- Be informed that at about 7:00 o’clock in the morning of February 10, 2017
one Casiano Marson De Rama, 54 years old, married and a resident of Brgy
Poblacion, Tampilisan, ZN reported to Tampilisan MPS that his green motorcycle
WAVE 100, with plate number JJ 6775, Engine number KTL00E039319, Chassis number
KTL00039342 was lost while park at his house situated at Brgy. Poblacion,
Tampilisan, ZN at about 5:00 o’clock in the morning of February 10, 2017. Acted
on the report elements of Tampilisan MPS led by PI ISIDRO J MALINAO, OIC
conducted follow-up operation that resulted to the recovery of the stolen
motorcycle abandoned by the unidentified suspect along the national highway of
Sitio Malisa, Brgy. Poblacion, Tampilisan, ZN at about 9:00 o’clock in the

DIPOLOG
CITY - Be informed that at about 3:00 o’clock in the afternoon of February 10,
2017, Dipolog CPS received a cellular phone call from a concern citizen that a
lifeless body of unidentified male person, ages between 30-40 years old was
found in the swamp portion of Purok Madasigon, Sicayab, Dipolog City.
Immediately, personnel of Dipolog CPS responded to verify the veracity of the
said report. Initial investigation conducted disclosed that prior to the
incident, the victim wearing jersey short with No.8 markings and green t- shirt
with marking “TLKK Inc. Fiesta Fun Run” was seen alive at about 11:00 o’clock
in the morning of same date and was sitting under the shade of a tree but
minutes later the residents notice that he was lying on his back on the shallow
portion of the marsh land. Doctor Rowel Mata conducted a postmortem examination
and result of his death is Asphyxia secondary to drowning. The cadaver was

about 5:00 o’clock in the afternoon of February 10, 2017 while parked at the

Mugging Incident
MANUKAN
- Be informed that at around 11:20 o’clock in the evening of February 11, 2017
a mugging incident transpired at Brgy. Punta Blanca, Manukan ZN, wherein the
victim identified as VIOLETA SARMING y ADAZA 65 years old, female, widow a
resident of said place. Elements of Manukan MPS led by PO3 Johnever C Ledeño
responded to the reported incident and arrested the suspect NILO PEREZ y ADAZA,
39 years old, male, married, jobless, a nephew of the victim and a resident of
Cagayan de Oro City who was temporarily residing at Brgy. Punta Blanca. Initial
investigation conducted disclosed that prior to the incident the victim and the
suspect had a heated argument, suddenly the latter throw a punch to the victim and
was knocked down unconscious and immediately brought to Manukan District
Hospital while the suspect was arrested and temporarily detained at Manukan MPS

KATIPUNAN
- Be informed that at around 10:00 o’clock in the evening of February 10, 2017
a mauling incident transpired at Sitio Sirabuk, Barangay Sitog, Katipunan, ZN.
As a result of manhunt operation, at around 12:00 o’clock noon of February 11,
2017 Katipunan MPS arrested one PAUSTO OBO y ALILONG, 39 years old, male,
married, farmer and a resident of same place suspect of mauling his parents
named DIOSDADO OBO y ANDES, 72 years old and mother, CARIDAD OBO y ALILONG, 64
years old, both residents of Sitio Sirabuk, Barangay Sitog, Katipunan, ZN.
Initial investigation disclosed that prior to the incident the suspect and his
parents were having an argument and suddenly mauled his parents by punching
them that resulted to multiple contusion to the different parts of their body
and was rushed to ZANORTE medical Hospital. Suspect was arrested at brgy Sitog,
Katipunan, ZN and now temporarily detained at Katipunan MPS for filling of

- Be informed that at about 9:00 o’clock in the morning of February 11, 2017, a
Motor Vehicular Traffic Accident transpired at barangay Causwagan, Liloy, ZN
wherein two vehicles were involved and described as follows; VEH 1- a Toyota
Hilux color freedom white, bearing Plate Number VF 6238 with engine number
2GD8085214, frame number MR0GB8DD1G1322060 owned by George Ebojo Laolao, a
resident of Purok Pines, Sanito, Ipil, ZSBGY, which was driven by BENITO LAOLAO
GARCIA JR, 49 years old male, married, service driver by occupation and a
resident of Barangay Namnama, Titay, ZSBGY, a holder of PDL with license number
JO4-8601-6136, together with his companion JOSE MARCIAL MONTEJO, 58 years old,
male, married, businessman and a resident of Poblacion Titay, ZN. VEH 2 – a Honda
wave MC color black with Plate Number JT 4167, engine number KVR00E052151
driven by RUVENESTER JOSE DEPALUBOS BAYOYO, 15 years old, male, single, a
resident of Poblacion Titay, ZSBGY, no driver’s license, O.R and C.R.
presented, together with his two (2) back riders identified as EDEN BENG
FERNANDEZ,25 years old, female, single, a resident of Naga, ZSBGY and HERVEY
JELLIANE DEPALUBOS BAYOYO, 4 years old, female, a resident of Pob. Titay, ZSBGY.
Initial investigation disclosed that both vehicles were travelling from
opposite direction. That the VEH-1 upon reaching at the place on incident the
driver lost control and hit the VEH-2 thereby causing both vehicles tumbled
down. As a result, both drivers and passengers of two vehicles sustained serious
injuries and was brought to Liloy Health District Hospital and later forwarded
to Zamboanga City Medical Center. Vehicles involved are now under the custody

- Be informed that on or about 9:00 o’clock in the morning of February 11,
2017, Sibuco MPS led by PCI SAID ABDULA INDANAN, OIC arrested one RUFINO
ALIGADO y ORTING, 63 years old, farmer and a resident of Barangay Santo Nino,
Sibuco, ZN charged for the crime of “FRUSTRATED MURDER” with Criminal Case No.
2016-11-07(1407) issued by Presiding Judge Laarni N. Dajao, of RTC 9th Judicial
Region branch 27, Siocon, ZN dated November 25, 2016 with bail of two hundred
thousand pesos (200,000). Subject was arrested at the above-mentioned place and

DIPOLOG
CITY - Be informed that on or about 8:30 o’clock in the evening of February 11,
2017, PNP personnel of Dipolog CPS responded to a reported commotion at brgy
Turno, Dipolog City that resulted to the arrest of JULIUS PAGALAN y RAMIREZ, 47
years old, male, married and a resident of Galas, Dipolog City. Initial
investigation conducted disclosed that at around 7:50 o’clock in the evening of
same date, the suspect Julius Pagalan Y Ramirez and Ramonito Barbaso Jr y
Gabriel, 41 years old, male, married, a resident and a Councilor of brgy Turno,
Dipolog City had a heated argument in front of DXDR radio station situated at
the National highway, Turno Dipolog City. That the suspect threatened Mr.
Barbaso in visayan dialect to wit: “PATYON TIKA BAI, KAY AMONG-AMONG MAN KAHA
IMONG GUSTO!” and subsequently attempted to draw a handgun from his belt bag
that prompted Mr. Barbaso to hold the suspect’s hand and they scuffled until
they were pacified by the responding Barangay Tanods and PNP personnel of
Dipolog CPS. Recovered from possession of the suspect was one (1) unit caliber
.38 handgun without serial number (paltik) loaded with two (2) live
ammunitions. Suspect was brought to Dipolog CPS for filling of appropriate

Stabbing Incident
LILOY
- Be informed that at about 3:00 o’clock dawn of February 12, 2017, Liloy MPS received
a report from a concerned citizen that a stabbing incident transpired along the
national highway of Barangay Kayok, Liloy, ZN particularly near the barangay
hall wherein the victims identified as follows: .a. ALNASAR ABDAH AHIL, 25
years old, single, male; b. CRISANTO TUMANAW MADALI, 20 years old, single, male;
c. ALMUGER ABDAH AHIL, 20 years old, single, male, Jobless all residents of
Candelaria, Liloy, ZN; and d. LIMAR MALON MULOC, 22 years old, single, male,
and a resident of Mucas, Salug, ZN. Immediately, PNP personnel of Liloy MPS
proceeded to the area to verify the veracity of the report. Initial
investigation conducted disclosed that while victims and the suspect identified
as DINDO DAGODOG CALASANG, 22 years old, single, male, a resident of Dela Paz,
Liloy, ZN, together with other unidentified suspect were attending a disco party
at the aforementioned place, a heated argument ensued between both parties that
resulted to a commotion wherein the suspects suddenly stabbed the victims
sustaining stabbed wounds on different parts of their bodies. Victims were brought
to Liloy Health District Hospital for medical treatment and later forwarded to
Zamboanga del Norte Medical Center, Sicayab, Dipolog City for continue
medication while the suspects fled to unknown direction after the incident.
Incident happened at about 2:30 o’clock dawn of same date. PNP elements of
Liloy MPS were still conducting follow-up operation for the possible arrest of

Arrest of Suspect on
Direct Assault
MANUKAN
- Be informed that at about 8:40 o’clock in the evening of February 11, 2017 a
concerned citizen of Brgy. Poblacion, Manukan ZN reported to Manukan MPS that
there was a person making disturbance thereat identified as a certain JOEMAR
RETES y RUSIANA aka “Jojo”, 38 years old, male, Filipino, resident of Brgy.
Libuton, Manukan ZN who was involved in a fist fight with certain YOYOY
TULABING. Immediately, elements of Manukan MPS led by PO3 Johnever Carcedo
Ledeño proceeded to area to verify the veracity of the report. Upon arrival,
the PNP team pacified the suspect but the latter disobeyed and subsequently
attacked PO1 Baldomero T. Gutang but with the intervention of other responding
team subject person was successfully arrested and brought to Manukan MPS for
proper disposition while Yoyoy Tulabing managed to escape. Investigation
conducted revealed that prior to the incident, Joemar Retes y Rusiana aka
“Jojo” and Yoyoy Tulabing were having drinking session and later on, both had a

- Be informed that at about 11:58 o’clock in the evening of February 11, 2017,
Hon. Efraim Arcilla y Vasquez, 35 years old, Married, Filipino, Brgy. Kagawad
and a resident of Barangay Tangarak Sibuco, Zamboanga del Norte, reported to
Sibuco MPS that at about 5:30 o’clock in the afternoon of same date, Hon.
Fernando Torlao y Espina Sr., 63 years old, Male, Married, Brgy. Kagawad and a
resident of Brgy. Tangarak, Sibuco, Zamboanga del Norte, was allegedly shot to
death using undetermined firearm, by unidentified assailant at Sitio Landing,
Barangay Tangarak, Sibuco, ZN. According to the reporter (Hon. Efraim V.
Arcilla) the victim sustained multiple gunshot wound at the different parts of
the body that caused his instantaneous death. Elements of Sibuco MPS led by PCI
SAID ABDULA INDANAN-COP proceeded to the area to verify the veracity of the

- Be informed that at about 1:45 o’clock
in the afternoon of February 12, 2017, a motor vehicle traffic accident
transpired along the national highway of Brgy Conacon, Polanco ZN particularly
at the curve fronting Zamboanga Garden Cemetery involving two (2) motor
vehicles described as follows: vehicle1- Red passenger jeep, bearing plate No.
JBD 218, with OR No. 365484316 dated August 14, 2015 and CR No. 46227067-4 registered
under the name of Paquito G. Quinlog of Magangon, Polanco, ZN, driven by SANNY
CARDONA, 33 years old, single and a resident of Barangay Magangon, ZN holder of
PDL no. JO1-15-000598; and vehicle2 – red Honda XRM 125 MC bearing plate no. 4236 JR, driven by GABRIEL BAGO, 18
years old, single and a resident of Galas, Dipolog City, without OR/CR and PDL
presented, with backriders, namely: Wilben Danas y Jorado, 19 years old single
and Junie Ilado y Nansabot, 15 years old, single, all residents of Galas, Dipolog
City. Initial investigation conducted disclosed that while vehicle2 was plying
from Dipolog City going to Pinan, ZN (east direction) and upon arrival at the
place of accident, suddenly collided to the left side bumper of vehicle1 which
was also travelling from opposite direction. As a result, vehicle2 and its
riders fell on the road sustaining serious injuries in different parts of their
bodies. Both victims were brought to ZANORTE medical Center Sicayab, Dipolog
City for immediate medical attention but the driver of vehicle2 was pronounced
DOA by the attending physician Dra. Cherry Conception Mata while both vehicles

Hacking Incident
SIAYAN
- Be informed that on or about 7:00 o’clock in the morning of February 12, 2017,
a hacking incident transpired at Sitio, Ninyan Diongan, Siayan Zamboanga del
Norte wherein one SABINO DUMAY y LANGUTAN, 64 years old, married Filipino,
farmer a resident of above-mentioned place was hacked inside his residence by suspect
JOEL ADLIT y SUMAGBUD, 45 years old, married, Filipino, also a resident of same
place. Initial investigation conducted disclosed that the suspect arrived at
the residence of the victim asking for PANGASE (subanen Native wine). The
victim offered him one gallon of pangase wine then asked that suspect if he
already take his breakfast but the suspect answered “not yet”. The victim then advises
the suspect to standby at their living room and watched television for the
victim will prepare food but while on the process of preparing food, the
suspect followed him holding a sharp bolo. When the victim confronted him, suspect
answered ‘patyon tika” and without any provocation hacked the victim hitting at
his left hand and head. The victim struggled, boxed the suspect until he was
able to disarmed and retaliate/hacked the suspect twice hitting on his head and
at the back portion of his body. After the incident, the victim noticed that his
money amounting to Forty Thousand Pesos (P40,000.00) which was kept inside his
bag, hanging near their television was missing and the victim believed that the
suspect steal his money. The victim was brought to Sindangan District Hospital
for medication, while the suspect who was also wounded, was rescued inside the
house of the victim (Sabino) by Brgy Chairman Albert Lisundra Cuevas together
with his Brgy Tanod and further brought to Sindangan District Hospital for

Report on Fire Incident
SERGIO
OSMEÑA - Be informed that at about 8:50 o’clock in the evening of February 12,
2017, coconut drier and residential house made of light materials owned by NICANOR
TILLO y BANDALA, 62 years old, married, located at Brgy. Venus, S. Osmeña, ZN
were burned by his tenant ELESIO GUMERA y AGUHOB, 40 years old, married, farmer,
a resident of said place who was under the influenced of liquor and fled
towards unknown direction after the incident. Estimated damage of drier is
Eighty Thousand Pesos (P80,000.00) and Residential House is Sixty Thousand
Pesos (P60,000.00). Motive of the incident still to be determined. No victim/injured
during the said incident. Manhunt operation is now conducted by elements of S. Osmeña
