Shooting Incident
SIRAWAI - Shooting incident
transpired at Barangay Panabutan, Sirawai, Zamboanga Del Norte at about 10:45
AM of February 5, 2017. The Sirawai MPS identified the victim as Jehmar Muloc y
Muloc, 32 years old, married, construction worker and a resident of Barangay Macuyon,
Sirawai, Zamboanga Del Norte. He was shot by unidentified perpetrator using cal.
45 based on the fired cartridge and slugs recovered at the crime scene.
Investigation showed that the victim was doing construction work along the road
of Barangay Panabutan, Sirawai with his companion at the said site unidentified
person approached and shot him. He was immediately brought to Sirawai Rural
Health Unit for immediate medication, but declared death on arrival (DOA) by
attending physician. After the incident, the suspect fled to unknown direction.
Recovered at the crime scene are two (2) fired cartridges of cal. 45 and two
(2) slugs. The victim’s cadaver was now at their residence at, San Vicente,
Sirawai, Zamboanga Del Norte. The Sirawai MPS now conducting follow-up
investigation for possible identification and arrest of the suspect.
Suicide Incident
POLANCO - Suicide
incident occurred at the victim’s residence in Victoria Hills Subdivision, Conacon, Poblacion North Polanco, Zamboanga
Del Norte. The victim was later identified as Rodnear Pacatang y Cabugos, 20
years old, single, and a resident of said place. Investigation showed that the victim
was committing suicide by tying his neck with a rope and hanged himself at the
wooded trusses of their garage. The victim was discovered dead at about 8:00 AM
of February 5, 2017. Motive of said incident is still to be determined.
Report on Direct Assault
SERGIO OSMEÑA - PNP
elements of S. Osmena MPS conducted random mobile checkpoint at National
Highway of Barangay Poblacion Bajo, Sergio Osmena, Zamboanga Del Norte at about
2:00 PM of February 5, 2017. Wherein at about 03:00 PM of same date, one Jan
Narciso Adolfo, male, 21 years old, single, Filipino and a resident of Purok
Mahogany, Barangay Poblacion Alto of said Municipality, riding a black
motorcycle bearing plate number 3943 JE with noisy muffler was approaching the
checkpoint which prompted PO2 Vibren Ates to accost said motorcycle wherein the
driver failed to present legal documents and revealed that the owner of said
motorcycle was his uncle one King Vincent Batilona y Adolfo. Thereby, PO2
Vibren Ates put the said motorcycle in custody and issued the driver with
impounding receipt. Meanwhile, at about 3:25 PM of same date, King Vincent
Batilona y Adolfo, 35 years old, married, and a resident of Barangay Poblacion
Alto of said municipality arrived at the checkpoint area and requested PI
ANTONIO BUHISAN TAPALES to release the said motorcycle, however failed to
present pertinent documents to show ownership, thereby PI TAPALES denied the
request then the said person went home. At about 3:45 PM of same date, King Vincent Batilona y Adolfo came back
armed with bolo and challenged the police officers for a fight and uttered a
vernacular words “Akong kuhaon ning motor, kinsa ninyo mobabag ako mong
tikbason”, means “I will get the motorcycle, anybody will prevent, I will hack
you”. Immediately, the police officers disarmed and arrested the suspect and
recovered from his possession the bolo measuring about 18.5 inches long
including the wooden handle. Suspect was detained at S. Osmena MPS while the
motorcycle was also in custody of S. Osmena MPS for proper disposition.
Report on Fire Incident
DIPOLOG
CITY – Be informed that at about 4:25 o’clock in the afternoon of February 3,
2017, a fire incident transpired at the residential house owned by EVELYN
BARTE-PIRAS located at Bonifacio St., Estaka, Dipolog City which was occupied
by one Elsar Ladera Abdulhamid (Caretaker). Initial investigation conducted by
the responding PNP personnel together with Dipolog City BFP investigators
disclosed that the fire started at the room located at the second floor of the
said building and was declared fire out at around 4:50 o’clock in the afternoon
of same date. Estimated value of damage is one hundred fifty thousand pesos
(150,00.00) with no reported injured during the incident. Dipolog CPS together
with BFP personnel are still conducting thorough investigation to determine the

Report on Mauling Incident
DIPOLOG
CITY – Be informed that at about 6:34 o’clock in the evening of February 3,
2017 a mauling incident transpired at the National Highway of Sta. Felomina,
Dipolog City fronting Top Lumber Hardware wherein the victim identified as RENA
JANE PAGAR y FERNANDEZ, 25 years old, single and a resident of Green Village,
Sta. Felomina, Dipolog City. Immediately, PNP team of Dipolog CPS led by SPO3
Jerry Buhisan proceeded to the area to verify the veracity of the report.
Initial investigation conducted disclosed that while the victim was standing at
the abovementioned place, the suspects identified as the live-in partners EDUARDO
SORIANO y BAGUINAT, 55 years old, and JANNA BUENO y ATSOY, 31 years old, single
both residents of Purok 1, Piao, Roxas, ZN arrived and suddenly mauled the
victim. As a result, the victim sustained injuries on the different parts of
her body and was brought to the hospital for medical examination while the
suspects were arrested and now detained at Dipolog CPS for filing appropriate
charges in court. Motive of the incident is believed to be personal grudge. For information.
Report on Motor Vehicle Traffic Accident
DIPOLOG
CITY – Be informed that at about 2:30 o’clock dawn of February 4, 2017, a motor
vehicle traffic accident transpired along the intersection of Herrera Street
Corner Kagatan Road, Miputak, Dipolog City, involving two (2) vehicles
described as follows: a. Veh1 – Mitsubishi-Fish Carrier bearing plate number RJY
922 with Chassis Number FT510VX-500076 and Engine Number 6D40-256376,
registered under the name of a certain NEIL Y. FLORES of Tugbungan, Zamboanga
City and driven by PETER PAUL CANO y ROMAGUERA, 49 years old, married and a
resident of Canunang, Zamboanga del Sur,
holder of a PDL Nr J03-88-008606); and b. Veh2 - red XRM, without plate no. attached, bearing Chassis
no. RM170189906 and engine no. XRM17E018909, registered under the name of a
certain ARMANDO ALMAGRO of Sindangan, ZN and driven by one LEOMARI BASTASA y
RITA, 19 years old, single and a resident of Salug, ZN, a 3rd Year college
student of Saint Vincent’s College (Computer Engineering), no driver’s license
presented with backrider FREDRICH ORNOPIA y SOJOR, 19 years old, single and a
resident of Liloy, ZN also a 3rd Year college student of same school
taking up Education. Initial investigation conducted disclosed that while
vehicle1 was travelling along Kagatan Road, Miputak towards Brgy Turno, Dipolog
City (East direction) and upon arrival at the place of accident, it was
accidentally bumped at the left side portion by vehicle2 which was travelling in
south direction going to Brgy. Sta. Isabel. As a result, vehicle2 together with
the driver and the backrider were dragged for about 68 feet from the point of
impact sustaining serious injuries on the different parts of their body.
Victims were brought to Zamboanga del Norte Medical Hospital for medical
treatment but the backrider (FREDRICH ORNOPIA y SOJOR) was declared DOA by his
attending Physician, Dr. Darryl Quiachon while vehicle2 incurred major damages
and vehicle1 incurred minor damage were both impounded to Dipolog CPS and the
driver of vehicle1 was also detained for proper disposition. For information.
Report on Cellphone Snatching Incident
DIPOLOG
CITY - Be informed that at about 9:07 o’clock in the evening of February 04,
2017, one JONATHAN MOROSCALLO y OMILIG, 24 years of age, single and a resident
of Purok Sampaguita, Olingan, Dipolog City came and reported to Dipolog CPS
alleged that his mobile SAMSUNG J1 color black was snatched by an unidentified
suspect at Curvada, Galas, Dipolog City. Initial investigation disclosed that
on or about 6:50 o’clock in the evening of the same date while victim attempt
to drive his motorcycle, the suspect arrived and snatched his cellphone, after
the incident the suspect fled towards to unknown direction. Unidentified suspect
wearing jacket color gray and black and black short pants with estimated height
of 164cm and age around 20 to 30 years old.

Report on Stabbing Incident
GUTALAC
– Be informed that at about 07:40 o’clock in the evening of February 04, 2017,
PO1 Sheryl Diones Drilon, member of Gutalac MPS, a resident of Brgy. Canuto
Enerio, Gutalac, ZN called thru cellular phone and reported that stabbing
incident transpired at Brgy La Libertad Gutalac, ZN. Immediately team of Gutalac MPS led by SPO2
Leonel Somosa Palacay responded and proceeded to aforementioned place. Initial
investigation conducted disclosed that victim identified as LUDJUMAN JAMMANG y
ISIC, alias Totoh, 38 years old, married, and suspects identified as RELAN
PALACIOS y YBAÑEZ, 34 years old, married and ARTHUR PEDIDA y SAMSON, alias
Badong, 34 years old, married and all resident of Brgy La Libertad, Gutalac, ZN.
Victim was rushed to Labason District Hospital by his wife and relatives for
medication but declared dead on arrival by the attending physician due to
multiple stabbed wound. Further investigation conducted also revealed that
before the incident, the victim Ludjuman Jammang y Isic having a bolo provoking
outside the house of Relan Palacios y Ybañez and then the suspect went outside
with a slaughter knife and they fought until the victim grabbed the knife of
Relan, then one Arthur Pedida y Samson, near relative of Relan with a piece of
wood came and strike hitting at the victim’s head and the victim fell down and
Relan got the said knife and stabbed the victim several time hitting at the
different part of the victim’s body. Recovered from the crime scene one (1)
slaughter knife and one (1) bolo. On or about 9:00 o’clock in the evening of
same date, team successfully arrested the suspects at their residence and
brought to Gutalac MPS for filing appropriate charges. For information.
Report on Confiscated Loose Firearms and Illegal
Drugs
LABASON
- Be informed that about 10:30 o’clock in the evening of February 4, 2017,
Labason MPS received a phone call from Punong Barangay of Brgy Balas Jaypee
Laput that a concerned citizen from Sitio Sibulan of Barangay Balas informed
him that he saw certain SOTA with one companion at their place allegedly armed
with short firearms. Immediately, elements of Labason MPS led by led by PSI
Sergio R Bihag, OIC together with the Barangay Tanod of Barangay Balas, responded
and proceeded to the aforementioned place. At about 11:00 o’clock in the
evening of same date, the responding team halt and confronted a motorcycle
driven by certain Sota along the road of Sitio Sibulan Barangay Balas Labason
ZN. Upon conducting plain view inspection, the team saw a bulky on their waist
and it seems to be a firearm. Thereafter, the team successfully confiscated one
(1) Unit Colt caliber .45 with magazines
loaded with 11 ammos and serial no. 775421 at the possession of certain ALI
LAYDAN SOTA alias “Puloy”, 34 years old, married, farmer, number ten (10) on
drug watch list and a resident of Brgy New Salvacion Labason, ZN and one .38
revolver loaded with 6 ammos and deface serial number confiscated at the
possession of his companion identified as MADJILAN DUMPAK SANSALANI aka “Tatong”,
34 years old, married, farmer, no. nine (9) on drug watch list and a resident
of Sitio Banalan, Brgy Kipit of said municipality. Furthermore, a body search
was then conducted by the persons witnessed by the barangay Chairman of Brgy
Balas same municipality wherein several of sachet containing with crystalline
granules believed to be methamphetamine Hydrochloride or “shabu” were
confiscated on their wearing pants incidental to the lawful arrest. Subject
persons are now temporarily detained at Labason MPS for proper filing of cases

OPERATIONAL ACCOMPLISHMENT REPORTS
Campaign against Loose Firearms (Kontra Boga)
DAPITAN CITY - A
37-year old man was arrested after a caliber 45 pistol was found in his
possession following a follow-up operation at Purok Malinawon, Barangay
Cawa-Cawa, Dapitan City at about 8:00 PM of February 5, 2017. The suspect was
identified as Kirby Jamarolin y Flores, 37 years old, married male, a resident
of Purok Palaran, Brgy Cawa-cawa, Dapitan City. He allegedly slapped and
pointed a handgun to one Erick Dagwayan y Galleposo 24 years old, male; single
a resident of said place. This prompted the victim to report the incident to
the Dapitan CPS. Investigation showed that suspect was standing beside his
motorcycle when the PNP conducted body search which led to the recovery of one
(1) unit caliber .45 Caspian Pistol with
serial number 387419 and one (1) magazine without ammunition. Suspect was then
arrested and now detained at Dapitan CPS for proper disposition.
Report on the Arrest of other Wanted Person
DIPOLOG
CITY – Be informed that at about 3:50 o’clock in the afternoon of February 3,
2017, Joint elements of CIDG9 led by PCI SAMSON B. PASCUAL, CIDG10 and
personnel of Dipolog CPS led by PSI ALEXIS BAHUNSUA proceeded to Brgy Lower
Bautista, Sapang Dalaga, Missamis Occidental and arrested one MELINDA SOLON y
ALIPAO-PAO, female, 38 years old, married and a resident of Purok Bougainvilla,
Sta. Felomina, Dipolog City. Subject was arrested by virtue of WOA issued by
Judge Cherry Joy C. Concha-Ageas, of RTC, 9th Judicial Region, Br
10, Dipolog City dated January 26, 2017 for the crime of “ESTAFA” (Art. 315,
par. 1(b) of the Revised Penal Code) docketed under Criminal Case no. 21394
with bail bond amounting to (Php26,000.00). Arrested wanted person was detained
