Suicide Incident
DAPITAN CITY - Suicide incident occurred at Barangay Canlucani, Dapitan
City at about 11:20 AM of September 18, 2016. Initial investigation conducted
by Dapitan CPS, said victim identified as Jerome Butalid y Ayawan, 24 years
old, male, married and a resident of Brgy Taguilon, Dapitan City, ZN. Prior to
the incident, at about 3:00 AM of same date, Teresita Butalid, mother of the
victim and Anaclito Recamara, step father of the victim discovered that Jerome
was not on his bed. They immediately went outside the house and look for the
victim but they didn’t find him. At about 4:00 AM, same date, the dead body of
the victim was found hanging on the branch of mango tree with the orange nylon
rope tied around his neck. Further investigation conducted revealed that the
victim suffered depression and insomnia because his wife left him six (6)
months ago. On September 17, 2016, said
victim was brought to the clinic of Dr. Rolito V. Cataluña for medical check-up
and given a prescription for his insomnia but the latter did not take the prescribed
medicine. Post mortem examination conducted by Dr. Rolito Cataluña-CHO no foul
play noted. Cause of death was asphyxia secondary to hanging. The cadaver was
properly turned-over to the family and now lay at victim step-father’s house.
Vehicular Traffic
Accident
SIAYAN - Vehicular traffic accident transpired at the National Highway
road of Sitio New Siare Brgy. Gunyan, Siayan, Zamboanga Del Norte at about 2:40PM of September 18, 2016.
Initial investigation conducted by the responding personnel, said victim
identified as Marcelo Antawan Mendosa
Jr, 10 years old, minor, and a resident of Sitio, New Siare, Gunyan, Siayan, accidentally
sideswiped by one (1) 110 Honda wave
motorcycle, color red, bearing Plate # JA79742, with engine number
K09L0E10695, Serial chassis No.K09L0010627 and registered in the name of
Miraflor Argente Rosalinda, Pasingkalan Ramon Magsaysay, Zamboanga Del Sur and
driven by Edmer Lapira Tañaza, 23 years old, married, Driver, Filipino and a
resident of Brgy Culo, Mulave, Zamboanga Del Sur with student permit dated
February 2, 2014, expired. Further revealed that while the said MC was
travelling from Siayan, ZN bound for Molave, ZS and upon reaching the place of
accident particularly at Sitio New Siare, Gunyan Siayan, ZN, suddenly said
minor child run/crossed the above mention road but accidentally sideswiped
hitting at the back portion of his body as a consequences turned down and
dragged at the said road which resulted the minor sustained injuries on his
left leg, left side of his head and face. Said MC now deposited at Siayan MPS
for proper disposition while the driver voluntarily surrender at said station
while the victim was immediately brought by his relatives at Siayan Diagnostic
Center for medical treatment.
Theft of Motorcycle
DIPOLOG CITY - Please be informed that at about 5:03AM of September 18,
2016, one Terence Calibo Y Custado 30 years old, single and a resident of
Mabini corner Calibo St. Biasong, Dipolog City together with his girlfriend and
Rouel Cabanlit came to Dipolog CPS and reported that his rented MC KYMCO VISAR
color red bearing with temporary plate no. 090105, chassis no.
LC2E10000G1000506 and engine no. KB222100465 registered under the name of
Gaudioso N. Gumamot was taken by unidentified person/s at around 4:10AM of the
same date while parking in front of his house. Immediately, PNP personnel of
Dipolog CPS conducted follow-up investigation. At about 5:45AM of same date,
PNP personel of Dipolog CPS composed of PO2 Labisig and PO1 Enon responded the
incident and proceeded to Magsaysay St., Miputak, Dipolog City particularly at
the boarding house of the suspect and successfully arrested a gay identified as
Erlindo Paustillo Y Bongcasan 18 years old, with postal address at Sta. Cruz,
Sindangan, Zamboanga Del Norte and presently residing at Magsaysay St.,
Miputak, Dipolog City. Recovered from the possession and control of the suspect
was the above-mentioned motorcycle. Suspect is now detained at Dipolog CPS
pending filing of case in court while the recovered MC was deposited at Dipolog
CPS for proper disposition.
Suicide Incident
JOSE DALMAN - Suicide
incident occurred at Barangay Sigamok, Jose Dalman, Zamboanga Del Norte at about 6:30 in the evening of 18 September
2016. Initial investigation conducted disclosed that victim was identified as
Rodulfo Siit Catubig, 56 years of age, married, Chairman of Barangay Sigamok,
Jose Dalman, and a resident of same place committed suicide by tying his neck
with a rope color blue and hung himself at the trusses of his shanty house with
an estimated distance one (1) kilometer from his residential house. Victim was
brought to Manukan Community Hospital by his wife but pronounce dead on arrival
by the attending physician. Case Investigator:

Alleged Swindling Incident (Budo-budol)
DIPOLOG CITY - One
Jemma Chua y Ruiz, 68 years old, married and a resident of Lawa-an, Banonong,
Dapitan City, came and reported to Dipolog CPS and reported that she was a
victim of swindling (budol-budol). Accordingly, at about 11:30AM of September
17, 2016, while she was walking along the side-walk of Rizal Avenue, Brgy
Central, Dipolog City near CLS Fast Food, an unidentified female person
approached and walked with her going to Dipolog Center Mall. The latter
introduced her family name as certain “Gonzales” and invite Jemma Chua to meet
her Australian husband at Arellano Street, Brgy Central, Dipolog City where
their service vehicle was parked. The suspect then invited her to ride on their
service gray SUV without plate number and further told that her husband was
waiting near Rhina Marketing who follow-up their business. That they then drove
towards near Rhina Marketing with male unidentified driver and when they were
about to park, an unidentified female person asked them if their vehicle is for
rent. On their conversation, said female person introduced herself as certain
“Jean Chua” asking their helped for her business and show her money. Upon
knowing that the herein reportee and Jen Chua had the same family name, the
unidentified male driver suggested that Jen Chua will deposit her money in the
bank and let the herein reportee help her to open an account in the bank. On
their conversation, they agreed that the herein reportee will withdraw a cash
worth of one hundred thousand pesos [₱100,000.00] at BDO bank to test if she
know how to open a bank account. Right after, the herein reportee together with
the suspect “Gonsalez” went to BDO bank located at Quezon Avenue, Brgy Central,
Dipolog City to withdraw. After the bank transaction they went back to their
service vehicle parked along Malvar Street, Barangay Miputak, Dipolog City
where the unidentified male driver and Jen Chua were waiting. Then, Jemma Chua
was asked to put her cash money worth one hundred thousand pesos [₱100,000.00]
together with her two [2] pieces bungles gold bracelets, one [1] gold necklace
with pendant, three [3] pieces gold earrings, three (3) gold rings with an
estimated amount of one hundred fifty thousand pesos [₱150,000.00] and 100 us
dollars on a hello kitty pink bag. That the suspects also put their money on
the said bag and they agreed that said bag will be carried by the herein
reportee to Chow King, Lee Plaza City Central, located at Quezon Avenue,
Barangay Miputak, Dipolog City where they meet again. After arriving at Chow
King, Lee Plaza City Central of same date, the herein reportee did not meet the
suspects and she decided to went home carried said bag. On September 18, 2016,
the herein reportee revealed to her daughter about their transaction with the
suspects and when they opened the said bag, they found out one [1] brown envelope
containing a bundle of folded intermediate writing pad paper. PNP personnel of
Dipolog CPS led by PO3 Allan Tapales, with contact number 09214532400 conducted
investigation of said case for the arrest of the suspects.

Encounter Incident
SINDANGAN - Intel
operatives of Sindangan MPS
conducted surveillance to the suspected unidentified Gun for Hire personalities
at Barangay Calatunan, Sindangan, Zamboanga Del Norte at about 8:45 pm of September 18, 2016. This resulted
to the encounter between the said
personalities that resulted to the
death of two unidentified
personalities. Recovered from crime
scene one unit 45 Cal pistol and one unit 38 loaded with live ammos. PNP
Sindangan is still conducting hot pursuit operation to the other unidentified
person who escaped during the encounter. No casualty reported on the government
side.
OPERATIONAL ACCOMPLISHMENT REPORTS
Campaign against illegal Drugs thru Buy bust
operation
MANUKAN - Two drug
suspects were arrested by personnel of Manukan MPS and PAIDSOTF during the Drug
Buy bust operations at Gupot, Manukan, Zamboanga Del Norte at about 12:50 AM
September 19, 2016. Arrested were Ronel Catubay Laput, 29 years old, single,
male, jobless, a resident of Purok 4 Langatian, Roxas and Nigel Suya Mosqueda,
21 years old, single, male, jobless, resident of Nabilid Roxas. Both suspects
are drug surrenders of Roxas MPS. Recovered from Ronel C. Laput were as
follows; three pcs (3) sachet containing white crystalline granules believed to
be Shabu with an estimated market value amounting to five hundred pesos (Php 1,
500.00), one pc (1) five hundred peso bill (mark money, SN NL764018), 1 pcs (1)
sachet containing white crystalline granules believed to be Shabu (buybust), 2
pcs 20 peso bill, 1 unit Nokia CE cellphone color gray. While from Nigel S.
Mosqueda were; 7 sachets of white crystalline granules believed to be Shabu
with an estimated market value of Php3,500.00, 3pcs 20 peso bill, 1 pc sachet
white crystalline granules believed to be Shabu (buy bust), 1 pc 500peso
bill(mark money, SN 167308). Both suspects are now detained at Manukan MPS
pending filing of appropriate charges in court.
Campaign against Illegal Drugs (Violation of
R.A. 9165)
SALUG - A drug
suspect was nabbed in a drug buy-bust operation at Poblacion East, Salug, Zamboanga
Del Norte at about 3:10 in the afternoon of September 18, 2016 particularly in
front of Salug Central School, Poblacion East, Salug, Zamboanga del Norte.
Salug Police identified the arrested as Rambie Ramos y Talero alyas “Ram”, 32
years old, married and resident of said place. Recovered from the possession
and control of the subject are the following drug evidence and non-drug
evidence: a. One (1) pc heat sealed plastic transparent sachet containing white
crystalline Substance marked with BB-RTR-1 as Drug Buy-Bust Evidence; b. One
(1) pc heat sealed plastic transparent sachet containing white crystalline
substance marked with BB-RTR-2; c. One (1) pc of Five Hundred Peso Bill with
SN: FS164356 as marked money marked with BB-RTR-3; d. d) One (1) improvised
plastic scooper with red strips marked with BB-RTR-4; e. e) Four (4) pcs rolled aluminum foil marked
with BB-RTR-5; f) One (1) pc disposable lighter color brown
lighter marked as BB-RTR-6; g) Cash
money amounting Fifty-Two (52) Pesos in different denominations marked with
BB-RTR-7; and h) One (1) Unit cellphone Samsung Duos brand with SIM card marked
with BB- RTR-8. Further, subject was
listed under drug watch list of Salug MPS and was previously the Top 5 and one
among of the drug personalities who voluntarily surrendered last July 9, 2016
during the conduct of “Project Double Barrel.
