Drugs Act of 2002 against the three (3) above-mentioned suspects seizing following items, to wit: Five (5) pieces transparent plastic sachets containing dried leaves believed to be “MARIJUANA”; Two (2) pcs Five Hundred peso paper bill bearing Serial Nos.:  MO76987 and Two (2) pcs One Hundred peso paper bill bearing Serial Nos.: KU125207 as proceed money; One (1) pc big plastic cellophane containing small roots believed to be “MARIJUANA” roots; One (1) pc plastic cellophane small cut open plastic cellophane sachets believed to be empty pack container of drugs items; One (1) pc plastic cellophane containing an improvised cigarette pipe believed to be used in smoking “MARIJUANA”; One (1) pc Identification Card of Pocholo Cruz y Kim; One (1) pc Identification Card of Maria Maricel Calunsod y Zamora; One (1) pc Black Nokia Cell Phone with SIM and Battery; One (1) pc Black Samsung Cell Phone with SIM and Battery; and Five (5) pcs Disposable Lighters. Said arrested persons are labeled as High Value Targets (HVT) of Katipunan Municipal Police Station and linked with Alger Samson Bagor- Notorious Drug Personality as their group leader involved in pushing of illegal drugs “shabu” and marijuana and operating in our AOR. Seized illegal items were properly marked at the crime scene in front of the suspects in the presence of Renan Narciso-Media Representative and Hon. Jimuel Oxinio Lugo – Barangay Captain of said place. Said Suspects and Drug Items were now brought to Provincial Crime Laboratory Office, Minaog, Dipolog City for Laboratory Analysis and drug test respectively. 5. Robbery Incident

POLANCO - Robbery incident transpired at the store of Garry Intik Gumanad, 49 years old, married a resident of Barangay Poblacion North, Polanco, Zamboanga Del Norte. initial investigation disclosed based on the CCTV footage that at about 3:02 AM of December 24, 2016, the suspect later identified as Francis Colot Empremiado, 19 years old, single a resident of the above mentioned place together with his companion identified as Caloy gained entrance at the front door by destroying the padlock and once inside carted away the following: cash money amounting to thirty six thousand pesos (₱36,000.00), one (1) gold bracelet, one (1) unit apple 6s plus cell phone color black thirty seven (37) rims of Marlboro cigarettes, eleven (11) pouch of bear brand powdered milk and eight (8) boxes of Bonakid powdered milk. The suspect later arrested at around 7:57 AM at the same date at Poblacion North, Public Market, Polanco, Zamboanga Del Norte while the other suspect is still at large. Subject person is temporarily detained at Polanco MPS for proper disposition.

Stabbing Suspect Falls

SIRAWAI - One Enrico T Menor, chief security officer based at Dacon Company situated at Barangay Guban, Sirawai, Zamboanga Del Norte brought to Sirawai MPS on December 24, 2016 at around 11:00 AM, the person of Jellyboy Bulan Custodio, 26 years old, married, a company contract worker of Dacon, a resident of Barangay Guilingan, Tungawan, Zamboanga Sibugay a drug user and a Surrendereer of Tungawan MPS. Subject person is the suspect of stabbing Jojo Piagal, 25 years old, married, also a contract worker of Dacon Company a resident of Barangay Manawan, Gutalac, Zamboanga Del Norte. Initial investigation disclosed that while the duo was having a drinking spree, a heated argument ensued that resulted in stabbing. The victim sustained a lone stabbed wound on his stomach that resulted to instantaneous death.  Subject person was arrested and presently detained at Sirawai MPS for proper disposition.

Electrocution Incident

KATIPUNAN - An electrocution incident occurred at Purok 2, Barangay Tuburan, Katipunan, Zamboanga Del Norte victimizing one Raymund Caipang Y Ambag, 12 years old, male and a resident of said place. Initial investigation conducted by responding personnel of Katipunan MPS disclosed that at about 4:00 PM of December 23 2016, an unknown dump truck was unloading aggregates on the nearby hollow-blocks maker which accidentally hit broken the main high voltage electrical tension wire of ZANECO causing said wire to fall aground and caused temporary blackout around the area. While concerned citizens informed the ZANECO substation at Barangay Piao, Roxas, Zamboanga Del Norte at about 6:00 PM of same date, the victim who was pitching water from the other side of the National Highway entered and walked along the road right of way going to their house situated near the coastal portion of said place, accidentally stepped on the broken live electrical tension wire and was subsequently electrocuted. Victim was rushed to ZANORTE medical center for immediate medical treatment and was pronounced dead on arrival at around 6:29 PM same date by Dr. Mark Anthony G. Mariñas, the Attending Physician.

Progress Report on Shooting Incident

SERGIO OSMEÑA - This pertains to the shooting incident that transpired at Brgy Pedagan, Sergio Osmena, Zamboanga del Norte at about 8:15 in the evening more or less of December 22, 2016 wherein the victim identified as one (1) Pablito Taguiamon, male, 44 years old, married, Filipino and a resident of Barangay Pedagan, Sergio Osmena, was shot once (1) on his right upper chest of his body by unidentified person using undetermined caliber type of firearm. Initial investigation conducted by the Investigator On-Case disclosed that, at about 08:00 in the evening more or less of December 22, 2016, the victim (Pablito) was sitting alone at the chair of Public market of Brgy Pedagan, Sergio Osmena, Z.N and observed that there was one (1) person wearing white t-shirt with mustache and walking suspiciously. The victim later positively identified that it was Johnney Libradillo y Bañas, 34 years old, single, Filipino and a resident of Purok 2, Banginan, Barangay Pedagan, Sergio Osmena, who shot him (victim), once, hitting on his right upper chest causing him to run towards his neighborhood and asked for help. Said suspect immediately fled away and was seen by Renand H Capablanca carrying an identified long firearm who was happened to be also walking towards the opposite direction. The responding team conducted dragnet operation against the fleeing suspect and at about 7:45 in the morning more or less of December 23, 2016, Said responding team successfully arrested the suspect (Johnney Libradillo y Bañas) outside his residential house situated at Purok 2, Banginan, Barangay Pedagan, Sergio Osmena. Meanwhile at about 09:50 in the morning more or less of December 23, 2016, Said suspect was brought to Crime Laboratory Office, Motorpool Compound, Airport Drive, Minaog, Dipolog City, Zamboanga Del Norte for Paraffin Test Examination. Said suspect is now temporarily detained at Sergio Osmeña MPS for proper disposition.

SINDANGAN - Operatives of Sindangan MPS arrested a wanted man during manhunt operation at Barangay Siari, Sindangan, Zamboanga Del Norte about 12:40 PM of December 23, 2016. The arrested man was identified as Virgel Sarita Y Rabanal, 34 years old, male, married, Filipino and a resident of said place. Said person was charged for the crime of Attempted Homicide docketed in criminal case number 12714 issued by Presiding Judge Nimfa B. Carreon-Padao dated December 1, 2016 with recommended bail fixed to twelve thousand pesos (Php 12,000.00) for his temporary liberty. He was brought to Sindangan District Hospital for physical and medical examination and thereafter brought to Sindangan MPS detention cell for proper disposition.

LILOY - Elements of Liloy MPS led by Spo4 Angelito Cadavedo conducted manhunt operation against wanted person at Barangay Comunal, Liloy, Zamboanga Del Norte on December 22, 2016 at about 2:20 PM and successfully arrested Chona S Campasas, 42 years old, married a resident of the above mentioned place by virtue of warrant of arrest issued by Hon. Oscar Tomarong, Presiding Judge Of Rtc 9, Branch 28 Liloy, Zamboanga Del Norte For The Crime Of Estafa docketed under criminal case number l-003030-31 with recommended bail bond fixed at twenty two thousand pesos (₱22,000.00). Arrest of Wanted Person

PIÑAN - Elements of Piñan MPS arrested a wanted person on December 22, 2016 at about 2:30 PM, at Barangay Adante, Piñan, Zamboanga Del Norte. Arrested was Joel Cubillo Amparado, 36 years old, single, a resident of the above mentioned place. This is by virtue of warrant of arrest for the crime of slander by deeds docketed under criminal case number p-3175 issued by Hon. Deborah P Garcia Nazario, Presiding Judge Of Mctc, Piñan, La Libertad, 9th Judicial Region, Branch 01, Piñan, Zamboanga Del Norte with recommended bail bond fixed at six thousand pesos (₱6,000.00) for his temporary liberty. Grenade Throwing Incident

SIRAWAI - On or about 6:40PM, December 21, 2016 Two (2) unidentified suspects on board red/black XRM motorcycle thrown a hand grenade at Sirawai MPS and immediately speeded to unknown direction, fortunately the grenade failed to explode. Follow up investigation is on progress by Sirawai MPS and crime scene was already cordon while waiting for the availability of the EOD. Elements of Sirawai MPS led by PCI MALAHAY J SAID, OIC conducted hot pursuit operation and continuous intelligence monitoring in coordination with the AFP/SF operating in the area to locate, identify and arrest the suspect/s.

Alleged Mauling Incident

RIZAL - One Peter Princely Dian Peligrino, male, 19 years old, and a resident of Barangay North Mapang, Rizal, reported to Rizal MPS that he was alleged mauled by six  identified suspects at Barangay East Poblacion Rizal at about 10:00 PM of December 21 2016. initial investigation conducted disclosed that the victim was going out from the Gymnasium at West Poblacion Rizal, attending the activity in connection with “Araw ng Rizal” there after he was waylaid by the six persons while walking along the way outside the Gym then he was cornered along the way and was kicked and boxed by the following suspects: Jem Roy Roho Anding, Jr Sumingcan Cabornay, Jeny Roho Anding, Stephen Miras, aka Ekoy Rojo and Angelo Sumingcan. Victim was referred to RHU for medical treatment.4. Elements of Rizal MPS conducted hot pursuit operation that resulted to the arrest of  the two (2) suspects along the National Highway of East Poblacion, Rizal namely Jem Roy Roho Anding, male, 19 years old a resident of Barangay. New Dapitan, Rizal and Jr. Sumingcan Cabornay, male 19 years old a resident of Brangay. Mabuhay, Rizal, and now detained at Rizal MPS detention cell for filling of appropriate charges in court and continuous manhunt operation for the remaining four (4) suspects is going on. 2 Fishing Boat Held for Illegal Fishing

ROXAS - Personnel of Mabuhay MPS, led by PI Johnny M Garcia, deputy chief of police together with elements of 44^th IB PA and BFAR Mabuhay represented by Felictas A. Roxas, conducted joint seaborne patrol along the Municipal Sea Water of Mabuhay Particularly at Barangay Bangkaw-Bangkaw area at about 9:00 o’clock in the morning of December 21, 2016. This resulted to the apprehension of two (2) unregistered fishing boat for violation of Section 22, RA 8550 of Unified Fisheries Ordinance (UFO) for using “active gears” while conducting illegal fishing at the aforementioned place and owned by Hadjirul, Rating Abdurahman And Franco Ferrer both resident of Barangay Timbang-Timbang Alicia , Zamboanga Sibugay. confiscated from their possession and control were fishing paraphernalia and estimated more or less 32 kilograms of fishes. Suspects and confiscated items were now under custody of Mabuhay MPS for proper disposition.

Arrest of Wanted Person

SALUG - A man was arrested in Barangay Mucas, Salug, Zamboanga Del Norte at about 5:45 PM of December 20, 2016. Salug MPS identified the arrested as Itting Abbas, of legal age, a resident of said place. This is  by virtue of warrant of arrest charged for the crime of Multiple Murder with Frustrated Murder docketed under Criminal Case No. 1-4070, Robbery with Homicide docketed under Criminal Case No. 4056 and Theft docketed under CC No. 1-4071 all issued by Judge Reubin Maraon, of RTC 9th Judicial Region, Branch 24, Ipil, Zamboanga Sibugay. Confiscated from his possession and controlwas  one (1) unit hand grenade. Suspect now detained at Salug MPS for filling of appropriate charges.

Rape Suspect Arrested

SIOCON - A 16-year old teen was arrested for raping a 13-year old Grade 6 pupil at the victim residence in Barangay Latabon, Siocon at about 11:30 AM of December 20, 2016. Siocon MPS identified the arrested suspect as Ruben Anong Fuentevilla, 16 years old, male and a resident of same place. Initial investigation disclosed that the suspect brought the victim at the abandon house more or less fifty (50) meters away from their residence, then and there she was sexually molested two (2) times. The suspect was arrested at the rice field near the hinterland of same place and now temporarily detained at Siocon MPS for filling of appropriate charges while the victim was brought to Siocon District Hospital for medical and physical examination.

Drug Suspect Arrested

LEON B. POSTIGO - Operatives of Leon B. Postigo MPS conducted drug buy bust operation at Poblacion, Leon B Postigo, Zamboanga Del Norte at about 12:00 PM of December 19, 2016. The operation resulted to the arrest of one Jovin Bautista y Casul, 16 yrs old, single and a resident of mentioned place. Recovered from his possession three (3) small plastic sachets believed to be illegal drugs or Shabu, three (3) pieces small cut rolled aluminum foil and One (1) piece disposable lighter. Suspect was brought to Leo B Postigo MPS for filing of appropriate charges in court.

Suicide Incident

MANUKAN - Suicide incident transpired Barangay Libuton, Manukan, Zamboanga Del Norte. Initial investigation conducted by elements of Manukan MPS disclosed that, at around 7:00 AM of December 18, 2016, one Antonio Landao y Tiong, male, 49 years old, married resident of Tigbakan, Libuton, Manukan, went to the house of her daughter situated at Sentro Dos Barangay Libuton, Manukan, and upon his arrival at the house of her stepdaughter, Conchita Ramaso y Ingas, 32 years old he told her that he has a big problem, then she also told him that they will go to the house of the Barangay Chairwoman but first she told her stepfather that she will take a  bath first and the only person left at the house at the time was her two (2) children. Antonio let the children buy some foods, after a while her stepdaughter and the two siblings return home, upon their arrival they noticed that the door of their house was close and when they open the door they saw Antonio hanging with the use of a rope tied on his neck and the other end tied at the wooden trusses of the house. Upon post mortem examination conducted by Dr. Ranier Alonzo revealed that caused of death was Asphyxia secondary to strangulation by hanging (Suicidal). Further investigation conducted revealed that there was no foul play on the said incident. Investigator on case is PO1 Joerich Aban Ramos with contact number 0948-7813-788. Cadaver of the victim was turn over to his immediate family for proper disposition.

Stabbing Incident

DIPOLOG CITY - Stabbing incident transpired at P. Ramon St., Extension Miputak, Dipolog City at about 8:00 PM of December 18, 2016 wherein one Wilmer Ponte y Cabanlit, male, 38 years old, married and a resident of Purok Silangan-2, Miputak, Dipolog City was stabbed by Roel Balladares y Lacay, male, 45 years old, married and a resident of Mibang, Sta. Filomena, Dipolog City using a gaff hitting on the left side portion of the victim’s body. Victim was rushed to Zamboanga Del Norte Medical Center, Sicayab, Dipolog City for medical treatment and now confined thereat. Initial investigation conducted by Dipolog CPS disclosed that prior to the incident, the suspect and the victim engaged in a fist fight outside the Billiard Hall owned by Eliezer Ceprado, situated at the aforementioned place. After the said fist fight, Wilmer Ponte was sitting at the elevated flooring infront of the nearby store of Merly Gomez while Roel Balladares also left from said place. Minutes later, Roel Balladares return back together with his elder brother Ruben Balladares and without any words Ruben Balladares approached and quickly kicked Wilmer Ponte which resulted that the victim to fell down to the ground, therein Roel Balladares attacked and stabbed Wilmer Ponte using a gaff. Roel Cabanlit who witnessed the incident then tried to disarm Roel Balladares but he failed to do so, but Roel Balladares thrown the gaff near the crime scene and hurriedly boarded to the tricycle driven by his brother Ruben Balladares and fled to unknown direction. Recovered from the crime scene was one piece gaff measuring 3 inches long with blue scabbard. Elements of Dipolog CPS are still conducting a manhunt operation for the possible arrest of the suspects. Motive of the incident was due to a personal grudge.

Motor Vehicle Traffic Accident

DIPOLOG CITY - Motor vehicle traffic accident transpired along National Highway of Brgy. Turno, Dipolog City at about 4:15pm of December 18, 2016particularly in front of Camilla 2 Hotel involving two (2) motor vehicles. Initial investigation conducted by traffic investigator of Dipolog CPS disclosed that vehicle 1 – blue Suzuki Raider,  bearing with plate number JA 73719, driven by Nathaniel Patangan y Branzuela, male, 59 yo, married, a resident of Galas, Dipolog City, a holder of PDL JO3-79-0049020, while travelling along said road facing towards west direction and heading to Brgy. Gulayon, Dipolog City, was accidentally hit from behind by vehicle 2 –  blue Motoposh motorcycle,  bearing a temporary plate number 090110, number BTT56FM12V76030416, chassis number L82DCJL40G1387266 and driven by Noel Balio y Dayaras, male, 46 yo, married, a resident of Dipolog City, a holder of PDL No. JO1-15-003471, which was travelling from same direction. Due to the incident, the driver of vehicle 1 sustained bruises on his right elbow and right knee and was brought to Zamboanga Del Norte Cooperative Hospital, Brgy. Turno, Dipolog City for medical treatment. Both vehicles incurred damaged and vehicle 1 was temporarily impounded for proper disposition.

Motor Vehicle Traffic Accident

DIPOLOG CITY - One Ginalyn Ferrancullo y Bartolo, female, 30, married, a resident of Aguilar St., Miputak, Dipolog City, together with his two (2) daughter identified as Jade Ferrancullo, male, 10, and Janelle Ferrancullo, male, 7, came and reported to Dipolog CPS and alleged that while walking across the road of Bonifacio St., Barra, Dipolog City, particularly in front Mega Home, she was accidentally hit by a black Honda XRM single motorcycle, bearing with plate number JA 60421 allegedly driven by Ryan Rasonable which was travelling along the said road towards west direction heading to Dipolog Boulevard and immediately fled to unknown direction after the incident. Due to the incident, said pedestrian (Ginalyn Ferrancullo) sustained injuries on different parts of her body. Incident happened at about 5:30 PM more or less of same date.

Mauling incident

DIPOLOG CITY - Mauling incident transpired along Kagatan Road, Barangay Miputak, Dipolog City at about 12:30 AM of December 16, 2016, wherein one Ejay Braga Y Paclibar, male, 18 years old, single and a resident of mentioned place while driving his MC Yamaha Mio 125, color violet along Kagatan Road, Barangay Miputak, Dipolog City, three (3) unidentified persons approached him and mutually helping each other in mauling him without sufficient reason. The victim Kata cellular phone fell on the road and was taken by one of the suspects before they fled to unknown direction. Dipolog CPS now conducting thorough investigation of the incident. KALAWIT - Robbery incident transpired at Purok 2 New Calamba, Kalawit, Zamboanga Del Norte particularly at the house of Elizardo Boboc Arcim, male, 28 years old, security guard in profession and a resident of New Calamba, Kalawit. ify the veracity of the report. Initial investigation disclosed that at around 11:00 PM of December 15, 2016, the wife of the victim noticed that there is something unusual happened outside their house which prompted her to wake up and verify outside and discovered that his wooden walling was already ransacked also recovered a pair of slipper left in the area. He went back to his room and he saw that his sling bag containing 7,000.00 pesos and some important documents were gone. Further investigation conducted that at about 5:45 A.M of December 16,2016 base on the said pair slipper left by the suspect his neighbor identified the owner’s a certain Danny Tical y Dayahan, 43 years old male and a resident of Titay, Zamboanga Sibugay. The PNP personnel together with the aid of Brgy officials proceeded to Prk 2 New Calamba where the suspect temporarily stayed at his cousin. The team apprehended the suspect and recovered in his possession the personal belongings of the victim and one thousand (Php 1,000.00) pesos. Suspect is temporarily detained at this station for documentation and proper disposition.

GODOD - PNP personnel of Godod MPS led by Pinsp Carlito Cabrera Requilme – OIC conducted manhunt operation at Purok 1, Sioran, Godod, Zamboanga Del Norte at about 4:00 PM of December 16, 2016 and successfully arrested one David Enot y Camahalan 40 years old, male, married and a resident of said place. Subject was arrested by virtue of WOA issued by Judge Rowena Marie S. Carpitanos – Magallanes of MCTC, Salug - Godod, ZN dated June 14, 2016 for violation of PD 1602 with Criminal Case No. 3671-G with bailbond amounting Php 2,000.00. Arrested person was detained at Godod MPS detention cell for proper disposition.

KALAWIT - PNP elements of Kalawit MPS led by PI CRISPIN LIMITARES MANSINADEZ conducted a Manhunt Operation at barangay Marcelo, Kalawit, Zamboanga del Norte on December 16, 2016 at about 8:40 o’clock in the morning and successfully arrested the following, to wit:

a.   Felipe Mori y Baltazar – male, 56 years old,

b.   Edgar Himodo y Sanchez –male, 44 years old,

c.   Virgilina Helar y Andilab – female, 59 years old,

d.   Hector Egot y Neva – male, 59 years old,

e.   Dolia Sta.Teresa y Naparan – female, 62 years old

f.    Julie Hermano y Mares – female, 33 years old,

g.   Diosdado Arabia y7 Lumantam – male, 51 years old

h.   Jaime Rosento y Rosales – male, 55 years old,

i.     Apolinar Dayatdayatan y Ladion – male, 57 years old,

j.    Diosdado Larato y Gegrimosa – male 55 years old,

k.   Nelson dadan y Tiala, male, 40 years old,

l.     Mansueto Guanco y Desamero -  male, 60 years old, all residents of Marcelo, Kalawit, ZN.

Subject persons were arrested by virtue of warrant of arrest issued by Judge Ric S. Bastasa, , RTC 9^th Judicial Region Br 8, Dipolog City, dated November 8, 2016 for violation of RA 8282 docketed under criminal case number 21197 with recommended bail bond amounting to twenty-four thousand pesos (₱24,000.00) each. Arrested persons were detained at Kalawit MPS for proper disposition.

Arrest of Wanted Person

DAPITAN CITY - Operatives of Dapitan CPS led by SPO1 Aldwin A. Tagbac, conducted manhunt operation at Baragay Sta. Cruz, Dapitan City on December 16, 2016 at about 12:00 Noon. This led to the arrest of Crisanto Alcomendraz Dabalos, 42 years old, male, married and a resident of Barangay Diwa-an, Dapitan City. Subject person was arrested by virtue of warrant of arrest issued by Acting Presiding Judge Vittorio Dante D Dalman of MTCC, 9th Judicial Region, Dapitan City for the crime of Attempted Homicide dated December 13, 2016 docketed under Criminal Case Nr. 17938 with bail bond recommended amounting to Twelve Thousand Pesos (Php 12,000.00). Subject person is now detained at Dapitan CPS detention cell for proper disposition.

REPORTED INCIDENT - December 16, 2016

Fire Incident

DIPOLOG CITY - Fire incident that transpired at Martinez Village, Turno, Dipolog City at about 2:00 AM of December 15, 2016. Initial investigation conducted by FO1 Al Chester Frugoso disclosed that the store room owned by Stephen Montaño, of legal age, and a resident of Martinez Village, Turno, Dipolog City located at aforementioned place was razed on fire. The BFP Dipolog received the fire call at around 12:52 AM of same date. Further investigation revealed that the fire started at the storeroom while the cause of fire is still to be determine by BFP investigators. The BFP personnel declared fire out at around 2:20 AM of December 15, 2016 that resulted to an estimated damaged amounting to Four Hundred Thousand Pesos (₱400,000.00) and no injuries reported during the incident.

Shooting Incident

SERGIO OSMEÑA - Shooting incident transpired at Pedagan,Sergio Osmeña Sr. Zamboanga Del Norte at about 8:55 PM of December 14, 2016. The victim Joel Dumagaw Hayagan, 30 years old, married, farmer and a resident of Pedagan, Sergio Osmeña Sr. was shot by Jerome Larawan, of legal age also a resident of same place. That prior to the incident at around 7:00 PM of December 14, 2016 the victim and the suspect together with one Simeon Dela Cruz were having a drinking spree at the house of a certain Juanito Dela Cruz at said brgy. Moments later the suspect and Simeon Dela Cruz had a heated argument that resulted to a commotion between the duos that prompted the victim to pacify them. The suspect went home and later came back shot the victim once hitting at his left arm through the use of unknown short caliber firearm. The suspect fled to unknown direction while the victim was rushed to Sergio Osmeña Sr Municipal Hospital and was transferred to Zamboanga Del Norte Medical Center, Dipolog City for proper medication.

Law Enforcement Police Operation

DINAS - Combined operatives of Dinas MPS led by Police Inspector Jovert Dahunan, Zamboanga Del Sur Public Safety Company, Provincial Intelligence Branch, Provincial Anti-illegal Drugs Special Operation Task Group, Regional Intelligence Division 9, 2Wnd Mobile Company, Regional Public Safety Battalion 9 and 53^rd IB, Phil. Army conducted  a law enforcement police operation (Service of Warrant of Arrest) at the National Highway of Barangay Anonang, Aurora, Zamboanga del Sur at about 2:30 PM of December 15, 2016. The operation led to the arrest of Abunor Malido aka “Norex”, 42 years old, male, jobless and a resident of Purok Pasayan, Dinas, Zamboanga Del Sur, (Top 1 High Value Target Provincial Level and a member of Ambol Group). Arrested person has a standing warrant of arrest for violation of Section 11, Article II of R.A. 9165 docketed under Criminal Case No. 15-132 issued by Hon. Ruben Bance, Presiding Judge, RTC9, Branch 29 dated July 27, 2016 with bail bond of P700,000.00.   Suspect is now being detained at the Zamboanga Del Sur Police Provincial Office.

Arrest of Wanted Person

LILOY - A farmer was arrested by elements of Liloy MPS in Barangay Villa C. Sudiacal, Liloy, Zambo Norte at about 10:30 AM of December 15, 2016. Arrested was Gildo Perez Plando, male, married, 55 years old. This is by virtue of a Warrant of Arrest issued by Hon. Judge Reymar L. Lacaya of RTC 9th Judicial Region, Branch 11, Sindangan, Zamboanga Del Norte dated November 25, 2016 for the crime of Estafa docketed in Criminal Case # 5453 with bail bond recommended amounting to Eighteen thousand Pesos (Php18, 000.00). Suspect is now temporarily detained at Liloy MPS.

Drowning Incident

DIPOLOG CITY - Drowning incident transpired at Purok Roblom, Galas, Dipolog City at about 1:09 PM of December 15, 2016. The victim was identified as Grace Cotot Y Vale, female, 1 year old and a resident of the above-mentioned place. Initial investigation disclosed that prior to the incident the victim was last seen alive at her residence but was left unattended by her mother Vicky Cotot busy doing her household task. At around 9:40AM of same date, the victim was seen by her relatives floating at the nearby pond. The victim was then brought to Dipolog Medical Center, Sta. Filomena, Dipolog City but was declared dead on arrival by Dr.  Yap - MD. The cadaver now lies at Gamalinda Funeral Homes, Miputak, Dipolog City.
