Counter-Intelligence Task Force Conducted Drug Buy Bust Operation in Dipolog
City

CITY (Nov. 6, 2018) – The Combined elements of PNP-Counter-Intelligence
Task Force (CITF) and PDEA conducted drug buy bust operation in front of Andres
Bonifacio College Gymnasium, Dipolog City, Zamboanga Del Norte at about 7:40pm
of November 5, 2018.
The operation was conducted against Police
Superintendent Santiago Ylanan Rapiz, currently assigned with the Logistics
Branch of Zamboanga del Norte Police Provincial Office.
The operation was resulted in an armed
encounter between the operatives and the suspect that led to the death of the suspect
identified as PSUPT Santiago Ylanan Rapiz.
After he sensed the operation; Rapiz tried
to escape but was cornered by the arresting elements.
However, instead of giving up to the
authority, he drew his firearm and fired towards the arresting elements. The operating
units retaliated and fired back hitting him. He was immediately rushed to
Corazon Aquino Hospital in Dipolog City, however, he was pronounced dead on
arrival by the attending physicians.
One big transparent heat sealed plastic
sachet containing white crystalline substance believed to be Shabu worth Php50,000.00
that was bought from Rapiz during the operation was turned over by the police
poseur buyer to the investigator-on-case of Dipolog City Police Station.
Meanwhile, the crime scene was
processed by the PNP Crime Laboratory personnel of Zamboanga Del Norte PPO
where a caliber 45 pistol used by Rapiz was recovered.
PCSUPT Emmanuel Luis D Licup, Regional
Director of PRO-9, said the joint operations of PNP-CITF and PDEA was a
legitimate operation citing their proper coordination with the Police Regional
Office 9.
PSUPT Santiago Ylanan Rapiz has been
reassigned by the Directorate for Personnel and Records Management (DPRM) at
PRO9 on October 18, 2016 from the PRO-18.
PCSUPT Emmanuel Luis D Licup, Regional
Director of PRO-9, earlier gave a stern warning that the Police Regional Office
9 is seriously implementing the Internal Cleansing Program in the region.
Citing the data from the PRO9 Internal
Cleansing Program,
a total of 31 PNP personnel tested
positive for illegal drug use during the conduct of random drug testing while 11
others were arrested in anti-drug operations since January this year here in
the region.
The PNP-Counter-Intelligence Task Force
(CITF) has already neutralized three PNP personnel involved in illegal drugs
activities during its two legitimate operations in Zamboanga Peninsula.
On August 18, 2018, two policemen were
killed in a shootout with operatives of the Counter Intelligence Task Force
(CITF) of the PNP. Among those killed in a shootout with PNP-CITF were Police
Officer 3 Ronald Bernardo and Police Officer 2 Ma. Oliver Olaso, both assigned
with the Station Drug Enforcement Team of Zamboanga City Police Office’s Police
Station 9.
The latest incident involved a police
superintendent who was killed in a shootout with PNP-CITF and PDEA was Monday
evening November 5, 2018 in Dipolog City.

Held in
TAMPILISAN,
Zamboanga Del Norte (Nov. 6, 2018) - A
64-year old farmer was arrested by operatives of Tampilisan MPS during manhunt
operation at Purok Gemelina Barangay Lumbayao, Tampilisan, Zamboanga Del Norte
at around 3:00pm of November 5, 2018.
Police Senior Inspector Alexie A
Palisoc, Tampilisan Police Chief identified the arrested man as Nono Picure
Calumba, 64 years old, married, farmer and a resident of aforementioned place.
The suspect has a standing Warrant of
Arrest charged for the crime of Acts of Lasciviousness, under Criminal Case No
B-64358, issued by Presiding Judge of 9th Judicial Region Branch 2 Dipolog City
dated October 17, 2018 with bail amounting to Php 36,000.00. Accused now
detained at Tampilisan MPS for proper disposition.
Arrest
of Wanted Person
GUTALAC,
Zamboanga del Norte (Nov. 7, 2017) - PNP
personnel of Gutalac MPS and 901st of RMFB9 conducted manhunt operation at Brgy
Cocob, Gutalac, Zamboanga Del Norte at about 10:00am of November 6, 2018.
Police identified the arrested suspect
as Felix Sumabot Dumpalac, 19, and a resident of said place.
The Suspect was arrested by virtue of
Warrant of Arrest issued by Judge of Branch 28, RTC, 9th Judicial Region,
Liloy, Zamboanga Del Norte.
The WOA was issued dated August 22,
2018 docketed under Criminal Case no. L-003447 for ”Violation of Sec 11 Art II
of RA 9165” with bail bond amounting to Php200,000.00.
The arrested wanted person is now
detained at Gutalac MPS for proper disposition.
4 Arrested in Drug Buy Bust in
Zamboanga Del Norte
SIOCON, Zamboanga del Norte (Nov. 5,
2018) – The Combined
elements from 905th Maneuvering Company of RMFB9 and Siocon Police Station
conducted joint law enforcement operation on campaign against Illegal Drugs
through buy bust operation at Barangay Bucana, Siocon, Zamboanga Del Norte at
about 2:05pm of November 4, 2018.
The operation was resulted to the successful arrest of the four
suspects identified as:
1. Julsar
Dawami Ismael, 23 years old, single, fisherman and
2. Seeta
Dawami Ismael, 43 years old, married, housewife both members of the notorious
Sahibad Drug Group.
Also arrested while having a pot session at the house of the subject Julsar
Dawami Ismael were:
3. Sagddi Bayan Jaron, 30 years old, single,
fisherman, and
4. Julosan
Dawami Ismael, 24 years old, married, fisherman. All arrested personalities are residents of
Brgy. Bucana, Siocon, Zamboanga Del Norte.
The
operating team confiscated from the possession and control of the group were
the following:
One
piece five-hundred peso bill (₱500.00) bearing serial number EJ613676 (Utilized
as Buy-Bust Money);
One-piece
small heat-sealed transparent plastic sachet containing white crystalline
granules believed to be methamphetamine hydrochloride locally known as “SHABU”
(Buy-Bust);
One-piece
rectangular transparent plastic containing four pcs small heat-sealed
transparent plastic sachets containing white crystalline granules believed to
be methamphetamine hydrochloride locally known as “SHABU” (Possession);
Three
pieces MEDIUM SIZE heat-sealed transparent plastic sachets containing white
crystalline granules believed to be methamphetamine hydrochloride locally known
as “SHABU” (Possession);
Sixty-peso
bill (₱60.00) in different denominations;
Several pcs
of believed to be used/burned strip rolled aluminium tin foils;
Ten
pieces’ empty cut transparent sachets and thirteen (13) pcs empty transparent
plastic sachets in large size used for repacking the shabu;
One
hundred twelve (112) pcs cut/rolled aluminum strip foil;
One
empty transparent plastic sachet, color blue
One
pc color red with dot of white, inside of it there was (3) pcs of cut/rolled
aluminium strip foil;
One
pc scissor color green;
One
pc ID card indicating the Name JULSAR D. ISMAEL
One
pc empty cigarette pack MIGHTY green;
Five
pcs different kind of cellular phone in different brand; and
Two
pcs lighter.
All
confiscated items and arrested persons are now under the custody of Siocon MPS
for proper disposition of the case.
